Minister’s Decisions under Customs Duties Act.

Customs Department, Wellington, 5th October, 1921.

IT is hereby notified, for public information, that the Hon. the Minister of Customs has decided to interpret the Customs Duties Act in relation to the undermentioned articles as follows:—

NOTE.—“Not otherwise enumerated” appears as n.o.e.; “other kinds” as o.k.; “articles and materials suited only for, and to be used solely in, the fabrication of goods in the Dominion” as a. & m.s. Articles marked thus † are revised decisions.

General Tariff.
20/33/4 A. and m.s., viz.:—
3/216/2 Cobalt linoleate
Discs of cast steel, in the rough, with hole bored in the centre, for the manufacture of circular saws
†5/37/13 Fabrics peculiar to hat-making (not including lace or millinery trimmings), composed of straw, rush, or imitation straw or rush, or of any of these materials plaited or woven with cotton, linen, silk, wool, or other fibres As a. and m.s. (482) Free.
†3/211/2 Artificers’ tools, n.o.e., viz.:—
Tailors’ irons (including tailors’ electric irons), being irons specially shaped for use of tailors As artificers’ tools, n.o.e. (359) Free.
6/70/2 Cartons, printed, of cardboard, imported along with confetti for which they are to be used as containers As printed wrappers (142) or as cardboard boxes (150), whichever rate is higher. (See section 134 of the Customs Act, 1913.)
12/48 Dental appliances, viz.:—
Dentists’ electrically driven amalgam-mixer (except the motor, which is to be separately classified under section 137 of the Customs Act, 1913) As dental appliances (279) Free.
3/31/6 Electric appliances, viz.:—
“Subsets” peculiar to office interphones, consisting of key boxes, receivers and transmitters, whether imported as one instrument or otherwise As electric appliances, n.o.e. (parts of telephones) (176) 20 per cent.
3/31/6 Cable terminals used with interphones (claimed as parts of telephones) As electric appliances, n.o.e. (176). 20 per cent.
14/15/2 Lamps, ships’, fittings for, viz.:—
Tin cone glass-holders, identifiable as parts of ships’ anchor, side, or head lights As parts of lamps, n.o.e. (122) 20 per cent.
18/28 “Lin Rubber,” a ribbed composition with canvas backing, used to cover running-boards for motor-cars, &c. As floorcloth (109) 20 per cent.
2/228 Metal-workers’ machine and hand tools, viz.:—
Bootlace-tagging machine As metal-workers’ machine or hand tools (379) Free.
2/92/6 Machinery, n.o.e., viz.:—
Tab-cutting attachment for card-index punching-machine (claimed as part of cardboard-box-making machine) As machinery, n.o.e. (182) 20 per cent.
2/23 Manure-mixing plant, the “Sturtevant,” consisting of elevators, screen, pulverizer, mixer, weigher, and bagger; parts to be classified as under—
Pulverizer As rock-breaking machines (397) Free
Fertilizer-mixer, including hopper and hopper valve for same As agricultural machines, n.o.e. (357) Free.
Balance of the plant As machinery, n.o.e. (182), or as manufactured articles of metal, n.o.e. (183), according to kind 20 per cent.
2/69/2 Oil-engines, parts of, viz.:—
Slide and grid-block, being parts of a throttle-valve operated by an oil-engine governor (claimed as parts of engine governor) As parts of oil-engines (169A) 10 per cent.
6/139 Paper covers or bags for gramophone-records, with circular hole cut in each side, through which title, &c., of record may be seen—
