“the regulations”), and which regulations shall be deemed
to be incorporated herein—hereby authorize Frederick Oscar
Linstrom, of Blenheim, Tea-room Proprietor (hereinafter
referred to as “the licensee”), to erect and maintain electric
lines for lighting, power, and heating purposes along the route
described in the Schedule hereto.

SCHEDULE.

  1. ROUTE OF ELECTRIC LINES.

ALL that route commencing at the building in Market Place,
in the Borough of Blenheim, known as Loloma Tea-rooms,
and proceeding thence in a westerly direction across the said
Market Place to the clock-tower in the Government Buildings.
As the same is more particularly delineated on the plan
marked P.W.D. 53140, deposited in the office of the Minister
of Public Works at Wellington, in the Land District of Wel-
lngton, and thereon shown by green lines.

  1. SYSTEM OF SUPPLY.

The system of supply shall be as described in paragraph
(a) (1) of clause 3 of the regulations.
The generating voltage shall be approximately 110 volts
between the terminals.

  1. DATUM TEMPERATURE.

For the purpose of calculating the stresses as provided in
clause 15 of the regulations, the datum temperature shall be
taken as 20 degrees Fahrenheit.

  1. DURATION OF LICENSE.

This license shall, unless sooner determined in accordance
with the provisions hereinafter expressed, continue in force
for a period of forty-two years from the date hereof. Upon
the expiry of the said term, or upon the sooner determina-
tion of this license by revocation or otherwise, all rights
hereby granted to the licensee shall thereupon cease and
determine; but such expiration or determination shall not
relieve the licensee of any liability theretofore incurred under
this license.

  1. CHARGES FOR ELECTRICAL ENERGY.

The charges for electrical energy shall not exceed 1s. per
unit for lighting and 6d. per unit for motor-power, heating,
or cooking purposes; provided that “lighting purposes”
shall include the operation of motor generators for lighting
purposes; and provided further that if accounts are paid
within fourteen days after due date the charges shall not
exceed 10d. per unit for lighting purposes and 5d. per unit
for motor-power, cooking, or heating purposes.

  1. EXTENSIONS.

Notwithstanding anything contained in the regulations in-
corporated herein, no extensions or lines other than those
along the route hereinbefore described shall be deemed to be
authorized by this license.

  1. REQUIREMENTS OF BLENHEIM BOROUGH COUNCIL.

Notwithstanding anything hereinbefore contained, the
licensee shall not be entitled to erect, maintain, or use any
electric lines within the Borough of Blenheim except subject
to such conditions, not inconsistent with the provisions of
this license and the regulations relating thereto, or any varia-
tion of this license or the regulations, or new regulations which
may take the place of these regulations, as may from time to
time be agreed upon between the licensee and the Blenheim
Borough Council.

  1. VARIATION IN CONDITIONS OF LICENSE.

The terms and conditions of this license may at any time
or from time to time, at the request or with the consent in
writing of the licensee, be altered by the Governor-General
by Order in Council.

  1. BARE WIRES.

Notwithstanding anything hereinbefore contained, no bare
wires shall be erected unless and until the consent of the
Minister has first been obtained in accordance with the regu-
lations.

Prescribing the Rate of Interest that may be paid by the Hobson
County Council in respect of £5,000, being Part of a Loan
of £10,000 authorized to be raised for Drainage in Kaihu
Valley.

ORDER IN COUNCIL.

At the Government House at Wellington, this 24th day of
January, 1922.

Present:

His Excellency the Governor-General in Council.

WHEREAS section eleven of the Finance Act, 1921, as
amended by section six of the Local Bodies’ Loans
Amendment Act, 1921, provides that, notwithstanding any-
thing to the contrary in any Act or in any rule of law, where
a local authority or public body has been authorized before
the passing of the said Act, or is thereafter authorized, to
borrow money, whether pursuant to a poll of ratepayers or
otherwise howsoever, whether the rate of interest or the term
of years of the loan was or was not specified or determined,
and such money or any part thereof has not been borrowed,
the local authority may, with the precedent consent of the
Minister of Finance, borrow such money, or such amount
thereof as has not been borrowed, at such rate of interest, or
for such term not less than ten years, as may be prescribed
by the Governor-General by Order in Council :

And whereas the Hobson County Council has been autho-
rized to borrow the sum of ten thousand pounds for drainage-
works in the Kaihu Valley, and is now desirous of borrowing
the sum of five thousand pounds, being part of the ten thou-
sand pounds, at an increased rate of interest :

And whereas the Minister of Finance has given his precedent
consent as required by the above-recited section eleven, and
it is desired that the rate of interest at which the said five
thousand pounds may be borrowed be increased to not
exceeding six per centum per annum :

Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Dominion,
doth hereby prescribe that the rate of interest that may be
paid by the Hobson County Council in respect of the said
five thousand pounds shall be a rate not exceeding six per
centum per annum, and the said Hobson County Council
is hereby authorized to borrow the said sum of five thousand
pounds accordingly.

Electric-power Board in respect of £10,000, being Part of a
Loan of £100,000 authorized to be raised for constructing
Electric Transmission-lines between Waikaremoana and
Wairoa.

now desirous of borrowing the sum of ten thousand pounds,
being part of the one hundred thousand pounds, at an
increased rate of interest :

And whereas the Minister of Finance has given his precedent
consent as required by the above-recited section eleven, and
it is desired that the rate of interest at which the said ten
thousand pounds may be borrowed be increased to not
exceeding six per centum per annum :

Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Dominion,
doth hereby prescribe that the rate of interest that may be
paid by the Wairoa Electric-power Board in respect of the
said ten thousand pounds shall be a rate not exceeding six
per centum per annum, and the said Wairoa Electric-power
Board is hereby authorized to borrow the said sum of ten
thousand pounds accordingly.
