(7) Paragraph 18: After subparagraph (6) (i) add:—
"(i) (a) A Warrant Officer, N.C.O., or man of the New Zealand Territorial Force, or Class I or Class II of the National Military Reserve, who was serving on a voluntary agreement in any authorized Auxiliary Force of the Empire on the 2nd September, 1939, shall be entitled, provided he actually served, or was attested and thereby accepted the obligation for service beyond the boundaries of the Dominion, Colony, &c., in the forces of which he was serving to count as twofold all embodied service on the active list between the 2nd September, 1939, and the date of disbandment of the 2nd New Zealand Expeditionary Force, whether such service was in the Naval Forces, the Military Forces, or the Air Forces of any part of the Empire: Provided that this paragraph shall not apply to embodied service in the New Zealand or any other forces rendered in the performance of training that would have been required if a state of war had not existed between the dates herein mentioned."
(8) Paragraph 18, subparagraph (7) (i) is revoked and the following substituted:—
"(7) (i) During the period 4th August, 1914, to 31st December, 1921, or 2nd September, 1939, and the date of disbandment of the 2nd New Zealand Expeditionary Force."
(9) Paragraph 18, subparagraph (8): After "(5) (iv)" in second line, insert "and (5) (v)."
(10) Paragraph 18, subparagraph (8): Add at end of subparagraph (ii) "or 2nd September, 1939, and the date of disbandment of the 2nd New Zealand Expeditionary Force."

By-laws for Conduct of Election of Members of the Board of Governors of the Canterbury Agricultural College
WHEREAS regulations for the election of members of the Board of Governors of the Canterbury College and Canterbury Agricultural College were duly made on the 29th day of April, 1897, and the 14th day of May, 1898, under the provisions of the Canterbury College and Canterbury Agricultural College Act, 1896, and published in the Gazette, 1897, Volume I, page 957, and 1898, Volume I, page 865:
And whereas Canterbury Agricultural College is now governed by and incorporated under the Canterbury Agricultural College Act, 1930:
And whereas, consequent upon the alteration of representation made in respect of the appointment of members to the Board of Governors of the Canterbury Agricultural College, it is desired to repeal the above regulations so far as the same affect the Canterbury Agricultural College and to enact by-laws in their place:
Now, therefore, in pursuance of the powers vested in Canterbury Agricultural College by virtue of the Canterbury Agricultural College Act, 1930, and with the approval of the Council of the School of Agriculture under the provisions of the School of Agriculture Act, 1937, and with the consent and approval of His Excellency the Governor-General and of all other powers enabling it in that behalf, the Canterbury Agricultural College doth hereby make the following by-laws relating to the conduct of elections of members of the Board of Governors of the Canterbury Agricultural College:—

The Returning Officer shall be the Registrar of the College or such other person as the Board of Governors may appoint.

For the purpose of the election of members of the Board of Governors of the Canterbury Agricultural College the Returning Officer (appointed by that Board) shall prepare five electoral rolls, namely:—
(1) A parliamentary electoral roll, in which he shall enter the names and addresses of such of the members of the Legislative Council and the House of Representatives as for the time being are entitled to elect members of the Board of Governors of the Canterbury Agricultural College:
(2) Three agricultural and pastoral societies’ electoral rolls, to be known respectively as—
(a) The North Canterbury Agricultural and Pastoral Society’s Roll;
(b) The Mid-Canterbury Agricultural and Pastoral Society’s Roll; and
(c) The South Canterbury Agricultural and Pastoral Society’s Roll;
in which respective rolls he shall enter respectively the names and addresses of such agricultural and pastoral societies duly incorporated under the Agricultural and Pastoral Societies Act, 1908, as have their principal offices within the Provincial District of Canterbury for the respective portions of the said province defined and referred to in the said Act as the North Canterbury, Mid-Canterbury, and South Canterbury portions of the said province:
(3) A graduates’ and diploma-holders’ roll in which he shall enter the names of graduates of the University of New Zealand whose names are on the books of the college, and the names of the holders of diplomas granted by the college.

