The Northern Side of Portion of High Street, in the Borough of
Blenheim, exempted from the Provisions of Section 117 of
the Public Works Act, 1908.

ORDER IN COUNCIL.
At the Government House at Wellington, this 3rd day of
September, 1928.
Present:

His Excellency The Governor-General in Council.

IN pursuance and exercise of the powers conferred by the
Public Works Act, 1908, His Excellency the Governor-
General of the Dominion of New Zealand, acting by and with
the advice and consent of the Executive Council of the said
Dominion, doth hereby approve of the following resolution
passed by the Blenheim Borough Council on the fourteenth
day of June, one thousand nine hundred and twenty-eight,
the portion of street affected being more particularly de-
scribed in the Schedule hereto, viz.:-

"The Blenheim Borough Council, having control of that
street known as High Street, Blenheim, by resolution
declares that the provisions of section one hundred and
seventeen of the Public Works Act, 1908, shall not apply
to that portion of the said street, being part of Sections 33
and 34, Town of Blenheim, being 147 links in length,
and being part of the land in C.T. Vol. 21, folio 20."

SCHEDULE.

The northern side of all that portion of street, in the Marl-
borough Land District, Borough of Blenheim, known as High
Street, fronting part Lots 33 and 34, of Section 1, Omaka,
Town of Blenheim. As the same is more particularly deline-
ated on the plan marked P.W.D. 72989, deposited in the office
of the Minister of Public Works at Wellington, and thereon
coloured blue.

Vesting the Control of a Reserve in the Ratanui Memorial
Public Hall Board.

ORDER IN COUNCIL.
At the Government House at Wellington, this 3rd day of
September, 1928.
Present:

His Excellency The Governor-General, in Council.

WHEREAS the land described in the Schedule hereto was
by Warrant published in Gazette of the fifteenth day
of March, one thousand nine hundred and twenty-three,
permanently reserved for a site for a public hall: And
whereas it is expedient that the control of the said reserve
should be vested in a special Board as hereinafter provided:

Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Dominion,
and in exercise of the powers and authorities conferred upon
him by section two of the Public Reserves and Domains
Amendment Act, 1914, doth hereby vest the control of the
reserve described in the Schedule hereto, for the period of
five years from the date hereof (unless previously amended
or revoked under the said Act), in the undermentioned persons,
namely:-

Robert Francis Chalmers,
Robert John Telfer,
Alexander Williams,
William Elmslie Craigie,
Gordon Clearwater,
John Winter Findlater, and
Samuel Robert Miller McDowell,

who are hereby constituted for that purpose a special Board
by the name of the Ratanui Memorial Public Hall Board
(hereinafter referred to as "the Board"), with the powers
and subject to the conditions hereinafter contained, that is
to say:-

  1. The Board shall meet for the transaction of business at
    the Ratanui Memorial Public Hall, or at such other place
    and at such time as may from time to time be fixed by the
    Board. The first meeting shall be held on the twenty-second
    day of September, one thousand nine hundred and twenty-
    eight.

  2. The members of the Board shall at their first meeting,
    and thereafter at the annual meeting hereinafter mentioned,
    elect one of themselves to be Chairman, who may join in the
    discussion, and shall have an original as well as a casting-vote.
    The Chairman shall hold office until the election of his suc-
    cessor.

  3. Special meetings may be convened by the Chairman,
    provided that two days' notice of any such meeting is given
    to each member, specifying the business to be transacted at
    such special meeting; and no other business than that so
    specified shall be transacted at such meeting.

  4. Any five members of the Board shall form a quorum.
    Any meeting may be adjourned from time to time.

  5. If at any meeting the Chairman is not present at the
    time appointed for holding the same, the members present
    shall choose one of their number to be chairman of such
    meeting.

  6. If by resignation, death, incapacity, or otherwise the
    seat of any member shall be or become vacant, or if any
    member absents himself without reasonable cause from three
    consecutive meetings of the Board, the Governor-General
    shall have power to appoint any other person to be a member
    of the Board in his stead.

  7. All questions shall be determined by the majority of
    votes of the members of the Board present at a meeting.

  8. The Board shall have prepared and submitted at an
    annual meeting to be held in the month of April in each year
    a report of the proceedings of the Board for the previous
    year ending on the thirty-first day of March, together with a
    statement of the receipts and expenditure of the Board for
    such year. A copy of every such report and statement,
    certified by the Chairman to be correct, shall be sent to the
    Minister of Lands as soon as possible after each annual
    meeting.

  9. The Board shall control the said reserve and the building
    erected thereon for the purposes of a memorial public hall,
    and shall also afford settlers and residents of Ratanui and the
    surrounding district such facilities for meeting within the said
    hall as may from time to time be determined by the
    Board; provided that the Board shall have power to fix
    reasonable charges for the use of the said hall.

  10. The Board shall out of its revenue, whether rents,
    donations, or subscriptions, pay all debts now owing in
    respect of the erection of the said hall.

Regulation under the Land Act, 1924, and the Land Transfer
Act, 1915.

ORDER IN COUNCIL.
At the Government House at Wellington, this 3rd day of
September, 1928.
Present:

His Excellency The Governor-General in Council.

WHEREAS by section three of the Land Act, 1924, it
is enacted that the Governor-General may by Order
in Council make regulations for the purposes of that Act:
And whereas by section two hundred and nineteen of the
Land Transfer Act, 1915, it is enacted that the Governor-
General may, by Order in Council gazetted, make regulations
for regulating the practice and conduct of business under that
Act:

Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise of
the powers and authorities conferred by the said Acts, and
acting by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby revoke the regu-
lation made on the twenty-first day of January, one thousand
nine hundred and nineteen, under section three of the Land
Act, 1908, and section two hundred and nineteen of the Land
Transfer Act, 1915, and published in the Gazette on the thirtieth
day of January, one thousand nine hundred and nineteen, at
page 221, and in lieu thereof doth hereby make the following
regulation, and doth declare that such revocation shall take
effect and the regulation hereby made shall come into force
on the day of the publication of this Order in Council in the
Gazette.

REGULATION.

In any case where, pursuant to the provisions of section 216
of the Land Act, 1924, or of section 12 of the Land Laws
Amendment Act, 1927, the yearly rent, or the periodical
