Notice of a Scheme of Development and Reconstruction in the Manawatu and Wairarapa

Pursuant to subsection (2) of section 29 of the Finance Act (No. 3), 1944, I, Robert Semple, the Minister of Works, hereby give notice of the nature of the work to be included in the scheme of development and reconstruction described in the First Schedule hereto, and that the approximate boundaries of the area hereby affected are as described in the Second Schedule hereto, such area being hereinafter referred to as "the area." This notice shall remain in force until the 30th day of September, 1956.

FIRST SCHEDULE

NATURE OF WORK

The improvement of the lands and the development of the area for industrial, commercial, residential, and recreational purposes, including, in particular, the provision of:

  1. Land Development

(1) Land improvement and development works generally, including the acquisition of suitable blocks of land, clearing, sub-division, fencing, provision of houses, buildings, water-supply, access, and amenities.

(2) Development of Native holdings by the provision of lime works, farm improvements, and new access roading, particularly in the Himatangi Block.

(3) Soil-conservation and river-control works and land drainage and reclamation throughout the area, including the following major works:

(a) Works for the control of flood-waters and prevention of erosion and flooding, in particular in the basins of the various rivers in the area, the most important being of the Manawatu, Oroua, Ohau, Otaki, Ruamahanga, Tauherenikau, Whareama, Kaiwhata, Rerewaikaito, Oterei, Awhea, Opuawe, Makakah, Mangatainoka, Mangahao, Tiraumea, and Waiohine Rivers, and the Tokomaru, Waikawa, Manakau, Mangaone, and Kawau Streams.

(b) The establishment of experimental soil-conservation and scientific-research stations in the area to make investigations on good quality and on marginal eroding grass-lands.

(c) The acquisition, planting, and regeneration of eroded lands throughout the area, and the protection of bush-clad areas by the establishment of firebreaks and other means of control.

(d) The irrigation of parts of the Wairarapa South and Featherston Counties by tapping the Tauherenikau, Waiohine, Waingawa, and other rivers.

(e) Works for the drainage of low-lying areas at Matarawa, Parkvale, Morrison's Bush, Battersea, Buckley, Moutoa, Makerua, Manawatu, Sluggish River, Lower Kairanga, and Lake Wairarapa.

(4) Afforestation: The development and expansion of forests generally within the area, with improved facilities for culture, control, and protection, particularly at Ngaumu State Forest.

(5) Stabilization of sand-dune areas, particularly along the coastal strip between the Rangitikei and the Waikanae Rivers.

  1. Industrial

(1) The establishment of industrial areas, and the provision and development of sites and buildings for industries, chiefly at Palmerston North and Foxton.

(2) The establishment, development, and improvement of industry on regenerated and stabilized lands.

(3) The development of the flax industry in the Foxton-Shannon area.

  1. Commercial

(1) The establishment of commercial areas, and the provision and development of sites and buildings for commerce in conjunction with residential and industrial areas.

(2) Restoration of earthquake damage to commercial areas, particularly at Masterton, Carterton, and Martinborough.

(3) Provision of new office accommodation for the Government Life Insurance Department at Palmerston North.

  1. Communications

A. Improvement of radio, telegraph, telephone, and postal services throughout the area, including:

(a) A new chief post-office at Masterton.

(b) New post-offices at Feilding, Levin, Carterton, Longburn, Otaki, Terrace End, Eketahuna, Featherston, Greytown, and Martinborough, and additions to the post-office at Pahiatua.

(c) New automatic exchange buildings at Palmerston North and Masterton; a temporary exchange at Levin.

(d) Store-garage and workshop buildings at Palmerston North and Otaki.

(e) A new transmitting and receiving radio station at Himatangi for overseas radio telegraph and radio telephone services.

B. Arterial and Local Access: Improvements and extensions of existing and provision of new arterial and local access generally throughout the area, including, particularly, the following main works:

(a) A new coastal highway between Waikanae and Foxton.

(b) Reconstruction, metalling, sealing, and other works specified on the highways or sections thereof described below, with deviations and renewals of bridges where necessary, the major bridge renewals only being specified-

(1) Wanganui-Levin.

