Order in Council consenting to the Raising of a Loan of £330 by the Shannon Borough Council.

ORDER IN COUNCIL.
At the Government House at Wellington, this 20th day of July, 1931.
Present:
His Excellency The Governor-General in Council.
WHEREAS the Shannon Borough Council (hereinafter called "the said local authority") proposes, pursuant to the provisions of section three of the Main Highways Amendment Act, 1928, to raise the sum of three hundred and thirty pounds by a loan to be known as "Main Highways Loan, 1931," for the purpose of meeting the Council's share of the cost of completing the surfacing of the main highways in the borough:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by the Local Government Loans Board Act, 1926, and of all other powers and authorities enabling him in this behalf, doth hereby consent to the raising by the said local authority of the said loan up to the amount of three hundred and thirty pounds, at such rate or rates of interest as shall not produce to the lenders a rate exceeding the rate of five pounds fifteen shillings per centum per annum, upon terms of making the said sum, together with interest thereon, repayable by instalments extending over a period of three years.

Postal Regulations: "Householder" Circulars.

ORDER IN COUNCIL.
At the Government House at Wellington, this 20th day of July, 1931.

His Excellency The Governor-General in Council.
WHEREAS by Orders in Council dated the third day of September, one thousand nine hundred and twenty-three, and the sixth day of February, one thousand nine hundred and twenty-eight, and published in the New Zealand Gazette of the sixth day of September, one thousand nine hundred and twenty-three, at page 2329, and the sixteenth day of February, one thousand nine hundred and twenty-eight, at page 404, regulations were made and charges fixed under the authority of the Post and Telegraph Act, 1908, for the receiving, despatching, conveying, and delivering of "Householder" circulars:
And whereas it is expedient to revoke such regulations and to make the regulations set forth in the Schedule hereto:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority conferred upon him by the Post and Telegraph Act, 1928, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the said Order in Council of the third day of September, one thousand nine hundred and twenty-three, in so far as it relates to "Householder" circulars, and the said Order in Council of the sixth day of February, one thousand nine hundred and twenty-eight, and doth hereby make the regulations set forth in the Schedule hereto, and doth declare that the said revocation shall take effect and that the regulations hereby made shall come into force on the date of the publication of this Order in Council in the New Zealand Gazette.
SCHEDULE.
"HOUSEHOLDER" CIRCULARS.
CIRCULARS or other printed matter and samples, whether enclosed in covers or not, either unaddressed or addressed merely by designation to a class of persons to whom delivery is to be made, such as "The Householder" (with or without a place of delivery), may be prepaid in cash to the number of not less than 240 at the rate for each postal packet of ½d. for each two ounces or fraction thereof. In cases in which 250,000 or more "Householder" circulars are posted by one sender within a period not exceeding twelve months, the postage rate for each circular shall be ⅝d. for each two ounces or fraction thereof: Provided that if the posting is spread over such a period postage shall be paid at the rate for each circular of ½d. for each two ounces until 187,500 circulars have been posted; and thereafter further circulars not exceeding 62,500 in number shall be accepted postage free if posted within twelve months after the date of the initial posting:
Provided the circulars bear the inscription "Postage Paid," the special permit required under the "Prepayment of postage in cash system" shall not require to be obtained for "Householder" circulars.
Circulars posted in accordance with these regulations but not delivered may be recovered by the person or firm posting them.

Regulations for the Regulating of the Import and Export of Coined Silver.

ORDER IN COUNCIL.

His Excellency The Governor-General in Council.
IN pursuance and exercise of the powers conferred on him by section twelve of the Finance Act, 1931 (No. 2), and of all other powers and authorities enabling him in this behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations for the purposes of the said section.
REGULATIONS.
- THESE regulations may be cited as "The Coined Silver Regulations, 1931."
- These regulations shall come into force on the date of publication hereof in the Gazette.
- In these regulations-
"Minister" means the Minister of Finance:
"Value" in the case of a coin which is legal currency in New Zealand or which purports to be of the same denomination as that of a coin which is legal currency in New Zealand, means "face value." - No person shall import or attempt to import into New Zealand, or export or attempt to export from New Zealand, any coined silver otherwise than in accordance with the provisions of these regulations.
- It shall be lawful for any person arriving in New Zealand to bring with him into New Zealand on such arrival any amount of coined silver not exceeding in value £2 or such larger sum as the Minister may permit.
- It shall be lawful for any person leaving New Zealand to take with him on his departure from New Zealand an amount of coined silver not exceeding £5 or such larger sum as the Minister may permit.
- It shall be lawful for any person leaving New Zealand with the intention of proceeding to Great Britain or Ireland by direct route, without transhipment from the vessel in which he leaves New Zealand, to take with him an amount of coined silver not exceeding £10 or such larger sum as the Minister may permit.
- The Minister may grant permission for the exportation of worn or mutilated coined silver which is or has been legal tender and is intended to be returned to the Royal mint.
- The Minister may grant permission for the importation of supplies of new coined silver struck at the Royal mint for the purpose of increasing or replenishing the currency of the Dominion.
- Any permission given by the Minister under the foregoing provisions of these regulations shall be in writing under the hand of the Minister, and may relate to any particular transaction or to any class of transactions therein described, and may be given subject to such conditions or restrictions as the Minister in his discretion thinks fit.
- The Minister may in any special case by writing under his hand authorize the exportation or importation of coined silver subject to such conditions or restrictions as the Minister in his discretion thinks fit.
- These regulations shall not apply to the importation or exportation of any coined silver, whether legal tender or not, which is more than one hundred years old, or any coined silver, whether legal tender or not, which is of a kind not in circulation in New Zealand.
- Every person who imports or attempts to import into New Zealand or exports or attempts to export from New Zealand any coined silver contrary to the provisions of these regulations commits a breach of these regulations.
