subject to the condition that no building or part of a building
shall at any time be erected on the land fronting the street
(described in the Schedule hereto), within a distance of
thirty-three feet from the centre-line of the said street.

SCHEDULE.

ALL that new street in the Hawke’s Bay Land District,
Borough of Napier, known as Chilton Road, adjoining
Suburban Section 46, Napier. As the said street is more
particularly delineated on the plan marked P.W.D. 68501,
deposited in the office of the Minister of Public Works at
Wellington, and thereon coloured red.

Regulations as to Constitution of Board of Maori Ethnological
Research and Matters relevant thereto.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 10th day of
May, 1928.
Present :
THE RIGHT HONOURABLE J. G. COATES, P.C., PRESIDING IN
COUNCIL.
IN pursuance and exercise of the powers and authorities
conferred upon him by section nine of the Native Land
Amendment and Native Land Claims Adjustment Act, 1923,
and of all other powers and authorities him enabling, His
Excellency the Governor-General of the Dominion of New
Zealand, acting by and with the advice and consent of the
Executive Council of the said Dominion, doth hereby revoke
the regulations with respect to the Board of Maori Ethno-
logical Research made on the eighth day of October, one
thousand nine hundred and twenty-three, and published in
the New Zealand Gazette on the eleventh day of October, one
thousand nine hundred and twenty-three, and doth hereby
make the following regulations with respect to the Board of
Maori Ethnological Research and otherwise for the purpose
of giving effect to the said section nine.

REGULATIONS.

  1. In these regulations—
    “Board” means the Board of Maori Ethnological
    Research:
    “Fund” means the Maori Ethnological Research Fund :
    “Chairman” and “Deputy Chairman ” mean respec-
    tively the Chairman and Deputy Chairman of the
    Board:
    “Member” means a member of the Board:
    “The said section” means section 9 of the Native Land
    Amendment and Native Land Claims Adjustment
    Act, 1923.

MEMBERS.

  1. The Board shall consist of the following members :—
    (a) The Native Minister, who shall be Chairman:
    (b) The Under-Secretary of Native Affairs, who shall be
    Deputy Chairman:
    (c) The Under-Secretary of Internal Affairs:
    (d) The members of the House of Representatives for the
    time being representing the Maori race:
    (e) Such other persons as may from time to time be ap-
    pointed in that behalf by the Native Minister.

  2. Subject to the provisions of these regulations as to death,
    resignation, or removal from office, a member appointed by
    the Native Minister shall hold office for a period of two years,
    but a retiring member may be reappointed : Provided, how-
    ever, that the members appointed by the Native Minister
    holding office at the date of the making of these regulations
    shall continue to hold office under these regulations, and
    shall be and be deemed to have been appointed under these
    regulations for a period of one year only from such date.

  3. For any cause which may seem to him sufficient, the
    Native Minister may at any time, by writing under his hand,
    remove from office any member appointed under paragraph (e)
    of clause 2. Any vacancy caused by the death, resignation, or
    removal of any such member may be filled by the Native
    Minister.

  4. The powers of the Board shall not be affected by any
    vacancy in the membership thereof.

MEETINGS.

  1. The Board shall meet for the despatch of business at such
    times and places as the Board, the Chairman, or Deputy
    Chairman may from time to time direct.

  2. Once at least in every year a meeting (hereinafter called
    “the annual meeting”) shall be held at Wellington. The
    time and place for such meeting shall be fixed by the Chairman,
    and shall be held (if possible) during a parliamentary session.

  3. At every meeting the Chairman, or in his absence the
    Deputy Chairman, shall preside. If neither of these members
    is present, then some member chosen by the members present
    shall preside.

  4. A quorum at any meeting of the Board shall consist of
    three members, and no business beyond adjournment of the
    meeting shall be transacted unless a quorum is then present.

  5. The Board shall decide all questions before it by a
    majority of votes. In case of an equality of votes the Chair-
    man or other member presiding shall have a casting-vote
    as well as a deliberative vote.

  6. Subject to the said section and to these regulations,
    the Board may regulate its own proceedings.

  7. All proceedings and resolutions of the Board shall be
    recorded in a minute-book to be kept for the purpose by the
    Secretary of the Board.

SEAL.

  1. The seal of the Board shall be such as is determined
    by the Native Minister, and shall be kept in the custody of
    the Secretary or such other person as the Board may appoint
    for the purpose.

  2. The seal of the Board shall not be affixed to any docu-
    ment except in the presence either of the Secretary or other
    responsible officer of the Board and one member, or in the
    presence of two members, who shall attest the sealing of the
    document.

ACCOUNTS.

  1. All moneys received by the Board shall be forthwith
    paid into the Native Trustee’s Account to the credit of the
    fund.

  2. All payments requiring to be made out of the fund
    shall be paid on the certificate of the Secretary or other
    responsible officer that the claim is in order, countersigned
    by the Chairman or Deputy Chairman, or upon requisition
    under seal of the Board.

  3. Proper books of account and other books shall be kept
    by the Native Trustee in which shall be entered correct records
    of all moneys received and paid out of the fund. Such books
    shall be open at all reasonable times to inspection by members
    of the Board or by any authorized officer of the Board.

  4. The Native Trustee may from time to time deduct
    from the moneys held in the fund a fair and reasonable sum,
    as shall be determined by the Native Minister, for the cost
    of the administration of the fund.

  5. At the close of each financial year, ending on the 31st
    day of March, the Native Trustee shall cause to be prepared
    a statement showing the total receipts and payments and
    income and expenditure of the Board during that year,
    together with a balance-sheet showing the Board’s assets and
    liabilities, which shall be audited by the Audit Office.

  6. The Secretary of the Board shall place the statements
    and balance-sheet referred to in the last preceding clause
    before the Board at the annual meeting. The Secretary
    shall prepare and submit to the Board at such meeting a
    report of the operations and commitments of the Board during
    the same period, together with an estimate of the probable
    financial requirements of the Board for the next financial
    year.

ADMINISTRATION OF FUND.

  1. A sum not exceeding £20 may at any time be advanced
    to the Secretary, who shall account therefor to the Board,
    for the purpose of paying postages, telegrams, and other
    incidental expenses.

TRAVELLING-ALLOWANCE AND LOCOMOTION
EXPENSES.

  1. The Board may, out of its funds, pay to its members
    a travelling-allowance of 25s. for every day or part of a day
    the member is necessarily absent from his usual place of
    residence in transacting any business of the Board: Provided
    that when a member leaves and returns to his usual place
    of residence on the same day his actual and reasonable expenses
    only shall be paid.

  2. The Board may also pay the actual and reasonable
    locomotion expenses incurred by members in transacting any
    business of the Board, including, where necessary, the pro-
    vision of deck-cabins on steamers and sleeping-berths on trains.

  3. The expenditure under this head shall not in any
    financial year exceed £100, except with the consent in writing
    of the Native Minister.

PURPOSES AND OBJECTS OF BOARD.

  1. The Board may undertake the promotion of the pur-
    poses and objects defined by the said section in such manner,
    by such means, and under and subject to such terms and
