Prescribing the Term for which the Palmerston North Borough Council may borrow the Sum of £12,000, being the Balance of a Loan of £25,500 authorized to be raised for Sewerage-works and the Extension of Water-reticulation, and also the Rate of Interest payable thereon.

At the Government House at Wellington, this 4th day of March, 1924.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section eleven of the Finance Act, 1921, and its amendments, it is provided that, notwithstanding anything to the contrary in any Act or in any rule of law, where a local authority or public body has been authorized before the passing of the said Act, or is thereafter authorized, to borrow money, whether pursuant to a poll of ratepayers or otherwise howsoever, whether the rate of interest or the term of years of the loan was or was not specified or determined, and such money or any part thereof has not been borrowed, the local authority may, with the precedent consent of the Minister of Finance, borrow such money, or such amount thereof as has not been borrowed, at such rate of interest, or for such term, as may be prescribed by the Governor-General by Order in Council:
And whereas the Palmerston North Borough Council has been authorized to borrow the sum of twenty-five thousand five hundred pounds for sewerage-works and the extension of water-reticulation, for a term of thirty-six and a half years, at a rate of interest not exceeding five and a quarter per centum per annum, and is now desirous of borrowing twelve thousand pounds, being the balance of the twenty-five thousand five hundred pounds, for a term of twenty years, and at an increased rate of interest:
And whereas the Minister of Finance has given his precedent consent as required by the above-recited section eleven, and it is desired that the term for which the said twelve thousand pounds may be borrowed be twenty years, and the rate of interest payable thereon be increased to not exceeding six per centum per annum:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority vested in him as aforesaid, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby prescribe that the term for which the Palmerston North Borough Council may borrow the sum of twelve thousand pounds shall be twenty years, and the rate of interest that may be paid thereon shall be a rate not exceeding six per centum per annum, and the said Palmerston North Borough Council is hereby authorized to borrow the said sum of twelve thousand pounds on those terms.

And whereas the Minister of Finance has given his precedent consent as required by the above-recited section eleven, and it is desired that the terms for which the said ten thousand pounds may be borrowed be twenty years:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority vested in him as aforesaid, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby prescribe that the term for which the Palmerston North Borough Council may borrow the said sum of ten thousand pounds shall be twenty years, and the said Palmerston North Borough Council is hereby authorized to borrow the said sum of ten thousand pounds for this term.

Vesting the Control of a Reserve in the Raurimu Public Hall Board.

ORDER IN COUNCIL.
At the Government House at Wellington, this 4th day of March, 1924.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS the land described in the Schedule hereto was by Warrant published in Gazette of the twenty-ninth day of February, one thousand nine hundred and twelve, permanently reserved for a site for a public hall: And whereas it is expedient that the control of the said reserve should be vested in a special Board as hereinafter provided:
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in exercise of the powers and authorities conferred upon him by section two of the Public Reserves and Domains Amendment Act, 1914, doth hereby vest the control of the reserve described in the Schedule hereto, for the period of five years from the date hereof (unless previously amended or revoked under the said Act), in the undermentioned persons, namely,—
John Connors,
John William Hutson,
Edmund Smith Merrikin,
James Henry Tate, and
Robert Tracy Cowern,
who are hereby constituted for that purpose a special Board by the name of the Raurimu Public Hall Board (hereinafter referred to as “the Board”), with the powers and subject to the conditions hereinafter contained, that is to say:—

The Board shall meet for the transaction of business on the last Saturday in each month at 10.30 o’clock a.m. at the Raurimu Public Hall, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Saturday, the 29th day of March, 1924.

The members of the Board shall at their first meeting, and thereafter at the annual meeting hereinafter mentioned, elect one of themselves to be Chairman, who may join in the discussion and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

Special meetings may be convened by the Chairman, provided that two days’ notice of any such meeting is given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.

Any three members of the Board shall form a quorum. Any meeting may be adjourned from time to time.

If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose one of their number to be Chairman of such meeting.

If by resignation, death, incapacity, or otherwise the seat of any member shall be or become vacant, or if any member absents himself without reasonable cause from three consecutive meetings of the Board, the Governor-General shall have power to appoint any other person to be a member of the Board in his stead.

All questions shall be determined by the majority of votes of the members of the Board present at a meeting.

The Board shall have prepared and submitted at an annual meeting to be held in the month of April in each year a report of the proceedings of the Board for the previous
