Regulations under the Naval Defence Act, 1913, amended.

ORDER IN COUNCIL.

At the Government House at Wellington, this 17th day of June, 1942.

Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

IN pursuance and exercise of the powers and authorities conferred on him by section twenty-five of the Naval Defence Act, 1913, and of all other powers and authorities enabling him in that behalf, His Excellency the Governor-General, with the advice of the Executive Council, doth hereby amend and supplement the regulations referred to in the Schedule hereto as shown therein.

SCHEDULE.

Regulations for the Government and Payment of the Royal New Zealand Naval Reserves, 1937.

The following instructions are to be read with reference to the above regulations, Article Nos. 17, 21, 63, 64, 68, 97, 99, 118, 123, 124, 142:—

ROYAL NEW ZEALAND NAVAL RESERVE AND ROYAL NEW ZEALAND NAVAL VOLUNTEER RESERVE OFFICERS.—CONFIRMATION AND PROMOTION IN TIME OF WAR.

The rules for promotion and confirmation of Royal New Zealand Naval Reserve officers in time of war have been revised and consolidated and are issued herewith for information.

  1. The names of officers who are eligible for confirmation or promotion should be reported to the Naval Board, certifying the dates on which each of the requirements has been satisfied.

  2. Officers not recommended for confirmation or promotion, when qualified by age and service, are to be the subject of a special report accompanied by Form S. 206 (attention is drawn to paragraph 4 of C.A.F.O. 1312/40).

  3. (a) The Naval Watch-keeping Certificate is to be worded as follows:—

“‘[Rank], [Name], is competent to take charge of a watch at sea as a Lieutenant, and to perform efficiently the duties of that rank.’”

(b) Where a Commanding Officer does not feel justified in awarding the full Naval Watch-keeping Certificate, as shown above, a restricted certificate may be awarded by the addition of a paragraph to the following effect:—

“‘2. This certificate is granted for [insert class of vessels] only.’”

(c) Where the additional paragraph referred to above is added, the certificate will not be regarded as a full Naval Watch-keeping Certificate, and the notation (W/K) will not appear against the officer’s name in the Navy List.

(d) Copies of Watch-keeping Certificates awarded are to be forwarded at the time of the award to the Director of Royal New Zealand Naval Reserves, or with the application for promotion if at the time of the award the officer is due for promotion.

  1. Where officers have not had an opportunity of qualifying for a Naval Watch-keeping Certificate owing to the exigencies of the service, this requirement for promotion may be dispensed with if they are certified by their Commanding Officers as competent to carry out, in an efficient manner, the duties upon which they are employed. In such cases, officers without Watch-keeping Certificates will be promoted to Acting Lieutenant only.

  2. In the case of officers serving in mine-sweepers and other auxiliary vessels, the award of restricted Naval Watch-keeping Certificates is to be made as follows:—

(a) To Officers in the 25th Mine-sweeping Flotilla

By the Senior Officer, 25th Mine-sweeping Flotilla, on the recommendation of the respective Commanding Officers.

(b) To Officers in Local Defence and Escort Vessels

By the administrative authority on the recommendation of the respective Commanding Officers.

  1. Notwithstanding anything in this order, officers are not entitled to count for promotion the following service:—

(a) Service as a Probationary Sub-Lieutenant or Sub-Lieutenant below the age of twenty;

(b) Service as a rating;

(c) Time served prior to being first entered as a temporary officer during the present war.

  1. In the appended tables, columns (i) and (ii) are a reprint of the peace-time rules for confirmation or promotion of permanent Reserve officers, given in Royal New Zealand Naval Reserves Regulations; column (iii) contains the rules for confirmation or promotion of all Reserve officers during war. Officers of the permanent Reserves may qualify for confirmation or promotion under either the peace-time or war-time rules, whichever is the most advantageous, but temporary officers may only qualify under the war-time rules.

  2. The regulations promulgated in this Navy Order are only retrospective to 8th May, 1940. Promotions of Reserve officers prior to that date are governed by the Regulations for the Government of the Royal New Zealand Naval Reserves.

  3. A notation “see Navy Order 585,” is to be inserted in Royal New Zealand Naval Reserves Regulations, Part I, against Articles 17, 21, 63, 64, 68, 97, 99, 118, 123, 124, 142.

  4. Navy Orders 320, 350, 355, and 427 are cancelled.

CONFIRMATION.

Permanent Reserve Officer Permanent or Temporary Reserve Officers.

(a) Completed three months’ naval training, including two months in a cruiser; (a) Served for one year as Probationary Sub-Lieutenant;
(b) Recommended by the Commanding Officer. (b) Passed a qualifying examination in pilotage and chart work;
(c) Performed fourteen days’ training in a cruiser as Probationary Sub-Lieutenant and have been well reported on by the Commanding Officer;
(d) Recommended by the Commanding Officer of his Division.
Paymaster Sub-Lieutenant.
None entered. (a) Served for one year as a Probationary Paymaster Sub-Lieutenant;
(b) Carried out fourteen days’ training in a seagoing ship;
(c) Recommended by the Commanding Officer of the Division and of the ship in which the training was performed.

(Officers will be confirmed with original seniority.)
