(b) To have served at least one year on articles in full charge of a watch
for eight hours out of every twenty-four at sea while in possession
of a First Mate’s Certificate. Naval training in a seagoing vessel
to be counted.
(c) To be in possession of satisfactory records and reports of service for
the period at (a), including a Watchkeeping Certificate from the
Naval Authorities. Commanding Officers should furnish Navy
Office with a copy of each Watchkeeping Certificate awarded.

Article 70:—
Subparagraph (b). Cancel.
Subparagraph (c). Delete “in addition to (b).”
Subparagraphs (c) and (d) to be re-lettered (b) and (c).

Article 110:—
Line 11: Delete “Sword and undress belt.”
Line 18: After the word “trousers” insert “tunics and mess jackets,
shoulder straps, and a helmet.”

Add new paragraph (4):—
(4) Certain of the items mentioned in this article—e.g., superfine cloth,
distinction lace, buttons for making up clothing, and cap badges—are
obtainable on repayment through the Accountant Officers of H.M. ships
at the issuing prices authorized by current Navy Orders, or at invoice price
in the case of special items.
Swords complete with knot and undress belt are maintained by the
Accountant Officer, H.M.S. “Philomel,” and will be issued on loan as
required.

Article 115: Cancel, and substitute—
115. To effect the better administration of the Royal Naval Volunteer
Reserve (New Zealand Division) the Naval Board shall be assisted by an
Advisory Committee, whose members shall be appointed from time to time
by the Naval Board and the names published in the Navy List.
The functions of this Committee are to be so arranged as to enable
matters affecting the Royal Naval Volunteer Reserve to be fully discussed
by representative officers.

Article 117: Cancel.

Section XIX: Amend heading to read—
“XIX. QUALIFICATIONS AND PROMOTION OF OFFICERS.”

Article 118: Cancel, and substitute—
118. General.—Officers of all branches below the rank of Commander
on the Active List will, if qualified by the following regulations, be eligible
for promotion to the higher ranks.
(2) The date of seniority of officers promoted will be the date on which
their promotion was approved, unless directions are given to the contrary.
(3) Officers of all branches may be promoted either on the Active List
or in retired rank if considered deserving of the advancement on account
of specially good service, although they may not have all the necessary
qualifications as defined below.
(4) The appointment of an officer as the Commanding Officer or as the
Executive Officer of a Division will be by selection. An officer selected
may be granted the rank of Commander or Lieutenant-Commander respec-
tively; this rank may be granted irrespective of the officer’s seniority on
selection and whether he has previously held a commission in the R.N.V.R.
or not.

Article 119: Cancel, and substitute—
119. Executive Officers.—Probationary Sub-Lieutenants will usually
be selected from ratings who have served not less than two years in the
R.N.V.R. and are under the age of twenty-four. In special circumstances
direct appointment may be approved.
(2) In special cases Probationary Lieutenants may be entered between
the ages of twenty-five and thirty-two.

Article 120: Cancel, and substitute—
120. Obligatory Naval Training—Sub-Lieutenants, Lieutenants, and
Lieutenant-Commanders.—(1) Probationary Sub-Lieutenants: Fourteen
days in a seagoing ship within two years of entry, either in one period of
fourteen days or two periods of seven days each.
(2) Sub-Lieutenants, Lieutenants, and Lieutenant-Commanders: Seven
days every year or fourteen days every alternate year.
