Regulations relating to Aircraft Services under the Transport Licensing (Commercial Aircraft Services) Act, 1934.

ORDER IN COUNCIL.
At the Government House at Wellington, this 26th day of November, 1934.

His Excellency the Governor-General in Council.
IN pursuance and exercise of the powers conferred on him by the Transport Licensing (Commercial Aircraft Services) Act, 1934, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations, and doth hereby declare that the regulations hereby made shall come into force on the date of the publication of this Order in Council in the Gazette.
REGULATIONS.
REGULATION 1.—PRELIMINARY.
(1) THESE regulations may be cited as the Transport Licensing (Commercial Aircraft Services) Regulations, 1934.
(2) In these regulations, unless the context otherwise requires,—
“ The said Act ” means the Transport Licensing (Commercial Aircraft Services) Act, 1934 :
“ Authorized person ” means any member of the Police Force or the Commissioner, or any person appointed by the Commissioner :
“ License ” means an aircraft-service license :
“ Variation ” in respect of an aircraft-service license includes any amendment or revocation of any of the terms or conditions of such license or any addition of new terms and conditions thereto pursuant to section 16 of the said Act.
REGULATION 2.—APPLICATION FOR A NEW LICENSE (OTHER THAN A TEMPORARY OR SPECIAL LICENSE) TO CARRY ON AN AIRCRAFT SERVICE.
Every application for an aircraft-service license (other than an application for (a) a renewal of such a license, (b) a temporary license, or (c) a special aircraft-service license for an Aero Club) shall be made in duplicate in the form marked T.L. 42 set out in the Schedule hereto, or to the effect thereof.
REGULATION 3.—TEMPORARY LICENSES AND SPECIAL AIRCRAFT-SERVICE LICENSES.
(1) Every application for a temporary license shall be made in duplicate in the form marked T.L. 43 set out in the Schedule hereto, or to the effect thereof.
(2) A copy of every temporary license, certified as correct by the Commissioner, shall, during its currency and while the aircraft is in use, be carried on each aircraft in respect of which it was issued.
(3) Every application for a special aircraft-service license shall be in the form marked T.L. 41 set out in the Schedule hereto, or to the effect thereof, and shall be forwarded to the Commissioner of Transport through the Secretary of the New Zealand Aero Club, Incorporated, who shall indicate on the application his club’s approval or otherwise of the proposed minimum fares and charges.
REGULATION 4.—LICENSING PROCEDURE.
(1) The Chairman, or in his absence the Acting-Chairman, shall preside at each meeting of the Board.
(2) Any person who wishes to make any representation or statement at any meeting of the Board shall, not later than one clear day before the date of the meeting, notify the Board of his desire so to do, stating the person or body on whose behalf the statement or representation is desired to be made.
(3) The Board may, in its proceedings, act upon such information as it thinks fit, whether such information would be evidence legally admissible in judicial proceedings or not.
