on the date of the first publication hereof in the New Zealand

SCHEDULE.
AMENDMENT IN THE REGULATIONS FOR THE EXAMINATION
AND CLASSIFICATION OF TEACHERS.
CLAUSE 41 of the regulations is hereby amended by inserting
the numeral (1) at the beginning of the clause, and by adding
the following subclause:—
“ (2.) Further, at the examination for Class C certificates
held prior to the 31st December, 1923, a candidate may
elect to be examined in accordance with the schedule of
subjects as it was set out in clause 29 of the regulations im-
mediately prior to the making of the amendments therein by
Order in Council dated 4th December, 1922.”

Extension of Time for taking certain Steps consequent upon
the Preparation of County Rolls, County of Awatere.

ORDER IN COUNCIL.
At the Government Buildings at Wellington, this 9th day
of March, 1923.

THE RIGHT HONOURABLE W. F. MASSEY, P.C., PRESIDING
IN COUNCIL.
WHEREAS it has been made to appear that the taking
of certain steps consequent upon the preparation of
the rolls for the County of Awatere cannot be taken within
the times mentioned in the Counties Act, 1920, and it is
expedient to extend the said times:
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in exercise of the powers con-
ferred upon him by the said Counties Act, 1920, and acting
by and with the advice and consent of the Executive Council
of the said Dominion, doth hereby order and declare that the
several dates mentioned in the Schedule hereto shall be the
respective dates for taking the steps set out in the said
Schedule.
SCHEDULE.

TIME for which such rolls shall be open for inspection:
From the 7th day of February, 1923, to the 28th day of
February, 1923. -
Time for appeals against the said rolls: Until the 10th
day of March, 1923.

Extension of Time for Preparation of District Electors Roll,
City of Christchurch.

At the Government Buildings at Wellington, this 9th day
of March, 1923.

IN COUNCIL.
WHEREAS it is provided by section thirteen of the
Municipal Corporations Act, 1920, that the district
electors roll of the City of Christchurch shall be deemed to
be closed at five o’clock in the afternoon of the twenty-eighth
day preceding the day appointed for the general election of
Mayor and Councillors of that city—namely, the twenty-sixth
day of April, one thousand nine hundred and twenty-three:
And whereas it is expedient to extend such time:
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in exercise of the powers con-
ferred upon him by the Municipal Corporations Act, 1920, and
acting by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby extend the time
for closing the said electors roll of the said city, and doth
hereby declare that the said roll shall be deemed to be closed
at five o’clock in the afternoon of the fifth day of April, one
thousand nine hundred and twenty-three.

Validating Proceedings in connection with Inangahua County
Council’s Antecedent Liability Loan of £7,900.

At the Government Buildings at Wellington, this 9th day
of March, 1923.

IN COUNCIL.
WHEREAS the Inangahua County Council proceeded to
raise a loan of seven thousand nine hundred pounds,
under the Local Bodies’ Loans Act, 1913, for the purpose of
extinguishing the antecedent liability of that Council under
the Local Bodies’ Finance Act, 1921–22:
And whereas the proceedings in connection with the said
loan were irregular, in that the said Council in the special
order authorizing the raising of the said loan stated that the
amount thereof was to be borrowed for a period of thirty-six
and a half years, repayable in the year one thousand nine
hundred and sixty, whereas the period of thirty-six and a
half years from the date on which it is proposed to raise the
said loan expires in the year one thousand nine hundred and
fifty-nine:
And whereas it appears that the ratepayers of the district
have not been misled by such irregularity as aforesaid, and
it is expedient to validate the said irregularity:
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise of
the powers and authorities conferred on him by section one
hundred and eleven of the Local Bodies’ Loans Act, 1913,
and acting by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby order and declare
that the proceedings in connection with the said loan shall
be valid to all intents and purposes as though the year of
repayment of the loan had been correctly stated, and that
the validity of the proceedings in connection with the said
loan shall not be called in question by reason only of the
irregularity aforesaid.

Validating Proceedings in connection with the Raising of a Loan
of £1,000 by the Blenheim Borough Council for the Purpose
of erecting a Footbridge over Omaka River.

At the Government Buildings at Wellington, this 9th day
of March, 1923.

IN COUNCIL.
WHEREAS the Blenheim Borough Council lately pro-
ceeded to raise a loan of one thousand pounds, under
the Local Bodies’ Loans Act, 1913, for the purpose of erecting
a footbridge over the Omaka River from Henry Street to
Rothwell Street in the Borough of Blenheim:
And whereas the proceedings in connection with the said
loan were irregular, in that the poll of ratepayers was not
taken not less than one week after the day of the last publi-
cation of the notice of intention to raise the loan, as required
by subsection two of section ten of the Local Bodies’ Loans
Act, 1913:
And whereas it appears that the ratepayers of the district
have not been misled by such irregularity as aforesaid, and
it is expedient to validate the same:
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise of
the powers and authorities conferred on him by section one
hundred and eleven of the Local Bodies’ Loans Act, 1913,
and acting by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby order and declare
that the proceedings in connection with the said loan shall be
valid to all intents and purposes as though the said poll of
ratepayers had been taken at the proper time, and that the
validity of the proceedings in connection with the said loan
shall not be called in question by reason only of the irregu-
arity aforesaid.
