Electrical Supply Regulations 1967—Approved Safety Rules to be Adopted and Issued

NOTICE is hereby given that—

(1) The safety rules in the Safety Manual, second edition, dated April 1968, published by the Electric Supply Authority Engineers’ Institute of New Zealand, have been approved for the purposes of regulation 122 of the Electrical Supply Regulations 1967.

(2) The approval of the safety rules in the Safety Manual, first edition, dated March 1957, published by the Electrical Supply Authority Engineers’ Institute of New Zealand, will be withdrawn on 30 June 1968 and shall cease to have effect as and from that date.

Order No. 1 (1968) of the Trade Practices and Prices Commission

IN the matter of the Trade Practices Act 1958 and in the matter of a common price list for fees and charges for optometrical services and supplies operated by members of the New Zealand Optometrical Association (Incorporated) :

WHEREAS the Trade Practices and Prices Commission has received from the Examiner of Trade Practices and Prices (hereinafter referred to as “the Examiner”) a report, pursuant to section 17 of the said Act, in which it was alleged that the New Zealand Optometrical Association (Incorporated) (hereinafter referred to as “the Association”) had adopted a common price list for fees and charges for optometrical services and supplies;

AND WHEREAS the Examiner reported that the common price list had been promulgated in the form of an “Approved Minimum Scale of Fees and Charges” accompanied by a schedule headed “Explanation of Fee Structure”;

AND WHEREAS the Examiner reported that the said common price list had been issued to members of the Association under cover of a circular dated 9 March 1967;

AND WHEREAS the Examiner reported that he had formed an opinion that the pricing arrangement operated by the Association and its members was a trade practice in terms of section 19 (2) (c) of the said Act, and was contrary to the public interest in terms of section 20 (1) (d) of the said Act;

AND WHEREAS the Examiner reported that the requirements of section 16A of the said Act had been complied with and that the Association had agreed to abandon the trade practice and had consented to the nature of his recommendation to the Trade Practices and Prices Commission as to an order and its form under section 19 of the said Act in respect of the said trade practice;

AND WHEREAS the Examiner recommended that the said Commission should make the said order under section 19 of the said Act;

AND WHEREAS the said Commission is satisfied that all persons who would be bound by the said order have concurred with the said recommendation and the said Commission has dispensed with an inquiry under section 18 of the said Act;

AND WHEREAS the said Commission has decided that an order of the nature recommended by the Examiner in the said report should be made under the said Act:

NOW, THEREFORE, the Trade Practices and Prices Commission hereby orders and directs the New Zealand Optometrical Association (Incorporated) and its members:

(i) To discontinue and refrain from any practice of consulting together for the purpose of jointly fixing, nominating or recommending fees, charges, margins, prices or terms of trade;

(ii) To cancel and withdraw any price list or other notification of fees, charges, margins, or prices issued by the Association for the guidance of or use by members; and

(iii) To refrain from reviving this practice in any form whatsoever, and from entering into any agreement or arrangement which would have substantially the same effect.

Consenting to Raising of Loans by Certain Local Authorities

PURSUANT to section 3 of the Local Authorities Loans Act 1956 (as amended by section 3 (1) of the Local Authorities Loans Amendment Act 1967), the undersigned Assistant Secretary to the Treasury, acting under powers delegated to the Secretary to the Treasury by the Minister of Finance, hereby consents to the borrowing by the local authorities mentioned in the Schedule hereto of the whole or any part of the respective amounts specified in that Schedule.

Notification of Vacancy of Seat in the House of Representatives for the Electoral District of Hutt

IN compliance with the provisions of section 72 of the Electoral Act 1956, I, Roy Emile Jack, Speaker of the House of Representatives of New Zealand, hereby notify that Walter Nash, a member of the House of Representatives for the Electoral District of Hutt, died on the 4th day of June 1968, during a recess of the House, and that the said seat in the House of Representatives for the said Electoral District is vacant by reason of such death.
