With reference to Mr. Eden’s Circular despatch C. No. 96 of the 4th October, 1939, I have the honour to transmit the accompanying copies of a circular issued by the Nobel Committee of the Norwegian Parliament regarding nominations for the Nobel Peace Prize for 1946.

  1. It would be appreciated if the conditions of the prize could be made known to those bodies and persons who are qualified to nominate candidates.

NOBEL PEACE PRIZE

ALL proposals of candidates for the Nobel Peace Prize, which is to be distributed 10th December, 1946, must, in order to be taken into consideration, be laid before the Nobel Committee of the Norwegian Parliament by a duly qualified person before the first of February of the same year.

Any one of the following persons is held to be duly qualified: (a) Members and late members of the Nobel Committee of the Norwegian Parliament, as well as the advisers appointed at the Norwegian Nobel Institute; (b) Members of Parliament and Members of Government of the different States, as well as Members of the Interparliamentary Union; (c) Members of the International Arbitration Court at the Hague; (d) Members of the Council of the International Peace Bureau; (e) Members and Associates of the Institute of International Law; (f) University professors of Political Science and of Law, of History, and of Philosophy; and (g) persons who have received the Nobel Peace Prize.

The Nobel Peace Prize may also be accorded to institutions or associations.

According to the Code of Statutes, § 8, the grounds upon which any proposal is made must be stated and handed in along with such papers and other documents as may therein be referred to.

According to § 3, every written work, to qualify for a prize, must have appeared in print.

For particulars, qualified persons are requested to apply to the Office of the Nobel Committee of the Norwegian Parliament, Drammensvei 19, Oslo.

Declaring a Bobby Calf Marketing Pool Area

PURSUANT to the Bobby Calf Marketing Regulations 1939, I, Benjamin Roberts, Minister of Marketing, being satisfied that a sufficient majority of the producers in the area of land defined in the Schedule hereto are desirous that such area should be declared to be a pool area for the marketing of bobby calves, do hereby declare such area of land defined as aforesaid to be a Bobby Calf Marketing Pool Area for the purposes of the said regulations under the name set out in the said Schedule, and I do hereby declare that this notice shall take effect on the 8th day of November, 1945.

SCHEDULE

SHEFFIELD BOBBY CALF MARKETING POOL AREA

ALL that area of land situated within the Tawera and the Malvern Counties, and bounded by a line commencing at the point where the Waimakariri River intersects the northern boundary of Block IV, Kowai Survey District; thence continuing in a westerly direction along the northern boundaries of Blocks IV and III, Kowai Survey District, to the north-western corner of Block III, Kowai Survey District; from this point in a generally southerly direction following the western boundaries of Blocks III, VII, XI, and XV, Kowai Survey District, and Block III, Hororata Survey District, to the south-western corner of Block III, Hororata Survey District; thence in a generally easterly direction following the southern boundaries of Blocks III and IV, Hororata Survey District, and Blocks I and II, Hawkins Survey District, to the south-eastern corner of Block II, Hawkins Survey District; from this point following in a generally northerly direction along the eastern boundary of Block II, Hawkins Survey District, to the western bank of the Waimakariri River; thence following the western bank of the said river upstream to the point where it intersects the northern boundary of Block IV, Kowai Survey District, being the original point of commencement.
