(A) Branch Officers entered for Ground Duties other than for Air Engineering Duties between 2nd October, 1942, and 30th April, 1943)

(a) Attained the age of thirty ;
(b) Hold the confirmed rank of Sub-Lieutenant (A) ;
(c) Completed nine months’ service as Sub-Lieutenant (A), including probationary time ;
(d) Recommended by Commanding Officer.

NOTE.—In the case of temporary officers who have previous flying or service experience, recommendations for promotion from Sub-Lieutenant (A) to Lieutenant (A) may be forwarded at the discretion of Commanding Officers, as soon as the officers have proved their ability for the higher rank, irrespective of the periods laid down above.

ELECTRICAL BRANCH, R.N.Z.N.V.R.

  1. Electrical Sub-Lieutenant to Electrical Lieutenant

(i)

(a) Completed two years and six months as Acting Electrical Sub-Lieutenant and Electrical Sub-Lieutenant, including probationary time ;
(b) Recommended by Commanding Officer.

(ii)

(a) Attained the age of twenty-five ;
(b) Completed four months as Electrical Sub-Lieutenant, including probationary time ;
(c) Recommended by Commanding Officer.

SPECIAL BRANCH, R.N.Z.N.V.R.

  1. Sub-Lieutenant (Sp. Br.) to Lieutenant (Sp. Br.)

(i)

(a) Completed two years and six months as Acting Sub-Lieutenant and Sub-Lieutenant (Sp.), including probationary time ;
(b) Recommended by Commanding Officer.

(ii)

(a) Attained the age of twenty-five ;
(b) Completed one year’s service as Sub-Lieutenant (Sp.), including probationary time ;
(c) Recommended by Commanding Officer.

(iii), see (iv)

(a) Attained the age of thirty ;
(b) Completed a minimum of three months’ service as Sub-Lieutenant (Sp.), including probationary time ;
(c) Recommended by Commanding Officer.

(iv)

(Officers entered or promoted between 2nd October, 1942, and 30th April, 1943)

(a) Attained the age of thirty ;
(b) Hold the confirmed rank of Sub-Lieutenant (Sp.) ;
(c) Completed nine months’ service as Sub-Lieutenant (Sp.), including probationary time ;
(d) Recommended by Commanding Officer.

SCHEDULE B

RULES FOR THE CONFIRMATION AND PROMOTION OF ALL R.N.Z.N.V.R. OFFICERS ENTERED OR PROMOTED TO COMMISSIONED RANK ON AND AFTER 1ST MAY, 1943

CONFIRMATION

  1. All Probationary R.N.Z.N.V.R. Officers

(a) Completed a minimum of three months’ training and/or service in a probationary rank ;
(b) Recommended by Commanding Officer ; and
(c) In the case of Sub-Lieutenants of the Executive Branch, passed a qualifying examination in pilotage and chart-work (see Navy Order No. 821) ; and
(d) In the case of Air Engineer Officers, on the grant of a certificate of competency.

PROMOTION

  1. Midshipman to Acting Sub-Lieutenant and from Probationary Midshipman to Probationary Acting Sub-Lieutenant

Officers will be promoted to Acting Sub-Lieutenant or Probationary Acting Sub-Lieutenant provided they have—

(a) Attained the age of nineteen and a half years (twenty years prior to 1st September, 1943) ;
(b) Been recommended by their Commanding Officers ;
Or, in the case of Midshipmen, qualified as Pilots or Observers ;
(c) Been recommended by their Commanding Officer after six months’ service from the date of completion of Service Flying Training School training or the equivalent stage of training in the United States of America, or Part II of Observers’ Course, if this date is earlier than their attaining the age of nineteen and a half years.

  1. Acting Sub-Lieutenant or Probationary Acting Sub-Lieutenant to Sub-Lieutenant

R.N.Z.N.V.R. officers of all branches will be promoted to Sub-Lieutenant irrespective of age provided they :—

(a) Have served six months as Acting Sub-Lieutenant or Probationary Acting Sub-Lieutenant ; and
(b) Are recommended by their Commanding Officers.

