Regulations under the Naval Defence Act, 1913, amended.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 22nd day of April, 1936.

THE HON. M. J. SAVAGE PRESIDING IN COUNCIL.
IN pursuance and exercise of the powers and authorities conferred on him by section twenty-five of the Naval Defence Act, 1913, and of all other powers and authorities enabling him in that behalf, the Governor-General, with the advice of the Executive Council, doth hereby amend and supplement the regulations referred to in the Schedule hereto as shown therein.
SCHEDULE.
Regulations for the Royal Naval Reserve (New Zealand Division) and Royal Naval Volunteer Reserve (New Zealand Division), (Officers), 1924.
Cancel articles 10 and 117, and substitute new article 10:—
- Officers eligible for Enrolment.—(1) Officers on the Active List or who have resigned their commissions in the Imperial or a Dominion Royal Naval Reserve may apply to transfer to or for enrolment in the Royal Naval Reserve (New Zealand Division), subject to the conditions laid down in article 1, paragraph (1), and if entered shall be given commissions or warrants in the rank for which they are eligible.
(2) Officers on the Retired or Emergency List of, or who have resigned their commissions in, the Royal Navy or the Naval Forces of a Dominion, or in the Reserves of these Naval Forces, and officers who have resigned their commissions in the Imperial or in a Dominion Royal Naval Volunteer Reserve, may apply for enrolment in the Royal Naval Volunteer Reserve (New Zealand Division). The rank granted to officers entered under this paragraph will be governed by the particular requirements of the Royal Naval Volunteer Reserve (New Zealand Division) at the time of entry.
Article 15: Qualified Officers.
Amend the first line to read—
“15. Qualified Officers—Royal Naval Reserve (N.Z.D.).—(1) Officers of the Royal Naval Reserve (N.Z.D.) who have certain qualifications” . . .
Paragraph (2), 1st line: For “Reserves” read “Royal Naval Reserve.”
Paragraph (2): Cancel 4th, 5th, and 6th lines, and substitute—
“but officers of the R.N.R. (N.Z.D.) shall rank after officers of the New Zealand Division of the Royal Navy of the same seniority.”
Paragraph (3), 3rd line: For comma substitute full stop. Cancel remainder of the paragraph.
Article 16:—
Amend title to read—
“Qualifications required to obtain Naval Command and Authority—Executive Officers, Royal Naval Reserve (N.Z.D.).”
Paragraph (1), line 1: Delete expression “of the Reserves.”
Paragraph (1) (b). Delete.
Paragraph (3), line 3: After “sea,” for comma substitute full stop, and delete remainder of sentence.
Add new article 16A:—
16A. Qualifications for Command of an Auxiliary Vessel—Executive Officers, Royal Naval Volunteer Reserve.—(1) To be eligible for the command of an Auxiliary Vessel an Executive Officer, R.N.V.R., must have the following qualifications:—
(a) Be not below the confirmed rank of Lieutenant.
(b) (i) Have passed the examination in navigation and chart work for Master, Home Trade Ships (N.Z.); or (ii) be in possession of a Certificate for pleasure yachts in New Zealand waters.
(c) Pass an examination in Seamanship (including Signals) and Pilotage, and satisfy the examining officers that he has sufficient practical experience.
(d) Be recommended by the Officer Commanding the Flotilla or vessel in which he is serving or in which he last served.
