Part I of the Finance Act, 1931, to apply to the Cook Islands Public Service and to the Samoan Public Service.

ORDER IN COUNCIL.
At the Government House at Wellington, this 20th day of April, 1931.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
IN pursuance and exercise of the powers conferred by section thirteen of the Finance Act, 1931, and of all other powers and authorities him hereunto enabling, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion—
(1) Doth hereby apply Part I of the said Act to all persons employed in the Cook Islands Public Service, whether permanently so employed or not, excluding, however, such persons as are not “Europeans” within the meaning of the Cook Islands Act, 1915;
(2) Doth hereby apply Part I of the said Act to all persons employed in the Samoan Public Service, whether permanently so employed or not, including all such persons as are deemed to be officers of the Samoan Public Service by virtue of section nine of the Samoa Amendment Act, 1926, excluding, however, such persons as are not for the time being deemed to be “Europeans” within the meaning of the Samoa Act, 1921, and also excluding any person of the Chinese race employed or deemed to be employed in the said service;
(3) Doth hereby declare that this Order in Council shall be deemed to have come into operation on the first day of April, one thousand nine hundred and thirty-one.

Order in Council prescribing the Term in respect of the Wellington City Council’s Loan of £72,200.

ORDER IN COUNCIL.
At the Government House at Wellington, this 20th day of April, 1931.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS the Wellington City Council (hereinafter called “the said local authority”) has been authorized to borrow in respect of a loan to be known as “Electric-power, Tramways, and City Works 1906 Repayment Loan, 1931,” the sum of seventy-two thousand two hundred pounds, and the said sum has not yet been borrowed:
And whereas the Minister of Finance has given his precedent consent as required by section one hundred and fourteen of the Local Bodies’ Loans Act, 1926 (hereinafter called “the said section”), to the borrowing by the said local authority of the said sum of seventy-two thousand two hundred pounds for the term hereinafter mentioned:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred on him by the said section and by section eleven of the Local Government Loans Board Act, 1926, and of all other powers and authorities enabling him in this behalf, doth hereby prescribe that the said sum of seventy-two thousand two hundred pounds or any part thereof may be raised in respect of the said loan by the said local authority for a term not exceeding nineteen and a half years, and the said local authority is hereby authorized to borrow the said sum accordingly.

Regulations relating to Registration-plates under Motor-vehicles Act, 1924.

ORDER IN COUNCIL.
At the Government House at Wellington, this 20th day of April, 1931.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
IN pursuance and exercise of the powers conferred on him by section thirty-six of the Motor-vehicles Act, 1924 (hereinafter referred to as “the said Act”), and of all other powers enabling him in that behalf, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations in amendment of the regulations (hereinafter referred to as “the said regulations”) under the Motor-vehicles Act, 1924, dated the twelfth day of December, one thousand nine hundred and twenty-four, and published in the New Zealand Gazette on the same day at page 2943, and doth hereby revoke the regulations (hereinafter referred to as “the revoked regulations”) relating to registration-plates under the Motor-vehicles Act, 1924, dated the thirteenth day of May, one thousand nine hundred and thirty, and published in the New Zealand Gazette on the twenty-second day of the same month at page 1681.
REGULATIONS.

These regulations shall be read together with and form part of the said regulations.

The registration-plates in terms of the said regulations for motor-vehicles for the licensing year commencing on the 1st day of June, 1931, shall be in the form of metal plates having a ground coloured black, and border and characters (whether letters or numerals) embossed and coloured orange, the plates, numerals, and letters being in the respective shapes and sizes indicated in the Schedule (hereinafter described as “the said Schedule”) to the revoked regulations save that the two dots separating the hundreds digits from the thousands digits shall be replaced by one centrally placed triangular-shaped mark also coloured orange.

The registration-plates for motor-vehicles other than motor-cycles shall comply with the following requirements:—
(a) Plates for attachment to motor-vehicles for which no other form is required by these regulations shall be in the form marked A in the said Schedule.
(b) Plates issued to manufacturers and dealers in motor-vehicles in terms of section 18 of the said Act shall be in the form marked B in the said Schedule.
(c) Plates for attachment to motor-vehicles exempted from license fees in terms of section 11 of the said Act (other than motor-vehicles the property of the Crown) shall be in the form marked C in the said Schedule.
(d) Plates for attachment to motor-vehicles the property of the Crown shall (unless permission to the contrary is obtained in such manner as may be prescribed by the Minister of Transport) be in the form marked D in the said Schedule.
(e) The numerals for such plates shall in all cases be as indicated respectively in the forms marked A, B, and C, in the said Schedule.
- The registration-plates for motor-cycles shall comply with the following requirements:—
(a) Plates for attachment to motor-cycles for which no other form is required by these regulations shall be in the form marked E in the said Schedule.
(b) Plates issued to manufacturers and dealers in motor-vehicles in terms of section 18 of the said Act shall be in the form marked G in the said Schedule.
(c) The numerals for such plates shall in all cases be as indicated respectively in the forms marked E, F, and G in the said Schedule.
