in Council dated the 10th day of December, 1928, and gazetted in the New Zealand Gazette, No. 93, dated the 13th day of December, 1928, page 3487, the said Waimarino County Council hereby makes and levies a special rate of one penny and fifteen-sixteenths of a penny (1 15/16ths) in the pound sterling upon the rateable (unimproved) value of all rateable property in the Parapara No. 4 Special-rating Area, comprising all the properties situated within the following boundaries :—

Commencing at a point where the north-western corner of Section 23, Block VI, Makotuku Survey District, joins the boundary of the Borough of Raetihi; thence east by the said boundary of the Borough of Raetihi to the Makotuku Stream; thence generally south of the Makotuku Stream and the Mangawhero River to the Hopetaka Stream; thence generally east by the Hopetaka Stream, south by the eastern boundary of Section 2, Block XI, Makotuku Survey District, east by the northern boundary of Section 11, Block XV, Makotuku Survey District, south by the Otiranui Road to the Oruakukuru-Karioi Road; thence east by the Oruakukuru-Karioi Road and south by the eastern boundary of Section 4, Block XVI, Makotuku Survey District, to the northern boundary of Section 6, Block XVI, Makotuku Survey District; thence south by the Junction Road and west by the southern boundaries of Sections 6, 4, and 3, Block XVI, Makotuku Survey District, to the western boundary of Section 3, Block XVI, Makotuku Survey District; thence generally north and west by the west and south boundaries of Section 3, Block XVI, Makotuku Survey District, and Section 13, Block XV, Makotuku Survey District, to the eastern boundary of Section 9, Block XV, Makotuku Survey District; thence by a right line to a point on the western boundary of Section 9, Block XV, Makotuku Survey District, 40 chains south of the Oruakukuru-Karioi Road; thence north by the said western boundary of Section 9, Block XV, Makotuku Survey District, to the Oruakukuru-Karioi Road; thence west by the said Oruakukuru-Karioi Road to the eastern boundary of Section 2, Block XV, Makotuku Survey District; thence south by the eastern boundaries of Sections 2 and 3, Block XV, Makotuku Survey District, and east by the northern boundary of Section 4, Block XV, Makotuku Survey District, and south by the eastern boundaries of Sections 4 and 5, Block XV, Makotuku Survey District, to the northern boundary of Section 10, Block XV, Makotuku Survey District; thence by a right line to a point where the eastern boundary of Section 10, Block XV, Makotuku Survey District, joins the Ohotu-Karioi Road; thence generally east by the Ohotu-Karioi Road to the eastern boundary of Section 3, Block II, Ngamatea Survey District; thence south by the said eastern boundary of Section 3, Block II, Ngamatea Survey District, to a point 120 chains from the said Ohotu-Karioi Road; thence generally west by a right line to a point on the eastern boundary of Section 6, Block I, Ngamatea Survey District, 70 chains south of the Ohotu-Karioi Road; thence south by the east boundary of the said Section 6, Block I, Ngamatea Survey District, east and south by the north and east boundaries of Section 1, Block V, Ngamatea Survey District, generally east by the northern boundaries of Lots 1 and 2 of Ohotu 4b 3, Block VI, Ngamatea Survey District, to the boundary of the Waimarino County; thence generally south-west, west, and north-west by the boundary of the Waimarino County to the north-western boundary of Section 3, Block V, Ngamatea Survey District; thence north-east by the north-western boundary of the said Section 3, Block V, Ngamatea Survey District, to a point on the said north-western boundary of Section 3, Block V, Ngamatea Survey District, 80 chains from the Mangawhero River; thence north-west by a right line at an angle of 84 degrees to the Matahiwi-Ohotu Road; thence generally east by the Matahiwi-Ohotu Road to the south-western boundary of Section 1, Block VIII, Tauakira Survey District, north-west by the south-west boundary of Section 1, Block VIII, Tauakira Survey District, and generally north by the western boundary of Papahaua, Sections Nos. 1 and 2, to the south-western boundary of Papahaua Section No. 3; thence south-east by the south-western boundary of Papahaua, Section No. 3, to the north-western boundary of Section 2, Block XIV, Makotuku Survey District; thence generally north by the north-western boundaries of Sections 2 and 1, Block XIV, Makotuku Survey District, the Wairiri Stream, western boundary of Section 4, Block XIV, Makotuku Survey District, and X, Makotuku Survey District, southern, western, and northern boundaries of Section 11, Block X, Makotuku Survey District, western boundaries of Mairekuru, Sections F, D, B, Tataramoa B No. 2, northern boundary of Tataramoa B No. 2, the western boundary of Section 6, Block X, Makotuku Survey District, the southern boundary of Section 24, Block VI, Makotuku Survey District, and the western boundaries of Sections 24 and 23, Block VI, Makotuku Survey District, to the northern boundary of Section 23, Block VI, Makotuku

Survey District, being the point of commencement; comprising all the following properties: Sections 23, 24, Block VI; Sections 6, 11, Tataramoa A, B No. 1, B No. 2, Mairekura A, B, C, D, E, F, H, Block X, Makotuku Survey District; Section 4, Blocks X and XIV; Sections 1, 2, 3, Papahaua No. 1, No. 2, Block XIV; Sections 1, 2, Block XI; Sections 1, 2, 3, 4, 5, 7, part 9, part 10, 11, 12, 13, Block XV; Sections 2, 3, 4, 6, Block XVI, all in the Makotuku Survey District; Sections 1, 2, 3, 4, 5, 6, part 7, 8, 9, Block I; Sections part 1, part 2, part 3, Block II; Sections 1, 2, 3, part 4, Block V; Sections Lots 1 and 2, D.P. 2723, of Ohotu 4b 3; Ohotu 4b 2; Lot 1, D.P. 4978, of 2/3 of Ohotu 4b 2/3, Block VI; Sections 1, 2, Block IX; all in the Ngamatea Survey District; Section 1 and part 2, Block VIII, Tauakira Survey District.

And that such special rate shall be an annual recurring rate during the currency of such loan, and be payable yearly on the 1st day of October in each and every year during the currency of such loan, being a period of twenty (20) years or until the loan is fully paid off.

We hereby certify that the above resolution is a true and correct extract from the minutes of a meeting of the said Council held on Saturday, the 9th day of May, 1931.

CITY OF DUNEDIN.

POLL ON PROPOSAL TO ADOPT UNIMPROVED RATING SYSTEM.

PURSUANT to the provisions of the Rating Act, 1925, I hereby give public notice that a poll to determine if the system of rating property on the basis of the unimproved value thereof should be adopted in the City of Dunedin was submitted to the ratepayers on the 6th May, 1931, when the voting on the said proposal was as follows: For the proposal, 5,700; against the proposal, 8,104; informal votes, 212. And I have therefore to declare the said proposal to be rejected.

RESOLUTION.

THE following regulations were laid before the members of the Westland Racing Club at a meeting held on the 16th day of May, 1931, at Hokitika, with a recommendation by the Chairman of such Club, Mr. W. E. Williams, that the same be passed at once with a view to their approval by His Excellency the Governor-General in pursuance of the Gaming Act, 1908, section 33.

Mr. William Edward Williams, the Chairman of such Club, and the meeting moved, and Mr. Frank McGregor seconded, and it was resolved, that such regulations should be adopted and that the Chairman and Secretary be authorized to sign the same in authentication thereof.

The following are the regulations referred to:—
