Surgeon Commander Walter Palmer Vicary, M.R.C.S., L.R.C.P., Royal Navy, to H.M.S. “Diomede” from date of recommissioning for service and to H.M.S. “Philomel,” vice Gunn, to date 1st January, 1931. Previous appointment dated 26th November, 1930, cancelled.
Surgeon Commander Alexander William Gunn, M.B., Ch.B., Royal Navy, to H.M.S. “Diomede,” vice Vicary, to date 1st January, 1931, and as Squadron Medical Officer, vice O’Riordan, from date of transfer of Broad Pendant of Commodore Commanding New Zealand Station.
Schoolmaster Vallack Wilton Phillips, Royal Navy, to H.M.S. “Diomede,” vice Pask, to date 1st January, 1931.
Schoolmaster George Norman Pask, Royal Navy, to H.M.S. “Philomel,” vice Phillips, to date 1st January, 1931.

THE following notice, received from the Mayor, Napier Borough Council, is published in accordance with the provisions of the Local Bodies’ Loans Act, 1926.

NAPIER BOROUGH COUNCIL.
PURSUANT to section 13 (1) of the Local Bodies’ Loans Act, 1926, I hereby give notice that at a poll of ratepayers of the Borough of Napier, taken on the 17th day of December, 1930, on the proposal to raise by way of loan the sum of £29,000 for the purpose following, that is to say :—
Erecting a building on that portion of the Market Reserve Block, being portion of Napier Town Section 603, bounded as follows : On the north-east by Hastings Street, 125 links ; on the north-west by Tennyson Street, 189·85 links ; on the south-west by Market Street on its proposed new line, being 10 ft. from its present line, 125 links ; and on the south-east by other part of said Town Section 603, 189·85 links ; be the said several admeasurements more or less. Such building to contain shops, offices, and business premises.
The number of votes recorded for the proposal was 394. The number of votes recorded against the proposal was 194. I therefore declare that the proposal was carried.
