by section 2 of the Counties Amendment Act 1931 the Kai-
ranga County Council hereby resolves by way of special order
and declares that sections 121 and 131 of the Counties Act
1920 shall not apply to the Council after the close of the
present financial year, viz., the 31st March 1955.”
