Regulations under the Naval Defence Act, 1913, amended.

ORDER IN COUNCIL.

At the Government House at Wellington, this 4th day of September, 1940.

Present:

HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.

IN pursuance and exercise of the powers and authorities conferred on him by section twenty-five of the Naval Defence Act, 1913, and of all other powers and authorities enabling him in that behalf, His Excellency the Governor-General, with the advice of the Executive Council, doth hereby amend and supplement the regulations referred to in the Schedule hereto as shown therein.

SCHEDULE.

Regulations for the Government and Payment of the Royal Naval Reserves, 1937.

The following instructions are to be read with reference to the above Regulations, Articles Numbers 17, 21, 63, 64, 68, 97, 99, 118, 123, 124, 142.

NEW ZEALAND ROYAL NAVAL RESERVE AND ROYAL NAVAL VOLUNTEER RESERVE OFFICERS.—CONFIRMATION AND PROMOTION IN TIME OF WAR.

The rules for promotion and confirmation of New Zealand Reserve Officers in time of war have been revised, and are issued herewith for information.

  1. The names of officers who are eligible for confirmation or promotion should be reported to the Naval Board, certifying the dates on which each of the requirements has been satisfied.

  2. The Naval Watchkeeping Certificate should be appropriate to the particular type of craft in which an officer is serving. Commanding Officers should note on the certificate the type of vessel for which it has been granted. A copy of this certificate is to be sent with the officer, if he is appointed to another ship. Commanding Officers should add to this certificate additional qualifications as they are earned. Where officers have not had an opportunity of qualifying for a Naval Watchkeeping Certificate owing to the exigencies of the service, the requirement may be dispensed with if they are certified by their Commanding Officers as competent to carry out, in an efficient manner, the duties upon which they are employed. In such cases, officers without Watchkeeping Certificates will be promoted to Acting Lieutenant only.

  3. In the case of officers borne in H.M.S. “Philomel” for duties outside “Philomel,” the award is to be made by the Commanding Officer, H.M.S. “Philomel,” on the representation and recommendation of—
    (a) The Senior Officer, New Zealand Minesweeping Flotilla; or
    (b) The Commanding Officer concerned.

  4. Notwithstanding this Navy Order, officers are not entitled to count for promotion any time served in the rank of Probationary Sub-Lieutenant or Sub-Lieutenant below the age of twenty-one.

  5. In the appended tables, columns (i) and (ii) are a reprint of the peace-time rules for confirmation or promotion of permanent Reserve Officers, given in Reserves Regulations (New Zealand); column (iii) contains the rules for confirmation or promotion of all Reserve Officers during war. Officers of the permanent Reserves may qualify for confirmation or promotion under either the peace-time or war-time rules, whichever is the more advantageous, but temporary officers may only qualify under the war-time rules.

  6. The Regulations promulgated in this Navy Order are not retrospective. Promotions of Reserve Officers dated prior to 8th May, 1940, are governed by Regulations for the Government of the Royal Naval Reserves (New Zealand).

  7. A notation “see Navy Order 320,” is to be inserted in Reserves Regulations (New Zealand) Part I against Articles 17, 21, 63, 64, 68, 97, 99, 118, 123, 124, 142.

CONFIRMATION.

Permanent Reserve Officers. Permanent or Temporary Reserve Officers.
(i) R.N.R. (ii) R.N.V.R. (iii) R.N.R. (not T. 124) and R.N.V.R.
(a) Completed three months Naval Training, including two months in a cruiser; (b) Recommended by the Commanding Officer. Sub-Lieutenant. (a) Served for one year as Probationary Sub-Lieutenant; (b) Passed a qualifying examination in Pilotage and Chart Work; (c) Performed fourteen days’ training in a cruiser as Probationary Sub-Lieutenant and have been well reported on by the Commanding Officer; (d) Recommended by the Commanding Officer of his Division (a) Completed a minimum of three months’ training and/or service as a Probationary Sub-Lieutenant; (b) Passed a qualifying examination in Pilotage and Chart Work; (c) Recommended by Commanding Officer.
None entered. Paymaster Sub-Lieutenant. (a) Served for one year as a Probationary Paymaster Sub-Lieutenant; (b) Carried out fourteen days’ training in a seagoing ship; (c) Recommended by the Commanding Officer of the Division and of the ship in which the training was performed. (a) Completed a minimum of three months’ training and/or service; (b) Recommended by Commanding Officer.

Officers will be confirmed with original seniority.
