examinations in general knowledge, English history, and geography (taken
at one sitting), and are under twenty-five years of age and unmarried. The
rule contained in paragraph 2 of Articles 318 and 319 of King’s Regulations
and Admiralty Instructions that Writer and Supply ratings must have
seven years’ service before taking the examination for warrant rank will be
waived, but only for candidates who are specially recommended for com-
missioned rank and who have passed the Higher Educational Test in the
subjects mentioned above (first-class certificate).

  1. The names of candidates who have passed the examination for warrant
    rank under the conditions set out in the preceding clause will be noted in
    Navy Office. The Naval Board will appoint a Selection Committee in October
    or November each year to interview all candidates who are still specially
    recommended.

  2. On receipt of the report of the Selection Committee the Naval Board
    may promote a candidate, or candidates, to the rank of Acting Warrant
    Writer or Acting Warrant Supply Officer. All candidates promoted to
    warrant rank will be appointed to H.M.S. “Philomel” for general duties
    under the Accountant Officer for not less than six months.

  3. Acting Warrant Writers or Acting Warrant Supply Officers promoted
    under this scheme will remain in the acting rank until they are promoted to
    the rank of Paymaster Sub-Lieutenant—i.e., they will not be confirmed as
    warrant officers after a year’s service in that rank. After serving a year in
    the rank of acting warrant officer, and provided the candidate is still recom-
    mended for commissioned rank, an application may be forwarded to take
    the examination for the rank of Paymaster Sub-Lieutenant, which will
    be as laid down in King’s Regulations and Admiralty Instructions,
    Appendix XII, Part 9, Section 1, except papers (g) and (h). Paper (a) will
    not be taken by Writer candidates; paper (d) will not be taken by Supply
    candidates.

  4. Should any acting warrant officer promoted under this scheme fail
    to sit for the examinations provided for in paragraph 5, or should he fail
    twice in these examinations, he will be placed on the retired list of the
    New Zealand Division after three years’ service in that rank.

  5. Candidates who are successful in passing the examinations provided
    for in paragraph 5 will be promoted to the rank of Paymaster Sub-Lieutenant
    as from the date of taking the examination.

  6. Officers promoted to the rank of Paymaster Sub-Lieutenant under
    this scheme will be eligible for promotion to Paymaster Lieutenant after
    six months’ service as Paymaster Sub-Lieutenant, provided they are
    recommended by their commanding officers.

  7. Paymaster Lieutenants promoted under this scheme will be eligible
    to sit for the professional examination for Paymaster Lieutenant Com-
    mander under King’s Regulations and Admiralty Instructions, Appendix XII,
    Part 9, Section II, and, if successful, will be eligible for promotion to that
    rank after six years’ service as Paymaster Lieutenants.

  8. Subsequent promotion to higher ranks will be governed by the rules
    in force in the Royal Navy.
