Article 55: Cancel clause 2, and substitute:—

  1. Boys are not to be entered under the age of fifteen years and three months, or over the age of sixteen years and three months, except in very special circumstances with the approval of the Director of Naval Recruiting, and then only when within one month of these age-limits. (See also Article 51, clause 2.)

Article 59: Cancel, and substitute:—

  1. Entry from Territorial Army or Naval Reserves.—A soldier of the Territorial Army may be entered in the New Zealand Division of the Royal Navy with the prior consent of the Defence Department, and a member of the Royal Naval Reserve (New Zealand Division) or Royal Naval Volunteer Reserve (New Zealand Division) may be entered with the prior consent of the Naval Board.

  2. Accordingly, all candidates for entry are to be questioned as to whether they are serving in any unit of the New Zealand Military Forces, in the Royal Naval Reserve (New Zealand Division), or the Royal Naval Volunteer Reserve (New Zealand Division).

  3. Full particulars of the unit and rank in the case of Territorials, and of division and rating in case of Reserve personnel, who reply in the affirmative, and whom it is desired to enter, are to be reported to the Naval Secretary by the Director of Recruiting.

  4. Final entry is not to be effected until notification has been received from the Naval Secretary to the effect that the Defence Department or the Naval Board, as the case may be, have authorized the release of the individuals concerned from their existing obligations.

Article 60: Cancel, and substitute:—

  1. Entry, Re-entry, and Advancement of Ratings: Qualifications.—The provisions of King’s Regulations, Appendix XVII, Part I, as revised from time to time by King’s Regulations amendments, are to apply to ratings in the New Zealand Division, except that the special modifications and additions to the King’s Regulations prescribed in Appendix IX to these regulations shall be applicable to New Zealand personnel, and the rates of full pay applicable to all ratings and Royal Marine ranks serving in the New Zealand Division shall be as laid down in Appendix III hereof.

  2. Men entered in the New Zealand Division with previous service in the Royal Navy or a Dominion Navy, and men re-entered in the New Zealand Division, may be granted on entry or re-entry the rating last held by them in such service, providing the break in service has not exceeded five years and they are found to be fully qualified to perform the duties of that rating. Such men are to be regarded as re-engaging under Article 51, and should be required to execute engagements for five years, unless they are willing and eligible to enter for the full period of twelve years, but the authority of the Naval Board is to be sought in every instance before the entry or re-entry is effected.

  3. Ratings who may be accepted for permanent transfer from the Royal Navy or Dominion Navy will retain their former rating and seniority in the New Zealand Division for the purpose of full pay, but for advancement purposes their original roster positions will be adjusted so as to ensure that their transfer does not act to the detriment of New Zealand ratings entered prior to the date of transfer.

  4. Royal Naval ratings serving in the New Zealand Division on loan or “interchange” service will be retained on the advancement rosters of their port divisions and will be advanced from their depots in the ordinary course on reaching their turn if qualified and recommended. They will receive the pay and status of the higher rating as from the date of roster advancement.

Article 66: Insert new article:—

  1. Promotion to Commissioned Rank in the Accountant Branch.—Ratings of the Writer and Supply Branches of the New Zealand Division of the Royal Navy will be eligible to be considered for promotion to commissioned rank in the Accountant Branch of the New Zealand Division under the following conditions.

  2. Candidates who are specially recommended may be permitted to take the examination for warrant rank (King’s Regulations and Admiralty Instructions, Appendix XII, Part 9, Section IV) at any time after completing three years’ service (including time under training), and provided they have obtained a first-class certificate in the Higher Educational Test
