SECOND SCHEDULE
APPROXIMATE BOUNDARIES OF AREA
ALL that area in the Wellington Land District comprising the Borough of Upper Hutt and part of the Hutt County, bounded by a line commencing at the point of intersection of the northern boundary of Section 64, Hutt District, Block X, Belmont Survey District, with the eastern bank of the Hutt River, as defined on S.O. plan 21084, and proceeding thence in an easterly direction along the northern boundary of that section to its easternmost corner; thence generally southerly along the western boundaries of Sections 68, 69, 71, and 73, along the northern and western boundaries of Section 231, all of Hutt District, to the southernmost corner of that section; thence generally easterly along the southern boundaries of Sections 231, 232, 233, and 237, Hutt District; thence northerly along the eastern boundaries of Sections 237, 236, and 235, Hutt District; thence generally westerly along the northern boundaries of Sections 235, 234, 67, and 66, Hutt District, to the northernmost corner of the said Section 66; thence northerly along the western boundaries of Section 205, Hutt District; thence southerly along the north-east boundary of the said Section 205; thence generally easterly along the northern boundaries of Sections 249 and 250, Hutt District, to No. 1 Line; thence northerly along the western side of No. 1 Line to the boundary of the Borough of Upper Hutt; thence generally easterly, northerly, and westerly by the boundaries of the Borough of Upper Hutt, as described in New Zealand Gazette of the 20th October, 1927, pages 3287 and 3288, to the point where the north-western boundary leaves the bank of the Hutt River in Section 89, Hutt District, Block I, Rimutaka Survey District; thence south-westerly along the eastern bank of that river to the southern side of the Western Hutt Road; thence generally south-westerly along the south-eastern side of that road to its intersection with the southern boundary of Section 200A, Hutt District, Block IV, Belmont Survey District; thence easterly along that boundary to the southernmost corner of that section; thence by a right line to the point of commencement.

Notice of a Scheme of Development and Reconstruction (Whiteman’s Valley - Mungaroa)
IN accordance with subsection (2) of section 29 of the Finance Act (No. 3), 1944, I, Robert Semple, the Minister of Works, hereby give notice of the nature of the work included in the scheme of development and construction described in the First Schedule hereto. The approximate boundaries of the area hereby affected are as described in the Second Schedule hereto, such area being hereinafter referred to as “the area.” This notice shall remain in force until the 31st day of March, 1955.
FIRST SCHEDULE
NATURE OF WORK
THE development of the area for residential and business and industrial purposes with the provision of additional, and the improvement of existing, access and public utilities and amenities, including in particular the provision of:—
(1) Water-supply.—A water-supply scheme comprising the collection of water from the Hutt River from a point above the confluence of the Hutt River with the Pakuratahi River and the conduct thence of such water by tunnels and pipe-lines to give supply where determined by the Minister to be necessary within the area.
(2) Road Access.—New road access and improved existing road access to and through the area, to and from other portions of the Hutt Valley, Plimmerton and Pahautanui, the Wainui Valley, and the Wairarapa.
(3) Drainage and Sewage Disposal.—Drainage and sewage disposal works.
(4) Transport.—New and additional facilities for the conveyance of passengers and goods to and from and within the area.
(5) Electricity and Gas.—The supply of electrical energy and gas within the said area where determined by the Minister of Works to be necessary.
(6) River Control and Improvement.—Works for the improvement and control of rivers, streams, and watercourses for the benefit and protection of lands within the area.
(7) Buildings and sites for the general Government and for local government.
(8) Roads and Streets.—The legalization and construction of roads and streets within the area where determined by the Minister of Works to be necessary.
(9) Housing.—The construction of dwellinghouses and other works provided for by the Housing Act, 1919, and its amendments.
(10) Land Drainage and reclamation.
SECOND SCHEDULE
APPROXIMATE BOUNDARIES OF AREA
ALL that area in the Wellington Land District, Hutt County, bounded by a line commencing at the intersection of the western boundary of Section 122, Hutt District, Block II, Rimutaka Survey District, and the left bank of the Hutt River, and proceeding thence generally north-easterly along the said left bank to the north-western boundary of Section 172, Hutt District, Block XIV, Akatarawa Survey District; thence along the north-western and north-eastern boundaries of Section 172 aforesaid, the north-western boundaries of Sections 110, 111, 112, Hutt District, Block XIV, Akatarawa Survey District, the north-western boundaries of Sections 113 and 114,
Block XV, Akatarawa Survey District, and Section 182, Hutt District, Block XV, Akatarawa Survey District, to its northernmost corner; thence southerly and south-westerly along the eastern and south-eastern boundaries of Section 182 aforesaid, the south-eastern boundaries of Sections 181 and 111, Hutt District, Blocks XIV and XV, Akatarawa Survey District, to the westernmost corner of Section 419, Hutt District, Block XV, Akatarawa Survey District; thence southerly by a right line to the north-eastern corner of Section 298, Hutt District, Block XIV, Akatarawa Survey District, and along the eastern boundary of the said Section 298 and its production of the south-east side of the Mungaroa Road; thence south-westerly along that side to the westernmost corner of Section 3, Mungaroa District, Block II, Rimutaka Survey District; thence south-easterly along the south-western boundaries of Sections 3 and 102, Mungaroa District, to the easternmost corner of Section 4, Mungaroa District; thence south-westerly along the south-eastern boundaries of Sections 4, 5, 6, and 7, Mungaroa District, Block II, Rimutaka Survey District, along the south-eastern boundaries of Sections 99, 9, 10, 11, 12, 13, and 14, Mungaroa District, Block VI, Rimutaka Survey District, along the south-eastern boundaries of Sections 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 28, 29, 30, 31, 32, 33, and 34, Mungaroa District, Block V, Rimutaka Survey District; thence generally westerly along the western boundary of the said Section 34, the southern boundary of Section 278, Hutt District; thence northerly along the western boundary of the said Section 278, the western boundaries of Sections 63, 62, 61, 60, 59, 58, 57, and 56, Mungaroa District; thence westerly along the southern and western boundaries of Sections 247, 248, and 205, Hutt District, Block X, Belmont Survey District, to the westernmost corner of the said Section 205; thence north-easterly and south-easterly along the north-western and north-eastern boundaries of the said Section 205; thence generally easterly along the northern boundaries of Sections 249 and 250, Hutt District, Block X, Belmont Survey District, and Block I, Rimutaka Survey District, to No. 1 Line; thence north-westerly along the south-western side of that line to the south-eastern boundary of the Borough of Upper Hutt; thence generally north-easterly along that boundary and the north-eastern boundary of the said borough, as described in New Zealand Gazette of 20th October, 1927, pages 3287 and 3288, to the point of commencement.
