(2) In peace-time an officer will be eligible for command on mobilization if he has the qualifications enumerated in (a), (b), and (c), above and is recommended by an officer of the New Zealand Division of the Royal Navy not below the rank of Commander in Command under whom he has served for a period of not less than twenty-eight days’ Naval training.
(3) Executive Officers who have qualified for command shall be distinguished in the Navy List by the letters “N.S.” against their names.
(4) The examination referred to at (b) (i) of paragraph (1) will be conducted by the Marine Department. Officers will be examined at their divisional ports, those of the Auckland and Wellington Divisions when the ordinary Marine Examinations are held, and those of the Canterbury and Otago Divisions on convenient dates to be fixed as required by the local Marine Superintendents. The examination-papers will be set at Wellington. All arrangements for the examination will be made at Navy Office. The names of candidates should be forwarded not less than one month before the officers desire to sit.
(5) The result of the examination referred to at (c), paragraph (1), shall be reported by the senior officer conducting it to the Naval Secretary through the usual channels.
Article 17: Cancel, and substitute—
- Executive Officers, Royal Naval Volunteer Reserve (N.Z.D.)—Grant of Watchkeeping Certificate.—(1) Watchkeeping Certificates may, at the discretion of the Naval Board, be granted to all executive officers, R.N.V.R., of the confirmed rank of Lieutenant and above on the recommendation of an officer of the New Zealand Division of the Royal Navy not below the rank of Commander in Command under whom they have served for a period of not less than twenty-eight days’ actual service or Naval training.
(2) The recommendation should state that the officer recommended—
(a) Is qualified to take charge of a watch at sea in one of H.M. ships:
(b) Is qualified to take charge as an O.O.Q. of the largest hand-worked gun in the New Zealand Division.
(c) Has a good knowledge of Service customs and discipline, and is in all respects able and recommended to perform the ordinary duties of an officer of the New Zealand Division of the Royal Navy of similar seniority in the class of vessel in which he is serving.
(3) Officers who have been granted Watchkeeping Certificates shall be distinguished in the Navy List by “W.K.” against their names.
Article 21: Cancel, and substitute—
- Probation.—All officers (except as stated in article 63) shall be entered on probation, and shall not be confirmed in their rank until they have served at least one year as probationary officers. To be eligible for confirmation in rank they will be required to complete the prescribed period of training, and to be recommended for confirmation by the Commanding Officer of the ship or establishment in which their training was performed. No R.N.V.R. officer on probation will be confirmed in rank until he has also been recommended by the Commanding Officer of his Division.
Article 22: Cancel.
Article 23, paragraph (1), line 2: For “article 29” substitute “article 10.”
Article 33: Wearing of Decorations and Medals. Add new paragraph (2):—
(2) The following special instructions have been approved for Royal Naval Volunteer Reserve (N.Z.D.) officers:—
(a) Orders and miniatures to be worn with mess undress (No. 7 dress) on occasions when ball dress (No. 2 dress) is prescribed for officers of the Royal Navy.
(b) Miniatures to be worn with mess undress when mess dress (No. 6 dress) is prescribed for officers of the Royal Navy.
(c) Orders, decorations, and medals to be worn with undress (No. 5 dress) on all occasions when officers of the Royal Navy wear orders, decorations, and medals.
Article 36. Cancel.
