(3) The Grade 4 female assistant in an intermediate school or department shall, for the purposes of receiving marks for efficiency, be placed in grading group 4 of Schedule V of clause 5 of the regulations for staffs and salaries in public schools.

  1. (1) Except as otherwise provided in these regulations, the provisions of the regulations relating to public-school teachers respecting salaries and leave of absence, relieving teachers and removal expenses of teachers, shall apply, mutatis mutandis, to staffs of intermediate schools and departments, and should any dispute or difficulty arise respecting the meaning or effect of these regulations the question shall be submitted to the Minister whose decision thereon shall be final and conclusive.

(2) The salaries and allowances specified in these regulations shall be subject to the deductions made by the Finance Act, 1931, and the National Expenditure Adjustment Act, 1932.

  1. (1) As from the 1st day of February, 1933, the Kowhai Junior High School shall be known as and deemed to be the Kowhai Intermediate School, and the junior high school departments attached to the schools named in Schedule D hereunder shall as from the same date be known as and deemed to be intermediate departments of such schools.

(2) Not later than the 31st January, 1934, the Board concerned shall in such manner as the Director may prescribe or approve adjust in accordance with the provisions of these regulations—(a) The staffs and the salaries of the teachers employed in the Kowhai Junior High or Intermediate School; (b) the salary of the principal of each of the schools named in Schedule D hereunder; and (c) the staffs and the salaries of the teachers employed in the junior high or intermediate departments of the schools named in the aforesaid schedule: Provided that no teacher referred to in this clause shall, so long as he remains in his present position, suffer any reduction in salary earlier than the 1st February, 1934, through the operation of these regulations.

  1. (1) Applications for appointment to positions in intermediate schools or intermediate departments shall be invited by advertisement in such manner as the Minister may require or approve, and in the case of schools forming intermediate departments of secondary schools, technical schools, or combined schools, appointments shall be made by the Board, provided that the Board shall select for appointment the applicant who is highest on the graded list of primary-school teachers unless, in the opinion of the Board and the Director, some other applicant is more suitable for the position under consideration, and in the case of all other intermediate schools or departments appointment shall be made in accordance with the provisions of section 71 of the Education Act, 1914, and amendments thereto, provided that no appointment to the position of principal of an intermediate school shall be made without the precedent approval of the Minister, and provided further that appointments of special instructors under subclause (3) hereof shall be made in accordance with the regulations for manual and technical instruction.

(2) In making appointments the Board shall have regard to the need for teachers with special qualifications for teaching French, Latin, mathematics, science, and other subjects approved by the Director.

(3) The Board may with the approval of the Minister arrange for the employment in intermediate schools or departments of additional special instructors in manual training, home arts, drawing, music, or any other approved subject, and any such special instructor shall be classified and paid salary in accordance with the regulations for manual and technical instruction.

  1. (1) All pupils in an intermediate school or intermediate department shall for approximately seventeen hours per week receive instruction in English, arithmetic, history and civics, geography, elementary science, drawing, singing, and physical education, and the instruction shall follow on broad lines the prescriptions for Forms I and II in the Syllabus of Instruction for public schools.

(2) During the remaining portion of the school week all pupils shall receive manual or home arts instruction for not less than one and a half