(2) Levin-Waikanae, with new bridges over the Otaki, Ohau, and Waikanae Rivers.

(3) Sanson-Palmerston North.

(4) On the Napier-Palmerston North Highway: The Manawatu Gorge section and the replacement of the Lower Gorge Bridge.

(5) On the Woodville-Masterton Highway: The Mount Bruce Summit to Eketahuna section, overbridge over the railway at Ngawapurua, and replacement of the Ruamahunga River Bridge.

(6) On the Masterton-Wellington Highway: The improvement of the Rimutaka and Mangaroa crossings by the provision of a tunnel and road deviations shortening the route by approximately 3 miles; bridge replacement over Waiohine River and an overbridge in Featherston.

(7) On the Palmerston North-Levin Highway: A major deviation near Shannon and widening throughout.

(8) Feilding-Hunterville.

(9) Feilding-Cliff Road via Stanway.

(10) Feilding-Raumai.

(11) Kimbolton-Apiti.

(12) Awahuri-Mangaweka.

(13) Rangiotu-Rongotea.

(14) Greatford-Ashhurst; Ashhurst-Bunnythorpe; and Feilding-Halcombe Sections.

(15) Ashhurst-Pohangina.

(16) Longburn-Tangimoana.

(17) Martinborough-Pope's Head, with replacement of Ngarara Bridge.

(18) Palmerston North-Himatangi; Awapuni-Longburn; and replacement of Oroua River Bridge.

(19) Foxton-Shannon.

(20) Pohangina Valley-Apiti; replacements of Roberts and Raumai Bridges, and either the Digger's Creek or the Levin Bridge.

(21) Pahiatua-Akitio via Pongaroa.

(22) Makuri-Ongaha.

(23) Mangaone Valley.

(24) Masterton-Weber via Alfredton.

(25) Eketahuna-Alfredton.

(26) Eketahuna-Nireaha

(27) Pah Valley.

(28) Mauriceville-Hastwell.

(29) Masterton-Castlepoint.

(30) Masterton-Stronvar.

(31) Blairlogie-Langdale.

(32) Te Ore Ore-Bideford.

(33) Turupuru-Te Wharau.

(34) Chester Highway.

(35) Carterton-Gladstone.

(36) Martinborough-Masterton via Gladstone.

(37) Masterton-Lake Ferry.

(38) Kahautara Highway.

(39) Martinborough-Awhia.

(40) Ponatahi; reconstruct approaches to Lagoon Bridge.

(c) A new bridge over the Manawatu River at Rangitane.

(d) New access roads-

(1) From Nireaha to Mangahao Dam, from Matahiwi to Kaituna, from Te Ore Ore to Pakaraka, from Stronvar to Homewood, and by the coast from Cape Palliser to Pahaoa River.

(2) Extending the Mataikona and Tainui Valley-Te Mai Roads.

(e) Improvements of existing roads generally in Akitio, Pahiatua, Castlepoint, Eketahuna, Mauriceville, Masterton, Wairarapa South, Manawatu, Kiwitea, Pohangina, Oroua, Kairanga, Horowhenua, and Featherston Counties, including replacements of bridges where necessary.

(f) General street improvements in the boroughs within the area.

C. Railways: Improved rail facilities for all classes of traffic, including-

(a) Deviation of the Main Trunk line to avoid Palmerston North;

(b) Duplication of lines between Otaki and Manakau and between Levin and Koputaroa;

(c) Electrification between Paekakariki and Palmerston North; and

(d) A tunnel and deviation through the Rimutaka Range.

D. Airways: The improvement of airfields and other facilities for civil aviation, including, in particular, the following:

(a) Development of Ohakea Aerodrome to conform with international standards as an alternate airfield to the principal international airport in Auckland.

(b) Extensions and improvements at Palmerston North, Feilding, Levin, and Masterton.

(c) Provision of airparks for club and private aviation throughout the area.

E. Road Transport: New and additional facilities for transport of passengers and goods generally within the area.
