Publication of Declaration of Infected Area Under Forest Disease Control Regulations 1967—Pine Needle Blight (Dothistroma pini)
The following declaration made under regulation 4 of the Forest Disease Control Regulations 1967, is hereby published in accordance with regulation 6 of the said regulations:
THE FOREST DISEASE CONTROL REGULATIONS 1967 DECLARATION OF “INFECTED AREA” IN RESPECT OF PINE NEEDLE BLIGHT (Dothistroma pini)
- Pursuant to the Forest Disease Control Regulations 1967, and at the direction of the Minister of Forests, we, Alfred Neville Sexton, Conservator of Forests, Auckland, David Kennedy, Conservator of Forests, Rotorua, John Ure, Conservator of Forests, Palmerston North, and Peter Wilson Maplesden, Conservator of Forests, Nelson, being authorised forest officers under the said regulations, hereby declare all Counties (including County towns) and parts of Counties within the meaning of the Counties Act 1956, and all Boroughs and parts of Boroughs within the meaning of the Municipal Corporations Act 1954, situated within the Land Districts or parts of Land Districts more particularly described hereunder, to be from and including the first date of publication of this Declaration an “infected area” in respect of the forest disease Pine needle blight (Dothistroma pini), a disease specified in the Second Schedule of the said regulations:
LAND DISTRICTS
(a) The whole of the Land District of Taranaki;
(b) The whole of the Land District of South Auckland;
(c) That part of the Land District of North Auckland situated south of the Waitemata County (excluding the outlying islands);
(d) That part of the Land District of Gisborne situated in the Opotiki County;
(e) That part of the Land District of Hawke's Bay comprising the portions of the Counties of Hawke's Bay and Waipawa situated within the boundaries of Gwavas State Forest;
(f) That part of the Land District of Wellington situated generally north-west of the north-western boundaries of the Counties of Pahiatua, Eketahuna, Masterton, Wairarapa South, and Featherston;
(g) That part of the Land District of Nelson situated within the boundaries of the Waimea County (excluding the former Murchison County).
- By authority of the said regulations we as authorised forest officers hereby consent to the bringing or removal of forest produce:
(a) From the above-described infected area to any other land, with the following exception: in respect of all species of pine and of Douglas fir, all tree seedlings and all trees or parts of trees used or intended to be used as Xmas trees;
(b) Into the above-described infected area from any other land;
(c) From any place or site within the above-described infected area to any other place or site within the infected area.

This declaration comes into effect upon first publication in a newspaper circulating in the infected area described. Its purpose is to prevent the general spread of Pine needle blight into parts of New Zealand not yet seriously affected.

The declaration makes it an offence, carrying a fine or imprisonment on conviction, to remove plants or “Xmas tree” material (branches, etc.) out of the declared area, if these are of pine or Douglas fir species, as this is a very likely way to spread the disease to other places.

The “infected area” out of which these plants and Xmas trees may not be removed is generally the large area lying west of the main ranges between Auckland City and Wellington City, also Gwavas State Forest and the Waimea County area. Movement within the area is authorised.

The regulations exempt from this restriction cases where the plants or Xmas trees have been treated in accordance with specifications prescribed in writing by an authorised forest officer. Inquiries should be addressed to the nearest Conservator of Forests.
