The Wanganui Milk Delivery Notice 1936

PURSUANT to the Milk Delivery Emergency Regulations 1945,* the Minister of Marketing doth hereby give notice as follows :—

This notice may be cited as the Wanganui Milk Delivery Notice 1946.
This notice shall come into force on the seventh day after the date of publication thereof in the Gazette.
The Wanganui Milk Delivery Notice 1943† is hereby revoked.
The Scheme set out in the Schedule hereto is hereby provided for the district described in the said Schedule.

SCHEDULE

THE WANGANUI MILK DELIVERY SCHEME, 1946

(1) For the purposes of this scheme, unless the context otherwise requires,—

“ The district ” means that portion of the Wanganui Milk District delineated by the demarkation of zones on the plan :

“ Milk ” includes cream :

“ Minister ” means the Minister of Marketing :

“ Wholesale delivery ” means delivery to any person who obtains milk regularly in quantities of not less than one gallon per day :

“ Zone ” means a zone of the said district as marked on the plan :

“ The plan ” means the plan of the district deposited for the purposes of the scheme in the Head Office of the Milk Marketing Division of the Marketing Department in Wellington under No. M.M.D. 5.

(2) For the purpose of assisting in the administration of this scheme there shall be a committee which shall consist of the following members :—

(a) Two members to be appointed by the Wanganui City Council :

(b) One member to be appointed by the Wanganui Milk Vendors’ Association :

(3) On the death or resignation of any committee member other than the member specified in paragraph (c) of clause (2) of this scheme, the vacancy created thereby shall be filled by appointment in the manner in which the vacating member was appointed.

(4) The functions of the committee shall be to receive and investigate complaints affecting the administration of this Scheme, to advise the Minister on any matters that may be referred to the committee by the Minister or that may be considered by it of its own motion, and to make recommendations to the Minister for amending this scheme.

(5) Subject to all the provisions of this scheme, the committee may regulate its procedure in such manner as it thinks fit.

(6) Deliveries of milk under contract to schools, public hospitals, and to establishments of the Armed Forces are excluded from this scheme.

(7) The vendors who are parties to this scheme may deliver milk, by way of wholesale delivery, to the premises listed opposite their names in the next succeeding clause (8) of this scheme, whether or not the premises are within the boundaries of their respective zones.
