Amendments to the Regulations under the Post and Telegraph Department Act, 1918.

ORDER IN COUNCIL.
At the Government House at Wellington, this 3rd day of December, 1934.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
IN pursuance and exercise of the power and authority conferred upon him by section two hundred and thirty of the Post and Telegraph Act, 1928 (hereinafter termed “the said Act”), and of all other powers and authorities in that behalf enabling him, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby amend in the manner set forth in the Schedule hereto the regulations made on the fourteenth day of December, one thousand nine hundred and twenty-five, and published in the New Zealand Gazette on the twenty-third day of the same month, at page 3460, under the authority of the Post and Telegraph Department Act, 1918, and enuring under the said Act, and the amendments thereof made from time to time under the provisions of the said Act, and doth order and declare that such amendments shall have effect on and from the first day of April, one thousand nine hundred and thirty-four.
SCHEDULE.
- REGULATIONS 3 to 9 inclusive are hereby revoked, and the following substituted:—
“3. The First Division shall include such officers as the Director-General from time to time directs to be included in that Division.
“The First Division shall be subdivided into the classes shown in the First Schedule attached hereto, and the officers of that Division shall, subject to passing any prescribed efficiency test or examination, and subject to any provisions in these regulations relating to good conduct and the diligent and efficient performance of their duties, be paid the salaries set forth in that Schedule with annual increments as provided therein and in Regulation 11 hereof.
“4. The Second Division shall include all officers of the Department, other than those appointed by the Governor-General, not included in the First Division.
“The Second Division shall be subdivided as may from time to time be directed by the Director-General, and officers included in that Division shall, subject to passing any prescribed efficiency test or examination, and subject to any provisions in these regulations relating to good and diligent conduct and the efficient performance of their duties, be paid salaries, with annual increments, as set forth in the scale of rates fixed from time to time by the Director-General for officers of the Second Division and as provided in Regulation 11 hereof.
“5. The grading of the officers of the First Division shall be fixed by the Director-General according to the character and importance of the duties performed by or assigned to each officer. The Director-General shall regrade such officers at such times as may be fixed by the Governor-General in Council.
“6. Notwithstanding anything heretofore contained, the Director-General may at any time create any position he deems advisable for the proper working of the Department, and fix the grading of any officer appointed thereto or abolish any position which he considers unnecessary or alter the grading of any officer whose duties he considers to have increased in importance as to require such action.”

Regulation 13 is hereby amended by deleting the words “Clerical Division or to the Engineering Division,” and substituting therefor the words “First Division.”

Regulation 24 (as heretofore amended) is hereby amended by deleting the words “Clerical, Engineering, and General Divisions,” and substituting therefor the words “First and Second Divisions.”

Regulation 28 is hereby revoked, and the following substituted:—
“Every person who enters the service of the Department shall be appointed on probation and shall continue in such probationary position for such period as the Director-General directs. At any time during the period of probation any such appointment may be annulled or confirmed by the Director-General.
