Notice of a Scheme of Development and Reconstruction in and adjacent to the Auckland Metropolitan Area, extending from Dairy Flat in the Waitemata County to Drury in the Franklin County


PURSUANT to subsection (2) of section 29 of the Finance Act (No. 3), 1944, I, Robert Semple, the Minister of Works, hereby give notice of the nature of the work included in the scheme of development and construction described in the First Schedule hereto, and that the approximate boundaries of the area hereby affected are as described in the Second Schedule hereto, such area being hereinafter referred to as “the area.” This notice shall remain in force until the 30th day of September, 1956.


FIRST SCHEDULE

NATURE OF WORK

THE development of the area for residential and business and industrial purposes with the provision of additional, and the improvement of existing, access and public utilities and amenities, including in particular the provision of:—

(1) Transport.—New and additional facilities for the conveyance of passengers and goods to and from and within the area.

(2) Railway Access.—New railway access and improved existing railway access through the area, and in particular between Auckland and Morningside and New Lynn, Glen Innes and Penrose, and Southdown, Onehunga, and Avondale, and provision of electric traction.

(3) Arterial Vehicular Access.—New arterial vehicular access and improved existing vehicular access throughout the area, and in particular a main southern outlet between Auckland and Drury, an eastern outlet between Auckland and Manurewa via Panmure, a further outlet between Onehunga and Manurewa via Mangere, and a northern outlet between Auckland and Dairy Flat.

(4) Roads and Streets.—The legalization and construction of roads and streets within the area where determined by the Minister of Works to be necessary.

(5) Drainage and Sewage Disposal.—The provision of new and the improvement of existing drainage and sewage-disposal works.

(6) Water-supply.—The provision of new and the improvement of existing water-supply works.

(7) Electricity.—The construction of transmission-lines, substations, and other electrical installations, and the supply of electrical energy within the area as determined by the Minister of Works to be necessary.

(8) Buildings.—Buildings and sites for the General Government and for local government.

(9) Housing.—The construction of dwellinghouses and other works provided for by the Housing Act, 1919, and its amendments, and the development of areas for residential business and industrial purposes.

(10) Aerodromes.—The construction of flying fields and overseas air terminal facilities for the General Government and local government within the area where determined by the Minister to be necessary.

(11) Recreation.—The provision of facilities for recreation within the area.

(12) Harbour Works.—Reclamation and other harbour works.

(13) Education.—The provision and development of educational buildings and sites.

(14) Industrial Sites.—The provision and development of industrial sites.

(15) Postal Facilities.—The provision of new and the improvement of existing postal and communication services, including buildings.

(16) Storage Dumps.—The provision and development of storage, metal, and equipment dumps within the area.

(17) Quarries.—The provision and development of quarries and metal (including scoria and gravel) pits within the area.


SECOND SCHEDULE

APPROXIMATE BOUNDARIES OF AREA

ALL that area in the North Auckland Land District, being parts of the City of Auckland, the boroughs of New Lynn, Mount Albert, Onehunga, One Tree Hill, Ellerslie, Otahuhu, Manurewa, Papakura, Birkenhead, Northcote, the town districts of Papatoetoe and Henderson, and the road districts of Mount Roskill, Mount Wellington, and Panmure Township, and the counties of Waitemata, Manukau, and Franklin, and parts of the Waitemata and Manukau Harbours, bounded by a line commencing at the intersection of the western side of French Street with the northern side of Quay Street, and running easterly along the said northern side and the northern side of the Waterfront Road to a point due north of the intersection of the western side of Ngapipi Road with the southern side of the said Waterfront Road; thence due south along a right line across the last-mentioned road, and thence easterly generally along the south-western and southern sides of the said Ngapipi Road and Kepa Road to a point being the north-western corner of Lot 1 on D.P. 23745, being part of Allotment 39A, District of Tamaki; thence along a right line to the road angle corner on the southern boundary of Lot 9 on D.P. 31389, being part of Allotment 26, District of Tamaki; thence along the northern sides of St. Heliers Bay and Riddell Roads to the southern corner of Lot 84 on D.P. 18160, being part of Allotment 17 of the said District of Tamaki; thence along a right line running due east across the said Riddell Road and Glendowie Road to the western side of the Tamaki River; thence southward along the said western side to the northern boundary of the Panmure Township Road District; thence by a right line across the said river to the north-western corner of Lot 10 on D.P. 14882, being part of Fairburn’s Grant; thence along the northern boundary of that lot and the northern boundaries of Lots 11 and 12 and the northern and eastern boundaries of Lot 13 on the said D.P. 14882 to a point on the northern side of the Howick Main Highway, being the south-eastern corner of the said Lot 13, along a right line across the said highway, to and along the eastern and northern side of a public road forming the western and southern boundaries of Allotment 24, Pakuranga Parish, to the south-eastern corner of that allotment; thence along a right line to the north-western corner of Lot 1 on D.P. 16417, being part of Allotment 95 of the said Parish of Pakuranga, and thence along the northern boundary of that lot to and southerly along the western side of the road forming its eastern boundary to a point being the production westerly of the southern boundary of Allotment 96 of the said parish; thence along another right line across a public road, to and along the said southern boundary of the said Allotment 96, and that boundary produced across the East Tamaki—Howick Road; thence southerly generally along the eastern side of the said East Tamaki—Howick and Chapel Roads to the northern side of Flat Bush Road; thence easterly along the northern side of the last-mentioned road to the south-eastern corner of Allotment 130 of Pakuranga Parish aforesaid, again southerly along a right line across the said Flat Bush Road, to and along the western side of the public road forming the eastern boundaries of Allotments 27 and 27A of the said parish, and a right line being a production of the last-mentioned boundary across Boundary Road, part of Clendon’s Grant and Redoubt Road to its south-western side; thence along the said south-western side to the northern corner of part Clendon’s Grant comprised in certificate of title, Vol. 530, folio 1 (Auckland Land Registry); thence along the north-western boundary of that area and the north-western boundaries of Lot 3 on D.P. 24051 and Lot 4 on D.P. 22977, being part of Clendon’s Grant aforesaid, to a stream intersecting the said northern boundary of the last-mentioned lot, again southerly along a right line to the north-eastern corner of Lot 5 on D.P. 16389, being part of Allotment 14, Papakura Parish, and along the western side of the road forming the eastern boundaries of Allotments 14, 20, 26, and 33, Papakura Parish, and Section 8, Village of Papakura, to and along the eastern side of the Main Trunk Railway to the southern side of the road forming the northern boundary of Papakura Railway-station Yards; thence westerly along the said southern side, and southerly along a right line from the junction of the said southern side with the north-eastern side of Railway Street West to an angle on the eastern side of Great South Road, being the south-western corner of Allotment 207, Section 11, Village of Papakura; thence along the eastern side of Great South Road, to and along the south-western side of Opaheke Road to the eastern corner of part Allotment 52, Opaheke Parish, as shown on D.P. 24549; thence along a right line to the north-eastern corner of Lot 1 on D.P. 31548, being part of Allotment 23 of the said Opaheke Parish;
