I have the honour to acknowledge the receipt of Your Excellency’s despatch of the 17th March, and to request you to inform your Ministers that His Majesty the King has been pleased to approve of the retention of the title of “Honourable” by Mr. William Lee Martin, who has served for more than three years as a Member of the Executive Council of the Dominion of New Zealand.

Revocation of Appointments of certain Garage-proprietors for issue of Warrants of Fitness.
IN terms of Regulation 11 of the Traffic Regulations 1936, and of all other powers enabling me in that behalf, I, Robert Semple, Minister of Transport, do hereby revoke the approval of the person and firm described in the Schedule hereto for the purpose of the issue of warrants of fitness for motor-vehicles.

Lieutenant-Commander Frank Mountifort Beasley, R.N., appointed Interpreter in German, to date 14th July, 1941.

Temporary Lieutenant Thomas Sandford Critchley, granted acting rank of Lieutenant-Commander, to date 2nd July, 1941, and reappointed H.M.S. “Philomel” additional, in continuation of present appointment as Recruiting Staff Officer.

Lieutenant-Commander Hugh Wynne Jones, appointed H.M.S. “Matai” additional, for H.M.S. “Muritai” in command, vice Gilfillan, to date 4th August, 1941.
Lieutenant-Commander James Arthur Alick Hamlyn, R.N.R. (Imperial) (Retired), mobilized for service in the New Zealand Naval Forces, to date 4th August, 1941, and appointed H.M.S. “Matai” additional, for training, to date 4th August, 1941. To serve in the rank of Lieutenant-Commander, R.N.R. (N.Z.), and receive pay and allowances under New Zealand Naval Regulations.
Temporary Lieutenant (Acting Lieutenant-Commander) William MacMillan (T. 124), appointed H.M.S. “Philomel” additional, for H.M.S. “Wakakura” in command, vice Webster, to date 29th July, 1941.
Temporary Lieutenant Arthur Eric Webster (T. 124), appointed H.M.S. “Philomel” additional, to date 29th July, 1941, and H.M.S. “Philomel” additional, for H.M.S. “James Cosgrove” in command, vice Jones, to date 4th August, 1941.
Temporary Sub-Lieutenant Benjamin Cyril Roberts (T. 124), appointed H.M.S. “Matai” additional, as spare officer, 25th Mine-sweeping Flotilla, to date 4th July, 1941.
Arthur Lovat Fraser, Esquire, entered as Probationary Temporary Lieutenant, to date 22nd July, 1941, and appointed H.M.S. “Philomel II” additional, to date 22nd July, 1941, for duty with the Naval Officer in Charge, Lyttelton.
ROYAL NAVAL VOLUNTEER RESERVE (NEW ZEALAND).
Lieutenant-Commander Alister Barclay Gilfillan, appointed H.M.S. “Philomel” additional, to date 4th August, 1941, for duty with the Naval Officer in Charge, Auckland, and for fitting out “LL” Sweepers, and H.M.S. “Hawera” in command, on commissioning. (Date to be reported.)

Major (temp. Lieutenant-Colonel) H. G. Carruth, E.D., relinquishes command of the 2nd N.Z. Divisional Cavalry Regiment, and the temporary rank of Lieutenant-Colonel, is posted to the Composite Training Depot, supernumerary to establishment, and is seconded. Dated 26th July, 1941.
Major A. J. Nicoll, E.D., 2nd N.Z. Divisional Cavalry Regiment is appointed to command the Regiment, and is granted the temporary rank of Lieutenant-Colonel while so employed. Dated 26th July, 1941.