The above rules for promotion will apply to officers already serving as such, as well as to officers entered or promoted on and after 1st May, 1943.

  1. Sub-Lieutenant to Lieutenant

Officers entered or promoted to commissioned rank on and after 1st May, 1943, will, regardless of age, be eligible for promotion to Lieutenant under the following rules :—

(a) Executive Branch.—Officers must—

(i) Have served for two years in the confirmed rank of Sub-Lieutenant ;
(ii) Possess a naval watchkeeping certificate (see paragraph 4 of this Order) ;
(iii) Be recommended by Commanding Officer as being in all respects suitable for promotion.

(b) Air, Accountant, Electrical, and Special Branch.—Officers must—

(i) Have served for at least two years in the confirmed rank of Sub-Lieutenant ;
(ii) Be recommended by Commanding Officer as being in all respects suitable for promotion.

(c) Engineering Branch.—Temporary R.N.Z.N.V.R. (E) officers must—

(i) Have served for at least two years in the confirmed rank of Sub-Lieutenant (E), R.N.Z.N.V.R. ;
(ii) Be recommended by Commanding Officer as being in all respects suitable for promotion.

SCHEDULE C

RULES UNDER WHICH JUNIOR RESERVE OFFICERS MAY BE RECOMMENDED FOR ACCELERATED PROMOTION TO THE RANK OF LIEUTENANT

(See paragraph 9 of this Order.)

The following are the minimum conditions under which an officer can be recommended :—

  1. Sub-Lieutenant, R.N.Z.N.V.R., to Lieutenant (Executive)

(a) Attained the age of twenty-one and a half years (twenty-two years prior to 1st September, 1943) ;
(b) Performed one year’s service at sea in the confirmed rank of Acting Sub-Lieutenant or above ;
(c) Obtained a naval watchkeeping certificate (see paragraph 4 of this Order).

  1. Sub-Lieutenant, R.N.Z.N.V.R., to Acting-Lieutenant, R.N.Z.N.V.R. (Executive)

Executive Sub-Lieutenants not in possession of a watchkeeping certificate may be recommended for promotion to Acting-Lieutenant provided that—

(a) They have attained the age of twenty-one and a half years (twenty-two years prior to 1st September, 1943) ;
(b) They have performed one year’s service in the rank of Sub-Lieutenant, including acting or probationary time ;
(c) It is certified by an officer of not below Captain’s rank that the officer recommended has, through no fault of his own, been prevented by the exigencies of the service from qualifying for a watchkeeping certificate but is in all other respects recommended for accelerated promotion.

Officers granted promotion to Acting-Lieutenant under the above provisions are required to obtain a watchkeeping certificate at the earliest possible opportunity. On completing one year’s sea service and obtaining a watchkeeping certificate they will be confirmed as Lieutenants with seniority of the date on which they were promoted to Acting-Lieutenant.

  1. Temporary Engineer Officers for Fleet Duties

(a) Attained the age of twenty-one and a half years (twenty-two years prior to 1st September, 1943) ;
(b) Performed one year’s service in the rank of Temporary Sub-Lieutenant (E), R.N.Z.N.V.R.

  1. F.A.A. Technical Officers, R.N.Z.N.V.R.

(a) Attained the age of twenty-one and a half years (twenty-two years prior to 1st September, 1943) ;
(b) Performed one year’s service after the award of a certificate of competency.

  1. Paymaster Sub-Lieutenant, R.N.Z.N.V.R., to Paymaster Lieutenant

(a) Attained the age of twenty-one and a half years (twenty-two years prior to 1st September, 1943) ;
(b) Performed one year’s service in the confirmed rank of Paymaster Sub-Lieutenant.

  1. Electrical Sub-Lieutenant to Electrical Lieutenant, R.N.Z.N.V.R.

(a) Attained the age of twenty-one and a half years (twenty-two years prior to 1st September, 1943) ;
(b) Performed one year’s service in the confirmed rank of Temporary Electrical Sub-Lieutenant ;
(c) Certified as fully competent to carry out the duties of an Electrical Lieutenant in that section of the electrical branch in which employed.
