the Whangarei Borough Council, under the above-mentioned Acts, for the purpose of forming and constructing Wilson's Avenue of the Borough of Whangarei, the said Whangarei Borough Council hereby makes and levies a special rate of 4d. (fourpence) in the pound on the unimproved rateable value of all rateable property in the Wilson's Avenue Special Rating District of the Borough of Whangarei contained within the following boundaries.—
Starting at the south-west of Wilson's Avenue and Third Avenue, bounded on the south by part Lot 19, 250 links; thence on the south-west by part Lot 40, 100 links, and part Lot 24, 200 links; thence on the north-west by part Lot 23, 130 links; thence on the west by part of the said Lot 23, 200 links; thence on the north-east by Wilson's Avenue, 110 links and 450 links, to the point of commencement. Again starting at the south-east corner of Wilson's Avenue, bounded on the north-east by part Lot 123, 300 links; on the south-east by Lot 122, 100 links; on the north by part Lot 127, 270 links; thence on the south-west by Wilson's Avenue following an irregular stream, approximately 500 links, to the point of commencement.
And that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 1st day of June in each and every year during the currency of such loan, being a period of twenty years, or until the loan is fully paid off.

WAITOMO COUNTY COUNCIL.
DECLARATION OF POLL TO DETERMINE THE SYSTEM OF RATING IN THE WAITOMO COUNTY.
Pursuant to the directions and authorities contained in the Order in Council passed on the 16th day of May, 1922, making arrangements for the poll of the rate-payers of the County of Waitomo, which has since been taken on the 8th day of June, 1922, to determine whether the system of rating on the unimproved value or the system of rating on the capital value shall be in force in the Waitomo County, I hereby give notice that at such poll the number of votes recorded in favour of the system of rating on the unimproved value being adopted was 752, and the number of votes recorded in favour of the system of rating on the capital value being adopted was 73; the number of informal votes recorded was 11.
I therefore declare that the system of rating on the unimproved value has been adopted and shall be in force in the Waitomo County.

In the matter of a Private Bill intended to be brought into the General Assembly of New Zealand to be intituled “The St. John's College Trust Act, 1922.”
Notice is hereby given, pursuant to the Standing Orders of the General Assembly of New Zealand relating to Private Bills, that the St. John's College Trust Board (hereinafter called the Board) will, within fourteen days after the commencement of the present session of the General Assembly of New Zealand, present a petition to the General Assembly of New Zealand through the Hon. the Speaker and Members of the House of Representatives, praying and applying for leave to bring in a Private Bill to be called “The St. John's College Trust Act, 1922.”
The objects of the said application and Bill are to provide that—

The lands and funds vested in the Board as trustees and held by them under trusts known as Consolidated Scholarships, Maria Blackett Scholarships, Griffin Laing Scholarships, Lady Margaret Scholarships, and Widows and Orphans' Endowment are and shall be held on the trusts respectively declared in the respective trust deeds whereby the said lands and funds were vested in the Board's predecessors.

It shall be lawful for the Board, at its discretion, from time to time to apply the whole or such portion or portions as it thinks fit of the income from the said lands and funds, and from certain lands and funds held under a certain trust called the Grammar School Trust, for the general purposes of St. John's College, near the City of Auckland, in such manner as the Board thinks fit, for a period of twenty years from the passing of the said Bill, or for such longer period as may be directed from time to time by the General Synod of the Church of the Province of New Zealand.

All payments or applications of income from the said lands and funds for the general purposes of St. John's College aforesaid at any time prior to the passing of the said Bill made by the Board are validated.
Notice is also given that a copy of the said petition and Bill will be deposited in the office of the Examiner of Standing Orders within fourteen days after the commencement of the said session.

UPPER MANGAPIKO DRAINAGE BOARD.
RESOLUTION MAKING SPECIAL RATE.
In pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1913, the Upper Mangapiko Drainage Board hereby resolves as follows :-
That, for the purpose of providing the interest and other charges on a loan of one thousand pounds, authorized to be raised by the Upper Mangapiko Drainage Board, under the

RESOLUTION MAKING SPECIAL RATE.—THIRD AVENUE SPECIAL RATING DISTRICT.
IN pursuance and exercise of the powers vested in it by the Local Bodies' Loans Act, 1913, the Whangarei Borough Empowering Act, 1918, and of all other powers enabling it in that behalf, the Whangarei Borough Council hereby resolves as follows :-
That, for the purpose of providing one-half the interest and other charges on a loan of £370, authorized to be raised by the Whangarei Borough Council, under the above-mentioned Acts, for the purpose of forming and constructing Third Avenue of the Borough of Whangarei, the said Whangarei Borough Council hereby makes and levies a special rate of 2d. (twopence) in the pound on the unimproved rateable value of all rateable property in the Third Avenue Special Rating District of the Borough of Whangarei contained in the following boundaries,—
Starting at the north-west corner of Third Avenue and Central Avenue, bounded on the north by part Lot 118, 250 links; on the north-west by Lots 130, 129, and 128, and part Lot 127, 400 links; thence on the west by part Lot 123, 300 links; thence on the south-east by Third Avenue, 700 links, to the point of commencement. Again starting at the north-east corner of Third Avenue and Central Avenue, bounded on the north-east by part Lot 96, 260 links; thence on the south-east by Lots 82–88 inclusive, 650 links; thence on the south-west by part Lot 6A, 250 links; thence on the north-west by Third Avenue, 730 links, to the point of commencement.
And that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 1st day of June in each and every year during the currency of such loan, being a period of twenty years, or until the loan is fully paid off.

RESOLUTION MAKING SPECIAL RATE.—ANTECEDENT LIABILITY EXTINCTION LOAN.
IN pursuance and exercise of the powers vested in it in that behalf by the Local Bodies’ Loans Act, 1913, the Whangarei Borough Council hereby resolves as follows :-
That, for the purpose of providing the interest and other charges on a loan of £12,000, authorized to be raised by the Whangarei Borough Council, under the above-mentioned Act, for the purpose of partly extinguishing the antecedent liability of the said Whangarei Borough Council, in terms of the Local Bodies’ Finance Act, 1921–22, the said Whangarei Borough Council hereby makes and levies a special rate of twenty-one fortieths of a penny (21/40d.) in the pound on the rateable value (on the basis of the unimproved value) of all the rateable property in the Borough of Whangarei ; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the first day of June in each and every year during the currency of
