Education Act, 1914.—Regulations for Appeals of Teachers against their
Classification or Grading.

ORDER IN COUNCIL.
At the Government House at Wellington, this 10th day of October, 1921.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
In pursuance and exercise of the powers and authorities vested in him
by the Education Act, 1914, and the amendments of that Act, and of
all other powers and authorities enabling him in this behalf, His Excellency
the Governor-General of the Dominion of New Zealand, acting by and with
the advice and consent of the Executive Council of the said Dominion, doth
hereby make the amendments set out below in the regulations made by
Order in Council dated the thirteenth day of June, one thousand nine hun-
dred and twenty-one (hereinafter referred to as “the said regulations”),
for the appeals of teachers against their classification or grading; and,
with the like advice and consent, doth prescribe that this Order shall come
into force on the date of the first publication thereof in the New Zealand
Gazette.

AMENDMENTS IN REGULATIONS.
APPEALS OF TEACHERS AGAINST THEIR CLASSIFICATION OR GRADING.

  1. Clause 1 of the said regulations is hereby amended by the insertion,
    after the words “lodge an appeal,” of the words “in writing,” and by the
    addition of the following proviso :-
    “Provided that appeals from teachers employed in Western Samoa and
    in the Cook Islands may be accepted if they have been posted to the
    Director by the next outgoing mail-steamer following the date on which
    the classification or grading list was received.”
  2. Clauses 2 and 3 of the said regulations are hereby amended by the
    deletion therefrom of the words “Secondary-schools Assistant Teachers’
    Association,” and by the substitution therefor of the words “New Zealand
    Secondary-school Assistants’ Association.”
  3. Clause 4 of the said regulations is hereby amended by the deletion
    from subclause (i) of the words “an explicit,” and by the substitution
    therefor of the words “a complete and definite.”
  4. Clause 5 of the said regulations is hereby amended—
    (a.) By the deletion of subclause (i), and by the substitution therefor of
    the following subclause :-
    “(i.) The Appeal Board may waive any informality in an appeal, but,
    in general, shall consider only such grounds of appeal as have been furnished
    in sufficient time to receive the consideration of the grading officers.”
    (b.) By the insertion of the following subclause :-
    “(ii.) All appeals that have been received after the due date shall be
    submitted to the Appeal Board, which may, on the ground of exceptional
    circumstances, decide to hear the appeal.”
    (c.) By renumbering the remaining subclauses accordingly, and by
    adding to subclause (vii) the words “Such decision shall in every case be
    regarded as final.”

Regulations for the Grading of Teachers.

by the Education Act, 1914, and the amendments of that Act, and
of all other powers and authorities enabling him in this behalf, His Excellency
the Governor-General of the Dominion of New Zealand, acting by and with
the advice and consent of the Executive Council of the said Dominion, doth
hereby make the amendments set out below in the regulations made by
Order in Council dated the tenth day of January, one thousand nine
hundred and twenty-one, and amended by the Order in Council dated the
thirteenth day of June, one thousand nine hundred and twenty-one (here-
inafter referred to as “the said regulations”), for the grading of teachers;
