claim lodging-allowance for a longer time than one week after the
relieving duty commences.

“ Officers are not entitled to draw travelling-allowance for any
time during which they perform relieving duty, except as follows:
When in performing relieving duty an officer is not required to stay
more than three nights in the place where such duty is performed, he
may be paid travelling-allowance instead of relieving-allowance. But
travelling-allowance may be paid for the day occupied in travelling
to or from headquarters, provided that the time occupied exceeds six
hours on each occasion.

“ In any special case the Commissioner may authorize payment
of an allowance at a higher rate.”

Regulation 117 is hereby amended by deleting the words “ Officers
receiving £400 a year and over, 2s. 6d.; under £400 a year, 1s. 6d.,”
and substituting therefor the words “ Officers receiving £450 a year
and over, 2s. 6d.; under £450 a year, 2s.”

Regulation 209 is hereby revoked, and the following substituted
in lieu thereof:—

“ 209. (1.) Every officer who performs the duties of a position of
a higher class or grade than that in which he is classified for a period
of not less than three consecutive months shall be granted, on the
approval of the Commissioner, payment in addition to salary for the
period during which he has continuously performed such duties at a
rate equal to the difference between his salary and the minimum
salary of the class immediately above that in which he is classified,
or at such higher rate as the Commissioner shall think fit, but in no
case at a rate less than £10 per annum.

“ (2.) Where the performance of such higher duties by an officer
has been intermittent, and amounts to four months in any period of
twelve consecutive months, an allowance as provided in subclause (1)
may be paid for the time during which such higher duties have been
performed: Provided that each period of twelve consecutive months
shall stand by itself, and shall not include any time for which an
allowance has been paid under this regulation for the consecutive or
intermittent performance of such higher duties in any preceding period
of twelve consecutive months.

“ (3.) An officer of the Seventh Class of the Clerical Division who
is in receipt of a salary of not more than £160 per annum shall be
deemed to be performing the duties of a position of a higher class or
grade than that in which he is classified if he performs the duties
ordinarily performed by an officer of the same class who is in receipt
of a salary of not less than £250 per annum, and may be granted, on
the approval of the Commissioner, and subject to the provisions of
this regulation, payment in addition to salary at a rate of not more
than £25 per annum: Provided that no such payment shall be
authorized unless the Commissioner is satisfied that the duties so
performed have been actually taken over by the officer claiming from
an officer in receipt of a salary of not less than £250 per annum, and
are such as are ordinarily allotted only to officers of the Seventh Class
in receipt of salaries of not less than £250 per annum, and that such
duties have been performed in a proper and efficient manner by the
officer claiming payment of an allowance in respect thereof.

“ (4.) In the case of an officer occupying a position of a higher
class or grade than that in which he is classified, but not in fact
performing all the duties of such position, he shall be entitled only
to such allowance in addition to salary as the Commissioner shall
determine.

“ (5.) No officer shall, without the previous consent of the Commissioner, be assigned the duties of a higher class or grade, within
the meaning of this regulation, for a longer period or periods, consecutively or intermittently, than two months in any period of twelve
consecutive months as defined in subclause (2).

“ (6.) If an officer who is performing the duties of a higher class
or grade as aforesaid goes on ordinary leave, such leave shall not be
deemed to interrupt the performance of such duties if the officer goes
back to the same or similar higher duties on his return from leave.
No payment in addition to his ordinary salary shall, however, be
made to the officer in respect of the period during which he is on
leave.

“ (7.) Any officer who is performing the duties of a higher class
or grade on the day on which this regulation first has effect may be
paid an allowance, subject to the foregoing provisions, in respect of
any then current period of not less than three consecutive months
during which he has performed such higher duties; provided that
