Regulations under the Naval Defence Act, 1913, amended.

At the Government House at Wellington, this 10th day of April, 1935.

Present:

HIS EXCELLENCY THE ADMINISTRATOR OF THE GOVERNMENT IN COUNCIL.

IN pursuance and exercise of the powers and authorities conferred on him by section twenty-five of the Naval Defence Act, 1913, and of all other powers and authorities enabling him in that behalf, His Excellency the Administrator of the Government, with the advice of the Executive Council, doth hereby amend and supplement the regulations referred to in the Schedule hereto as shown therein.

SCHEDULE.

Regulations for the Government and Payment of the New Zealand Division of the Royal Navy, 1929.

Article 106, clauses 1 and 2: Cancel, and substitute—

“106. Deferred Pay: Officers.—Officers of the Royal Navy and Royal Marines loaned for service in the New Zealand Division are ineligible for deferred pay, the New Zealand Government contributing towards their pensions or retired pay in the Imperial Service at rates agreed with the Admiralty.

  1. Deferred pay is payable to other officers of the New Zealand Division at the following rates, subject to the conditions in paragraphs 3 and 4, and to Article 134 so far as applicable:—

An additional allowance of 1s. 10d. a day is payable to Surgeon Commanders, Surgeon Lieutenant-Commanders, and Surgeon Lieutenants, but not to Dental Officers.”

  1. Officers obliged to join other Messes: Difference of Mess Subscriptions.—Clause 2: Cancel, and substitute—

“2. Sub-Lieutenants in command are also to be paid this allowance.”

Article 224, clause 1: Cancel, and substitute—

“224. Commissioned Officers from Warrant Rank and Warrant Officers.—Where there is no warrant officers’ mess, commissioned officers from warrant rank and warrant officers are required to join the mess which includes the other officers, and to meet the increased expense they will be allowed the difference between 15s. for each complete calendar month and the amount contributed monthly by the officers of the mess, but the maximum amount payable under this regulation is not to exceed £2 5s. for each complete calendar month. For broken periods payment is to be made at a rate not exceeding 1s. 6d. a day.”

  1. Stores ex Freight-ship, &c.—Delete clauses 2 and 3, and substitute—

“2. A claim for the value of any missing or damaged articles should be lodged immediately with the shipping company concerned by the Commanding or other officer accepting delivery. The value of such stores should be assessed on the invoice price, Admiralty or other non-New-Zealand administrative charge (if applicable, and provided it is not included in the invoice price), freight, and New Zealand administrative charge, but the gross value only should be shown on the claim. The percentages to be added in respect of administrative charges and freight will be communicated periodically to the Naval Officer-in-Charge, Auckland.”

Nos. 1–3. Delete “Sub-Lieutenants and Mates,” and substitute “Sub-Lieutenants.”

Insert—

“32A. Allowances to signal and telegraphist warrant officers, to signal boatswains, warrant telegraphists, and officers promoted therefrom, appointed as part complement to flagships or ships of officers in command of destroyers and submarine flotillas .. .. .. 0 1 0

Appendix X.

Returns required to be rendered in accordance with the Regulations for the New Zealand Division of the Royal Navy.

Monthly.

Delete all reference to “Return of New Entries” (N.Z. 41), and “Return of Cash Requirements” (MS).
