✨ Development and Reconstruction Scheme
- Utilities
(1) Electricity-supply: Additional generating and substations, transmission-lines, and reticulation and supply of electricity within the area generally, and, in particular—
(a) Construction of transmission-lines between Whakamaru and Bunnythorpe, Bunnythorpe and Haywards, and Bunnythorpe and Waikaremoana.
(b) Extensions of the existing substations at Bunnythorpe, Masterton, Mangamaire, and Greytown, and construction of a new major substation at Bunnythorpe.
(c) The extension of facilities for the distribution of electricity throughout the area, particularly in the Horowhenua, Tararua, and Wairarapa Electric-power Districts.
(d) New office and showrooms for the Horowhenua Electric-power Board at Levin.
(2) Water-supply, Sewerage, Storm-water, Drainage, and Gas: New and additional works in various parts of the area, including—
(a) New water-supplies or improvements or extensions of water-supply for the Horowhenua and Hutt Counties, Palmerston North City, and the boroughs of Feilding, Masterton, Martinborough, and Carterton.
(b) New sewerage, storm-water, or drainage works, or improvements or extensions at Feilding, Levin, Palmerston North, and Carterton, and new storm-water works for Palmerston North.
(c) Extensions of the gasworks at Carterton.
- Subdivisional Development
(1) The development of areas for residential, commercial, industrial, and recreational purposes throughout the area, including the construction of dwellinghouses and other works provided for by the Housing Act, 1919, and other Acts, and including the provision of Native housing throughout the Ikaroa Native Land District, and a housing scheme in Horowhenua County.
(2) The subdivision, regrouping, and improvement of lands affected by reclamation and drainage works, and the better utilization thereof.
(3) The reconstruction and improvement, where necessary, of existing roads, streets, and bridges approaching and servicing developmental works.
- Social Services
The provision of sites, buildings, and services throughout the area for social and cultural and recreational purposes, including-
(1) Educational—
(a) Rebuilding Palmerston North Technical School;
(b) Extension of Feilding Technical School;
(c) Construction of a new hostel for girls at Wairarapa College; and
(d) Additional buildings at Massey College, including new hostels, new blocks for engineering, field husbandry and library, new gymnasium and laboratory.
(2) Health-
(a) Additions and alterations at Levin Farm Hospital.
(b) For Palmerston North Hospital Board—
(i) At Palmerston North: Additional ward and other accommodation.
(ii) At Feilding, Levin, and Foxton: New maternity hospitals.
(iii) At Otaki: Extensions to the Sanatorium.
(c) For Wairarapa Hospital Board—
(i) At Masterton: New ward accommodation, new maternity annexe, additional staff accommodation, new kitchen block, and new workshops.
(ii) At Pahiatua: New maternity ward, and a new ward and operating-theatre block.
(iii) At Greytown: New ward and operating theatre.
(d) For the Western Hospital Districts: A new sanatorium.
(3) Cultural-
(a) Additional accommodation at the Plant Research Station at Palmerston North for Grasslands Research, Biometric Section, and Dairy Research Institute.
(b) New broadcasting stations at Palmerston North and Masterton.
(4) Development of a recreational centre at Masterton as a war memorial.
(5) Trade-training centre for Native tradesmen at Levin.
- Defence
(1) Development of Linton and Featherston Military Camps in substitution for Trentham Military Camp.
- Public Administration
New facilities for Government and local administration, including-
(a) New Public Works Depot at Palmerston North.
(b) Government centre at Palmerston North.
(c) New courthouse at Carterton.
(d) New police-station at Pahiatua.
(e) Extensions of accommodation for equipment and staff at Palmerston North Fire-station.
(f) Rebuilding Masterton Fire-station and provision of additional staff accommodation.
(g) Reconstruction of municipal buildings at Masterton and construction of new Council Chambers at Carterton.
