Education Act, 1914.—Amended Regulations.

ORDER IN COUNCIL.
At the Government House at Wellington, this 20th day of April, 1931.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
IN pursuance and exercise of the powers conferred on him by the Education Act, 1914, and the amendments of that Act, and of all other powers enabling him in that behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby amend the regulations relating to training colleges, probationers, public schools (salaries, grading, staffing, etcetera), manual and technical instruction, agricultural bursaries, engineering bursaries, and architectural bursaries, in the manner set forth in the Schedules hereto; and with the like advice and consent, doth prescribe that, except where stated to the contrary, this Order shall come into force on the first day of May, one thousand nine hundred and thirty-one.
SCHEDULES.
FIRST SCHEDULE.
TRAINING COLLEGES.
THE regulations relating to training colleges made by Order in Council dated 13th December, 1926, and amended by Orders in Council dated 13th April, 1927, 22nd August, 1927, 13th December, 1927, 29th October, 1929, and 13th January, 1931, are hereby further amended as from the 30th day of March, 1931—
(1) By deleting from subclause (2) of clause 11 the words “with the fees,” and substituting therefor the words “with such amount as may be approved by the Minister towards the payment of the fees.”
(2) By deleting from the same subclause where they occur the figures “£80” and substituting therefor the figures “£85.”
(3) By deleting from the same subclause where they occur the figures “£75” and substituting therefor the figures “£80.”
(4) By deleting from the same subclause where they occur the figures “£85” and substituting therefor the figures “£90.”
(5) By repealing subclause (2) of clause 19.
SECOND SCHEDULE.
PROBATIONERS.
THE regulations relating to probationers made by Order in Council dated 22nd March, 1926, and subsequently amended by several Orders in Council, are hereby further amended as from the 30th day of March, 1931, by repealing subclause (1) of clause 7 and substituting therefor the following:—
“The salary payable to a female probationer shall be at the rate of £80 per annum and to a male probationer at the rate of £85 per annum.”
THIRD SCHEDULE.
PUBLIC SCHOOLS: SALARIES, GRADING, STAFFING, ETC.
THE regulations relating to public schools (salaries, grading, staffing, &c.) made by Order in Council dated 12th January, 1925, and subsequently amended by several Orders in Council, are hereby further amended as follows:—
(1) By repealing subclause (1) of clause 9.
(2) By deleting from subclause (2) of clause 9 the words “or in a district where living-conditions are difficult shall,” and by substituting therefor the word “may.”
(3) By repealing clause 41, and substituting therefor the following:—
“41. (1) The Board may from time to time appoint suitable persons as relieving teachers, but in general no uncertificated teacher or superannuated teacher shall be employed if a suitable registered certificated teacher is available.
“(2) No relieving teacher shall be appointed to fill a vacancy on the staff of any school for a period of less than four weeks if in the opinion of the Senior Inspector the remaining staff can conduct the school in a satisfactory manner:
“Provided that no relieving teacher shall be appointed to a Grade I school for a less period than two complete weeks or to a Grade II school for less than one week.
“(3) In no case shall a relieving teacher be sent to a Grade O school, except at the same salary and on the same conditions as are attached to the position.
