nineteen and a half years, as Probationary Temporary Acting
Sub-Lieutenant. They will be eligible for confirmation after three
months' service if recommended by their Commanding Officer or, in
the case of Air Engineer Officers, on the grant of a certificate of
competency.

  1. In order to reduce correspondence between ships and Navy
    Office arising out of confirmation in rank and promotions of Reserve
    officers from Midshipman to Acting Sub-Lieutenant and from Acting
    Sub-Lieutenant to Sub-Lieutenant, it has been decided that these
    confirmations and promotions will be promulgated by Navy Office on
    the date on which the officer becomes qualified by age or service,
    provided that his Commanding Officer has not previously informed
    Navy Office that he does not intend to recommend the officer for
    confirmation in rank or promotion, and subject to previous reports
    being satisfactory. Otherwise, it will be assumed that the officer is
    recommended and no recommendation need be forwarded. As it
    will not be possible to revert officers confirmed or promoted, it is
    essential that Commanding Officers should report by signal to Navy
    Office in good time that they do not intend to recommend an officer
    for confirmation in rank or promotion.

  2. Consideration will be given to recommendations for
    accelerated promotion to the rank of Lieutenant of R.N.Z.N.V.R.
    officers (both permanent and temporary) who are considered by their
    Commanding Officers to be outstanding in the performance of their
    duties. Before forwarding recommendations, Commanding Officers
    are to satisfy themselves that officers comply with the conditions of
    Schedule C of this Order, and are sufficiently outstanding in com-
    parison with the average officer of their rank to justify accelerated
    promotion being considered. In no circumstances will recom-
    mendations be considered in respect of officers who do not satisfy
    the service and age requirements in Schedule C, which shows the
    minimum conditions under which an officer can be recommended.
    Recommendations are to be submitted by Commanding Officers of
    major war vessels direct to Navy Office or, in the case of officers
    serving in minor war vessels, to administrative authorities, who are
    to forward them to Navy Office stating whether they concur in the
    recommendation. Recommendations are to be accompanied by
    form S: 206. For the purpose of recommendations of officers for
    accelerated promotion, acting and probationary time may be included
    for calculating the period of qualifying service laid down.

  3. Where a representation or request, &c., concerning con-
    firmation in rank, promotion, award of watchkeeping certificates,
    &c., is made by an officer in writing, it should be considered by his
    Commanding Officer, who should in turn make representations
    through the administrative authority to the Naval Board indicating
    the reason for his recommendation (e.g., Navy Order, Schedule A,
    B, or C), and stating the date on which the request is recommended
    for approval. This recommendation, however, should not be repre-
    sented in the form of a minute or covering memorandum on the
    officer's request, which should be retained by the Commanding
    Officer concerned. In general, the date recommended for approval
    should be in conformity with the Schedules to this Navy Order.

  4. A notation, "see Navy Order 955," is to be inserted in the
    Royal New Zealand Naval Reserves Regulations, Part I, against
    Articles 17, 21, 63, 64, 68, 97, 99, 118, 123, 124, 142.

  5. This Navy Order was issued as an Order in Council on
    15th March, 1944.

  6. Navy Orders 585, 658, 699, and 753 are cancelled.

SCHEDULE A

RULES FOR THE CONFIRMATION AND PROMOTION OF ALL R.N.Z.N.V.R.
OFFICERS ENTERED OR PROMOTED TO COMMISSIONED RANK
PRIOR TO 1ST MAY, 1943

CONFIRMATION

  1. All Probationary, R.N.Z.N.V.R. Officers
    (a) Completed a minimum of three months' training and/or
    service in a probationary rank;
    (b) Recommended by Commanding Officer; and
    (c) In the case of Sub-Lieutenants of the Executive Branch,
    passed a qualifying examination in pilotage and chart-work (see
    Navy Order No. 821).
    Officers will be confirmed with original seniority.

