BLEDISLOE, Governor-General.
To all to whom these presents shall come, and to Ernest Charles Levvey, Esquire, of Invercargill, Stipendiary Magistrate, Greeting.
WHEREAS legislation has been proposed to make provision that the ratepayers of the Ohai Railway District be relieved of all liability for rates, and that the Board of the said district be deprived of all powers of making and levying rates: And whereas complaint has been made to the Government that such relief and deprivation would work inequitably against the interests of certain persons (hereinafter referred to as “the coal-owners”) who carry on the business of coal-mining within the district and use the Board’s Railway for the transportation of coal produced in such business: And whereas representations have been made to the Government that if the ratepayers of the district be relieved of liability for rates and the Board deprived of rating-powers the coal-owners should be given separate representation on the Board: And whereas it is expedient that inquiry should be made regarding the expediency of the said proposed legislation: And whereas it is expedient that inquiry should also be made into the working of the existing law relating to representation on the Board:
