Appointment of Members of Board of Trustees of the National Art Gallery and Dominion Museum.

HIS Excellency the Governor-General in Council has been pleased to appoint the following persons to be members of the Board of Trustees of the National Art Gallery and Dominion Museum pursuant to section 2 (1) (f) of the National Art Gallery and Dominion Museum Amendment Act, 1936—

David Alexander Ewen, Esquire, M.B.E., and Gordon Graham Gibbes Watson, Esquire, M.A., LL.B., as representing the New Zealand Academy of Fine Arts for a term of three years from the 28th day of October, 1939.

Appointment in the New Zealand Naval Forces.

Navy Office, Wellington, 30th November, 1939.

HIS Excellency the Governor-General has been pleased to approve the following appointment in the New Zealand Naval Forces:—

Captain Edwin Grave Morris, Royal Navy (Retired), appointed to H.M.S. “Philomel” additional as Director and Registrar of Naval Reserves (New Zealand), to date 4th September, 1939, and for Naval Control Service and port duties at Wellington, to date 16th October, 1939. To serve in the rank of Captain and receive a consolidated salary on the pre-existing scale fixed for the appointment of Director of Naval Reserves.

Appointment in the Royal Naval Reserve (New Zealand).

Lieutenant Leo Patrick Bourke, Royal Naval Reserve (New Zealand), appointed to H.M.S. “Philomel” additional for H.M.S. “Monowai” (G) on joining (date to be reported), and to H.M.S. “Monowai” (G) on Commissioning.

Appointments in the Public Service.

THE Public Service Commissioner has made the following appointments in the Public Service:—

Ralph William Skinner, to be Registrar of Brands for the Golden Bay and Nelson Branding Registration districts, for the purposes of the Stock Act, 1908, as from the 1st day of September, 1939.

William David Lindsay McDonald, to be Registrar of Brands for the Masterton and South Wairarapa Branding Registration districts, for the purposes of the Stock Act, 1908, as from the 1st day of November, 1939.

William Willis Hubbard, to be Registrar of Brands for the Kaikoura Branding Registration district, for the purposes of the Stock Act, 1908, as from the 28th day of October, 1939.

Robert Sylvan Walsh, to be an Inspector for the purposes of the Apiaries Act, 1927, as from the 1st day of November, 1939.

Sergeant Matthew Brady, to be Bailiff of the Magistrates’ Court at Dargaville for the purposes of the Magistrates’ Courts Act, 1928, as from the 15th day of November, 1939.

Jack Douglas Snow, to be Deputy Registrar of Births and Deaths of Maoris at Kawhia, as from the 22nd day of November, 1939.

Dominick Patrick Jenkins, to be Registrar of Marriages and Registrar of Births and Deaths at Cheviot, as from the 16th day of November, 1939.

Revocation of License to Conduct a Private Hospital.

IN pursuance and exercise of the powers conferred upon me by section 135 (c) of the Hospitals and Charitable Institutions Act, 1926, I, Hubert Thomas Armstrong, acting for the Minister of Health, do hereby revoke as from the 14th day of December, 1939, the private hospital license No. 1942, granted to Olive Gertrude Maude Linklater to conduct a private hospital situated at “Leith House,” 35 Hutt Road, Petone.

Notice respecting Bills of Lading for Goods exported to Neutral Countries in Europe.

THE appended notice issued by the Ministry of Economic Warfare to traders in the United Kingdom regarding goods shipped from overseas countries to neutral countries in Europe consigned to order is published for general information.

NOTICE TO TRADERS REGARDING GOODS SHIPPED TO NEUTRAL COUNTRIES IN EUROPE.

THE Ministry of Economic Warfare desires to give notice that all goods covered by the Contraband List which are shipped on or after 20th November, 1939, to neutral countries in Europe consigned “to order” or to forwarding agents without specifying the names of buyers will be liable to seizure by the Contraband Committee.

This does not of course affect the existing arrangements under which bills of lading made out “to order” to a bank or accepting house and bearing the inscription “notify buyer, Messrs....” will be regarded as equivalent to a bill made out to a named consignee. It will be appreciated that this arrangement is based on the assumption that the person to be notified would not be a forwarding agent.

PURSUANT to section 13 of the Local Bodies' Loans Act, 1926, I hereby give notice that at a poll of the ratepayers of the Town District of Kaponga, taken on the 22nd day of November, 1939, on the proposal of the Kaponga Town Board to borrow the sum of two thousand pounds for the purposes of electricity reticulation extensions and transmission line improvements:—

The number of votes recorded for the proposal was . . 27
The number of votes recorded against the proposal was 1
I therefore declare that the proposal was carried.
