Officers of Government of Ross Dependency Appointed

BERNARD FERGUSSON, Governor-General

WHEREAS by the Order in Council dated the 30th day of July 1923,* made under the British Settlements Act 1887 of the United Kingdom Parliament, the Governor-General and Commander-in-Chief of New Zealand for the time being (thereinafter and hereinafter called the Governor) was appointed to be the Governor of the Ross Dependency, and all the powers and authorities which by the said order were given and granted to the Governor for the time being of the Dependency were thereby vested in him:

And whereas the Governor was thereby further authorised and empowered to make all such rules and regulations as might lawfully be made by Her Majesty's authority for the peace, order, and good government of the Dependency:

And whereas, by regulations made by the Governor on the 14th day of November 1923†, it was enacted that all persons appointed by the Governor for the time being of the Dependency should have such power and authority as might be granted them in due course of law, and might be empowered to do such things as might be necessary or desirable to ensure that the laws in force in the Dependency are duly observed and complied with in every respect, and to do all things necessary or expedient for the peace, order, and good government of the Dependency, and to safeguard and preserve Her Majesty's rights and sovereignty over and in respect of the Dependency:

And whereas, by notice issued by the Governor on the 27th day of August 1953‡, Harold Rugg, Esquire, was appointed an officer of the Government of the Dependency and vested with the powers and authorities described in the said notice, and in particular with the general executive and administrative authority in preserving Her Majesty's rights and sovereignty and the laws and regulations in force in the Dependency:

And whereas it is expedient that the persons hereinafter named be also appointed officers of the Government of the Dependency:

Now, therefore, I, Brigadier Sir Bernard Edward Fergusson, the Governor-General of New Zealand, and as such the Governor of the Ross Dependency, hereby appoint

Major Adrian Goodenough Hayter, M.B.E., M.C.

as an officer of the Government of the Dependency; and I hereby confer on him all the powers and authorities which may be exercised in New Zealand by a Justice of the Peace, and also the powers and authorities which may be so exercised by a Coroner, and also the powers and authorities which may be so exercised by a Postmaster.

And I also appoint

Maurice Gray

as an officer of the Government of the Dependency; and I hereby confer on him all the powers and authorities which may be exercised in New Zealand by a Postmaster.

The said Major Adrian Goodenough Hayter, M.B.E., M.C., and the said Maurice Gray to exercise their functions at such places within the Dependency as may be directed by the said Harold Rugg, Esquire; and to hold office and exercise the duties thereof during pleasure.

As witness the hand of His Excellency the Governor-General, as the Governor of the Ross Dependency, this 25th day of September 1964.

PURSUANT to section 16 of the New Zealand Army Act 1950, His Excellency the Governor-General has been pleased to approve of the following appointments, promotions, transfers, resignations, and retirements of officers of the New Zealand Army:

Colonel (temp. Brigadier) B. R. Bullot, B.COM., to be Brigadier and is transferred to the Brigadiers' List. Dated 18 July 1964.

Major P. P. E. Savage, E.D., M.B., CH.B., Reserve of Officers, General List, Royal N.Z. Army Medical Corps, is transferred to the Active List for full-time duty as Assistant Medical Officer at Waiouru Camp Hospital, RNZAMC, for the period 14 September 1964 to 26 September 1964 in the rank of Major.

7th Field Transfusion Team, RNZAMC

Lieutenant J. G. Buchanan, M.B., CH.B., M.R.C.P., to be Captain. Dated 17 February 1964.

2nd General Hospital, RNZAMC

The appointment of Lieutenant (on prob.) J. G. Learmonth, M.B., CH.B. (provisionally registered), is confirmed on his being granted full registration. Dated 21 July 1964.

The appointment of Lieutenant (on prob.) J. H. Lidgard, M.B., CH.B. (provisionally registered), is confirmed on his being granted full registration. Dated 23 May 1964.