PROMOTION

EXECUTIVE BRANCH

  1. Sub-Lieutenant to Lieutenant
    (i)
    (a) Attained two years six months' seniority as Probationary
    Sub-Lieutenant or above;
    (b) Performed a minimum of one year's mobilized service and/or
    naval training whilst holding the rank of Probationary Sub-
    Lieutenant or above;
    (c) Possess a naval watchkeeping certificate (see paragraph 4
    of this Order);
    (d) Recommended by Commanding Officer.
    (ii)
    (a) Attained the age of twenty-five;
    (b) Performed a minimum of one year's mobilized service and/or
    training whilst holding the rank of Probationary Sub-Lieutenant or
    above;
    (c) Possess a naval watchkeeping certificate (see paragraph 4 of
    this Order);
    (d) Recommended by Commanding Officer.
    (iii), see (iv)
    (a) Confirmed as Sub-Lieutenant after satisfactorily completing
    a minimum of three months' service;
    (b) Attained the age of thirty;
    (c) Possess a naval watchkeeping certificate (see paragraph 4 of
    this Order);
    (d) Recommended by Commanding Officer.
    (iv)
    (Officers entered or promoted between 2nd October, 1942, and
    30th April, 1943)
    (a) Attained the age of thirty;
    (b) Hold the confirmed rank of Sub-Lieutenant;
    (c) Completed nine months' service as Sub-Lieutenant, including
    probationary time;
    (d) Possess a naval watchkeeping certificate (see paragraph 4
    of this Order);
    (e) Recommended by Commanding Officer.

ENGINEERING BRANCH

  1. Sub-Lieutenant (E) to Lieutenant (E) for Special Maintenance
    Duties
    (i)
    (a) Attained two and a half years' seniority as Sub-Lieutenant
    (E);
    (b) Performed a minimum of one year's mobilized service;
    (c) Recommended by Commanding Officer.
    (ii)
    (a) Attained the age of twenty-five;
    (b) Performed a minimum of one year's service as Sub-
    Lieutenant (E), including probationary time;
    (c) Recommended by Commanding Officer.
    (iii), see (iv)
    (a) Attained the age of thirty;
    (b) Performed a minimum of five months' service as Sub-
    Lieutenant (E), including probationary time;
    (c) Recommended by Commanding Officer.
    (iv)
    (Engineer Officers entered or promoted between 27th November,
    1942, and 30th April, 1943)
    (a) Attained the age of thirty;
    (b) Hold the confirmed rank of Sub-Lieutenant (E);
    (c) Completed nine months' service as Sub-Lieutenant (E),
    including probationary time;
    (d) Recommended by Commanding Officer.

ACCOUNTANT BRANCH

  1. Paymaster Sub-Lieutenant to Paymaster Lieutenant
    (i)
    (a) Attained two years' seniority as Paymaster Sub-Lieutenant,
    including probationary time;
    (b) Satisfactory record and reports;
    (c) Recommended by Commanding Officer.
    (ii)
    (a) Attained the age of twenty-five;
    (b) Performed a minimum of one year's mobilized service and/or
    naval training;
    (c) Recommended by Commanding Officer.
    (iii), see (iv)
    (a) Attained the age of thirty;
    (b) Confirmed as Paymaster Sub-Lieutenant after satisfactorily
    completing a minimum of three months' service;
    (c) Recommended by Commanding Officer.
    (iv)
    (Officers entered or promoted between 2nd October, 1942, and
    30th April, 1943)
    (a) Attained the age of thirty;
    (b) Hold the confirmed rank of Paymaster Sub-Lieutenant;
    (c) Completed nine months' service as Paymaster Sub-Lieu-
    tenant, including probationary time;
    (d) Recommended by Commanding Officer.

AIR BRANCH

  1. Midshipman (A) to Acting Sub-Lieutenant (A)
    (i)
    (a) Attained the age of twenty;
    (b) Recommended by Commanding Officer.
    (ii)
    Irrespective of age, recommended by Commanding Officer after
    not less than six months' service from date of completing either the
    advanced flying course at a Service Flying Training School or Part II
    of the Naval Observer's Course.

  2. Acting Sub-Lieutenant (A) to Sub-Lieutenant (A)
    (i)
    (a) Attained the age of twenty-one;
    (b) Recommended by Commanding Officer.

  3. Sub-Lieutenant (A) to Lieutenant (A)
    (i)
    (a) Have served two years and six months as Acting Sub-
    Lieutenant (A) and Sub-Lieutenant (A);
    (b) Recommended by Commanding Officer in all respects and
    certified as able to perform efficiently the duties of a Lieutenant (A),
    R.N.Z.N.V.R.
    (ii)
    (a) Attained the age of twenty-five;
    (b) Performed a minimum of one year's service as Sub-
    Lieutenant (A);
    (c) Recommended as above.
