(4) With the permission of the Board (but not otherwise) any person may be represented at the proceedings by barrister, solicitor, or other agent.
(5) The Board may require any person to transcribe or summarize any oral statement in writing either during or after the proceedings.

REGULATION 5.—AIRCRAFT-SERVICE LICENSES AND AMENDMENT AND TRANSFER OF LICENSES.

(1) An aircraft-service license shall be in the form marked T.L. 47 set out in the Schedule hereto, or to the effect thereof, and shall be issued under the hand of a member of the Board.
(2) The Board shall forward without delay to the Commissioner a record under the hand of one of its members or officers of every determination of the Board in reference to a license, and a copy certified by one of its members as correct of each license granted and of each variation, suspension, or revocation thereof.
(3) The copies forwarded to the Commissioner in terms of the last preceding clause shall be recorded, and an alphabetical index of the names of licensees shall be prepared and maintained, and such copies and index shall be the register of aircraft-service licenses which is required to be kept by the Commissioner in terms of section 14 of the said Act.
(4) A complete and correct time-table and list of fares for the time being in force for the service in which any aircraft is used shall at all times while the aircraft is so used be displayed in a conspicuous place on the aircraft, and also at some suitable place in every aerodrome regularly used for the service.
(5) Every application by a licensee under section 16 of the said Act shall be in the form marked T.L. 45 set out in the Schedule hereto, or to the effect thereof, and shall be accompanied by the respective fee hereinafter prescribed.
(6) Every application for transfer of a license in terms of section 19 of the said Act shall be in the form T.L. 46 set out in the Schedule hereto, or to the effect thereof, and shall be accompanied by the respective fee hereinafter prescribed.

REGULATION 6.—RENEWALS.

(1) Every application for renewal of an aircraft-service license shall be made in duplicate in the form marked T.L. 44 set out in the Schedule hereto, or to the effect thereof.
(2) Every application for renewal of an aircraft-service license shall be made not less than twenty-eight days before the day on which such license expires.
(3) Every application for renewal of a license shall for all purposes of these regulations (other than the form of the application) be deemed an application for a new license.

REGULATION 7.—REVOCATION, SUSPENSION, AND SURRENDER OF LICENSE.

(1) The holder of any license which has expired or which is lawfully revoked, suspended, or amended, or of any license for a service authorized to be discontinued, shall, upon request by the Commissioner, return such license to him within three days of such request, and if the license is amended a new license incorporating the amendment shall be issued by the Board, or the original license with the amendment endorsed on it and duly signed shall be returned as soon as possible to the licensee.
(2) The revocation or suspension of an aircraft-service license shall be in the form marked T.L. 48 set out in the Schedule hereto, or to the effect thereof, and shall be issued under the hand of a member of the Board, and shall take effect on service on the licensee personally or by delivery at the business address of the licensee named in the application for a license or (in the case of a license issued under section 21 of the said Act) at the registered office of the licensee.

REGULATION 8.—ALTERING, DEFACING, OR PARTING WITH AN AIRCRAFT-SERVICE LICENSE AND ISSUE OF DUPLICATES THEREFOR.

(1) For the purpose of this regulation “document” means any aircraft-service license or variation thereof, and includes a duplicate of a document.
(2) No person shall,—
(a) Save by direction of the Board, alter or deface any document, and any document so altered or defaced shall be void; or
(b) Without authority of the Board or the Commissioner, lend or part with any document issued to him.
(3) Upon the return of any document rendered illegible or spoilt by weather or other such cause, or upon proof to his satisfaction that a document has been destroyed, stolen, or lost, the Commissioner of Transport may, upon application of the person to whom the document was issued, and upon payment of a fee of 2s. 6d., issue a duplicate of such document.

Every duplicate so issued shall have the word “Duplicate” written or printed thereon, and the production of a duplicate document shall be of the same effect as the production of the original document.

REGULATION 9.—INTERRUPTIONS IN SERVICE.

The licensee shall promptly report in writing to the Commissioner and shall publicly notify at least once in a newspaper circulating in the district served, all interruptions of an aircraft service which are likely to continue for more than twenty-four hours. Both notifications shall fully explain the cause of the interruption and its probable duration.

REGULATION 10.—FEES.

(1) The fees payable under the said Act shall be as follows:—
(a) Accompanying every application for a continuous aircraft-service license .. .. 2 0 0
(b) Accompanying every application for a temporary aircraft-service license .. .. 0 2 6
(c) Accompanying every application for a special aircraft-service license for an Aero Club .. 1 0 0
(d) On issue of every certified extract from the register of licenses or any certificate under subsection (3) of section 14 of the said Act 0 1 0
(e) For every subpoena issued by the Board .. 0 5 0
(f) Accompanying every application for an amendment to a license under section 16 of the said Act .. .. .. 0 5 0
(g) Accompanying every application for transfer of a license .. .. .. 2 0 0
(2) The prescribed fee if over £1 shall be paid by the applicant into the Public Account at the Bank of New Zealand to the credit of the Consolidated Fund, and the bank receipt shall accompany the application.

REGULATION 11.—ACCOUNTS AND RECORDS.

It shall be a condition of every continuous and special aircraft-service license that the licensee shall keep such records as will enable the following information to be supplied to the Minister within one month of the end of every financial year of the licensee’s business, in respect of the working of the service during that financial year, and shall supply such information to the Minister on being required in writing by the Commissioner so to do:—
(a) A balance-sheet and profit and loss account.
(b) The number of passengers carried classified according to place of commencement and end of journey.
(c) The weight of freight carried, with a general description of the nature of the articles carried.
(d) The number of miles flown in any aircraft service by each licensed aircraft.

REGULATION 12.—OFFENCES AND PENALTIES.

(1) Every person who—
(a) Knowingly supplies any false or misleading information in or concerning any application made in terms of these regulations; or
(b) Omits or refuses to supply any information herein required; or
(c) Knowingly supplies any false or misleading information in purported compliance with any requirement of the Commissioner under Regulation 11 hereof—
shall be deemed to have committed a breach of these regulations.
(2) Every person who—
(a) Fails to comply with any condition, duty, or obligation imposed by the said Act and for which no specific penalty is therein provided; or
(b) Offends against or fails to comply with or commits a breach of any of these regulations shall be liable for every such breach to a fine not exceeding £10.

Note.—A bank receipt must accompany this application, showing that a fee of £1 in respect of it has been paid into the Public Account at the Bank of New Zealand, to the credit of the Consolidated Fund.
(Attention is directed to the fact that if any information supplied on this form is false or misleading it renders the applicant liable to a fine of £10.)
