September, 1929, upon a proposal to raise a special loan of one hundred and seventy-two thousand pounds (£172,000) for the following purposes :—

(a) The particular purposes for which the loan is required are :—

£162,800 to provide a system of drainage for the Borough of New Plymouth, including in such purpose the purchasing, taking, or otherwise acquiring or providing land, buildings, easements, plants, materials, and other things for the good and efficient drainage of the borough, and for the exercise of the powers conferred for this purpose by Part XXII of the Municipal Corporations Act, 1920, or any statutory modification or re-enactment thereof for the time being in force; the extension of existing drains or sewers; the payment of compensation to persons injuriously affected by the carrying-out of the said purpose; or any matter or thing incidental or in relation to such purpose :

£9,200 for the purpose of providing funds out of which advances may be made to the owner or owners of any premises within the Borough of New Plymouth for the purpose of repaying the whole or any part of the expenditure incurred by the New Plymouth Borough Council for or in respect of any work, materials, or things executed, provided, or done by the said Council on or to the premises of any such owner or owners in pursuance of the provisions of Part XXII (Drainage and Sanitation) of the Municipal Corporations Act, 1920, or any statutory modification or re-enactment thereof for the time being in force, or in pursuance of any by-law of the Borough of New Plymouth relating to drainage or sanitation, and including the provision of all fittings necessary to enable the proper disposal of waste waters and sewage matter :

(b) The sum to be borrowed for all such purposes is £172,000 at a rate of interest not exceeding five pounds ten shillings (£5 10s.) per centum per annum, with a sinking fund of two pounds per centum per annum additional :

(c) The proposed security for the said loan of £172,000 and the interest and sinking fund thereon is an annually recurring special rate of two pence halfpenny (2½d.) in the pound on the rateable value (on the basis of the unimproved value of all rateable property in the said Borough of New Plymouth), and it is proposed to repay the said loan on the 1st day of April, 1953 :

(d) It is proposed to pay out of the said loan the cost of raising the said loan, but not the interest and sinking fund thereon for the first year :

The number of valid votes recorded for the proposal was 1,258; the number of valid votes recorded against the proposal was 431. The total number of valid votes recorded was 1,689.

I therefore declare the said proposal carried.

Date of Election by Fire-insurance Companies to fill Extraordinary Vacancy on New Plymouth Fire Board.

PURSUANT to the Fire Brigades Act, 1926, and the rules made thereunder, I, Philip Aldborough de la Perrelle, being the Minister charged with the administration of the said Act, do hereby appoint Friday, 25th October, 1929, to be the date for holding the election of one member of the New Plymouth Fire Board by the fire-insurance companies concerned, such election being held to fill the extraordinary vacancy caused by the resignation of Mr. C. H. Wyatt.

Notice respecting Proposed Alteration of Boundaries, Borough of Timaru.

Wellington, 8th October, 1929.

IT is hereby notified that a petition has been presented to His Excellency the Governor-General, under the Municipal Corporations Act, 1920, praying that the area described in the Schedule hereto may be excluded from the County of Levels and included in the Borough of Timaru.

All persons affected are hereby called upon to lodge any written objections to or petitions against the proposed alteration which they desire to lodge, within one month from the first publication of this notice, such objections or petitions to be addressed to the Minister of Internal Affairs, Wellington.

SCHEDULE.

AREA PROPOSED TO BE INCLUDED IN THE BOROUGH OF TIMARU.

ALL that area in the Canterbury Land District bounded by a line commencing at the south-western corner of Lot 12 on plan 1512, deposited in the office of the District Land Registrar, at Christchurch; thence north-easterly along the eastern side of the Main North Road to Eversley Road; thence across Eversley Road and along its northern side to the South Island Main Trunk Railway; thence across that railway to the Timaru Borough boundary; thence easterly, southerly, and westerly generally along the borough boundary to the south-western corner of Lot 12 aforesaid, the place of commencement.

ALL that area in the North Auckland Land District bounded by a line commencing at the south-western corner of Allotment 4, Takapuna Parish; thence easterly along the northern side of Onewa Road to a point in line with the eastern boundary of Allotment 56, Takapuna Parish; thence to and along that boundary to the south-eastern corner of said Allotment 56; thence along the south-western boundary of said Allotment 56 to the south-eastern boundary of Allotment 57, Takapuna Parish; thence north-easterly along that boundary to the southern side of Onewa Road; thence north-westerly across that road to the south-western corner of Allotment 4, Takapuna Parish, the point of commencement.