The expression "person" includes an agricultural and pastoral society within the portions of the Provincial District of Canterbury as defined by the above-named Act.

The Returning Officer shall prepare and from time to time amend the electoral rolls either on his own motion, or pursuant to any claim or objection, by entering therein or removing therefrom the name of any elector of whose qualification or want of qualification, as the case may be, he is satisfied, and by otherwise correcting any error in any such roll.

The electoral rolls, or copies thereof, shall be kept open to public inspection at all reasonable times at such convenient place in the college as the Board of Governors appoints in that behalf.

Any person possessing the necessary qualification for enrolment on any roll may make and forward or deliver to the Returning Officer a claim for enrolment in the form or to the effect following:—
CLAIM FOR ENROLMENT AS ELECTOR OF CANTERBURY AGRICULTURAL COLLEGE
(1) Claimant: [Set out the full name and address of the claimant, thus: A.B., of Christchurch, or as the case may be.]
(2) Qualification: [Set out the qualification, thus: Bachelor of Agricultural Science of the New Zealand University, duly entered on the books of the Canterbury Agricultural College, or the holder of a diploma granted by the Canterbury Agricultural College, as the case may be, or Agricultural and Pastoral Society having its principal office within the portions of the Provincial District of Canterbury known as North Canterbury, Mid-Canterbury, or South Canterbury, as the case may be.]
(3) Roll in respect whereof this claim is made: [Set out name of roll, thus: Graduates’ Electoral Roll, or as the case may be.]
The claimant hereby claims to be entered on the above-mentioned roll as an elector of the Canterbury Agricultural College.

Claims for enrolment may be signed in the name and on behalf of an Agricultural and Pastoral Society by the Chairman or any two members of the governing body thereof.

Any person who is entered on any electoral roll of the Canterbury Agricultural College and possesses the necessary qualifications in respect of any other electoral roll of the same college may make and forward or deliver to the Returning Officer a claim for transfer from the first to the secondly-mentioned roll, and on receipt of such claim before either of the said rolls is closed, and for the purposes of an impending election, the Returning Officer, if satisfied that the claimant possesses the necessary qualification, shall transfer his name accordingly.

Claims for transfer shall be in the form or to the effect following:—
THE CANTERBURY AGRICULTURAL COLLEGE: CLAIM FOR TRANSFER
(1) Claimant: [Set out full name and address of claimant.]
(2) Roll on which he is at present entered: [Set out name of roll, thus: Graduates’ Electoral Roll, or as the case may be.]
(3) Roll to which he claims to be transferred: [Set out name of roll, thus: Parliamentary Electoral Roll, or as the case may be.]
(4) Qualifications by virtue whereof he claims to be transferred: [Set out qualifications, thus: Graduate of the University of New Zealand, whose name is on the books of the college, or holder of a diploma, or as the case may be.]
The claimant hereby claims to be transferred from the first-mentioned to the secondly-mentioned roll, as above.

To the Returning Officer of the Canterbury Agricultural College.
- Any person may, by notice under his hand delivered to the Returning Officer or posted to him at the college buildings, object to any electoral roll on the grounds—
(1) That any person whose name is on the roll does not possess the necessary qualification; or
(2) That any person whose name is not on the roll possesses the necessary qualification and is entitled to have his name entered thereon.

Forthwith, after receipt of such objection, the Returning Officer shall inquire into and dispose of the same.

Any person aggrieved by any decision or act of the Returning Officer relating to any roll may appeal therefrom to the Board of Governors by notice under his hand addressed to the Board and delivered at the college not later than 5 o’clock on the afternoon of the day next before the day on which such roll is to be closed for the purposes of an impending election.

Every such appeal shall, before the roll is closed, be heard and determined by the Board of Governors at a meeting held for the purpose; and the Returning Officer shall amend the roll in such manner as the Board, when disposing of the appeal, directs.

Every ordinary election shall be held on the first Monday in December, and every casual election shall in every case be held on such day as the Board of Governors appoints, being not more than the thirty-fifth day after such vacancy occurs. A casual vacancy shall be deemed to occur on the day on which the Board of Governors is apprised of the fact.
