Amendments and Additions to the Regulations under the Public Service Act, 1912.

IN pursuance and exercise of the authority conferred on him by the Public Service Act, 1912 (hereinafter called “the said Act”), the Commissioner, with the approval of the Governor-General in Council, doth hereby, in respect of the regulations made under the said Act on the thirty-first day of March, one thousand nine hundred and thirteen, and published in the New Zealand Gazette on the first day of April, one thousand nine hundred and thirteen, and the amendments thereof made from time to time under the provisions of the said Act, make the amendments shown in the Schedule hereto.

Such amendments shall have effect from and after the date of publication thereof in the New Zealand Gazette.

SCHEDULE.

REGULATION 8B is hereby revoked, and the following substituted in lieu thereof:—

“8B. Only work which the Commissioner considers special in its character, and which cannot be performed during the regular hours of duty, shall be regarded as overtime work for which extra payment may be made. Officers not working under close supervision or whose hours of duty cannot be definitely determined shall not be entitled to claim payment for overtime, nor shall any officer in receipt of salary exceeding £500 per annum be so entitled: Provided that the maximum amount payable in respect of overtime worked by an officer during any calendar month shall not exceed the difference between one-twelfth of his classified salary and one-twelfth of £500: Provided further that no payment for overtime shall be made to any officer in respect of any period during which he is in receipt of an allowance for performing higher duties, if the effect of such payment is to increase the total amount received by him for that period by way of classified salary, allowance, and payment for overtime in excess of a rate of £500 per annum. If an officer becomes entitled to payment of an allowance for performing higher duties in respect of any period for which he has received payment for overtime, any surplus received by him shall be deducted from the amount payable by way of allowance.”

Regulation 8E is hereby revoked, and the following substituted in lieu thereof:—

“RATE OF PAYMENT.

“8E. The following shall be the rate of payment for overtime, where such payment is sanctioned, and shall apply only to officers of the Professional and Clerical Divisions:—

Per Hour.

Officers receiving a salary not exceeding £205 per annum 1 6
Officers receiving over £205 and not exceeding £258 per annum 2 0
Officers receiving over £258 and not exceeding £320 per annum 2 6
Officers receiving over £320 and not exceeding £400 per annum 3 0
Officers receiving over £400 and not exceeding £500 per annum 3 6

“Overtime shall be calculated to the nearest quarter of an hour.

“Officers of the General Division whose cases are not met by special regulation in that behalf may be paid for overtime at such rate as may be fixed by the Commissioner from time to time.”

The following new regulation is hereby made:—

“RELIEVING-ALLOWANCES.

“111B. Officers called upon to perform relieving duty which necessitates their absence at night from home shall be paid allowances at the following rates:—

To officers drawing salaries not exceeding £160:
Actual and reasonable expenses. Per Diem.

To officers drawing salaries exceeding £160 and not exceeding £320 10 0
To officers drawing salaries exceeding £320 and not exceeding £500 12 6
To officers drawing salaries exceeding £500 15 0

“Officers entitled to lodging-allowance, when appointed to relieving duty involving separate payment for such duty, will not be entitled to
