Education Act, 1914.—Regulations for Bursaries in Fine Arts.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 22nd day of April, 1936.

IN pursuance and exercise of the powers conferred on him by the Education Act, 1914, and of all other powers enabling him in that behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations relating to bursaries in fine arts; and, with the like advice and consent, doth prescribe that this Order shall come into force on the date of publication thereof in the New Zealand Gazette.
REGULATIONS.
- For the purpose of training suitable persons to become teachers in fine arts in technical schools in New Zealand, the Director of Education (hereinafter referred to as “the Director”) may in any year award a bursary in fine arts to any person who—
(1) Is not over twenty-five years of age on the date specified in clause 2 of these regulations:
(2) Has passed in at least four of the grouped art subjects of the Preliminary Examination for the Diploma in Fine Arts granted by the University of New Zealand:
(3) Has resided in New Zealand for at least one year immediately preceding the date of application:
(4) Is recommended by the controlling authority of a technical or a secondary school in New Zealand as being exceptionally worthy of assistance for the purpose of the bursary:
(5) Produces satisfactory evidence of character, health, and suitability for the work of teaching.

An application for a bursary shall be made on the printed form supplied by the Director, and shall be lodged with the Director, together with the documents specified in the form, not later than 1st February in the year in which an award is desired.

A bursary shall be tenable at a School of Fine Arts recognized by the University of New Zealand for the purposes of the Diploma in Fine Arts and approved by the Director for the purposes of the bursary.

Subject to the provisions of clause 8 of these regulations, a bursary shall be tenable for three years; provided that on the recommendation of the Principal or other supervising authority of the institution at which the bursary is held (hereinafter referred to as “the Principal”) the Director may, in his discretion, extend the term of a bursary by a fourth year.

A bursary shall be held continuously; provided that, subject to these regulations, the Director may in special circumstances and on the recommendation of the Principal approve of the suspension of a bursary during its currency for a period or periods not exceeding in all one year.

Except in special circumstances approved by the Director, a bursary shall not be tenable with or after the tenure of any other bursary or any scholarship, exhibition, studentship, or similar award.

(1) A bursar shall be entitled to receive a bursary allowance at the rate of £10 per annum.
(2) A bursar shall be entitled to attend, without payment of tuition fees, classes in any course of study approved by the Director for the Final Examination for the Diploma in Fine Arts; provided that, except in special circumstances approved by the Director on the recommendation of the Principal, such free tuition shall not be given for more than one year in any subject at the same stage.
(3) A bursar who shows to the satisfaction of the Director that he is obliged to live away from his home or usual place of residence in order to attend classes in his approved course of study shall be entitled to receive a boarding allowance at the rate of £50 per annum.
