Present:

HIS EXCELLENCY THE ADMINISTRATOR PRESIDING IN COUNCIL.

IN pursuance and exercise of the powers vested in him under the provisions of Part VIII of the Education Act, 1914, and the amendments thereof, and of all other powers and authorities enabling him in this behalf, His Excellency the Administrator of the Government of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations relating to the training of student-teachers in technical schools; and doth prescribe that this Order shall come into force on the date of the first publication thereof in the New Zealand Gazette.

REGULATIONS.

TRAINING OF STUDENT-TEACHERS IN TECHNICAL SCHOOLS.

  1. SUBJECT in every individual case to the approval of the Director of Education, student-teachers may be appointed in technical schools and classes on the following conditions:-

(1.) That any such teacher must be employed only in a class under the direct control and regular instruction of a fully qualified instructor.

(2.) That where the limiting number of students under one teacher is not greater than twenty-four, not more than six additional pupils may be admitted if there is a student-teacher assisting the instructor.

In no other case may the limiting roll of a class for one teacher be exceeded.

(3.) That the student-teacher shall continue to attend classes for his own training and instruction, including in each year a course of not less than forty hours instruction in pedagogical methods in an approved class or at a training college.

(4.) That apart from time spent in teaching, the student-teacher shall devote the whole of his time to the study and practice of the trade or occupation for which he is being trained.

(5.) That the student-teacher shall give not more than half the actual instruction in any one class.

(6.) That to be eligible for appointment a student-teacher shall have at least the standing of a fourth year student in the course pertaining to the trade or occupation concerned.

(7.) That not more than two such student-teachers may be appointed to any one class.

  1. Subject to the conditions of clause 1, capitation may be paid on account of the attendance of approved student-teachers while acting as assistants at the following rates per hour:-

  1. Where an improved course in Pedagogy under a competent teacher occupying not less than forty nor more than eighty hours' instruction in any one year is provided for the training of student-teachers, a grant may be made at the rate of 10s. for each hour of instruction-i.e., of not less than Β£20 nor more than Β£40 in respect of each such course; provided that no capitation shall be paid on the attendances of students in such course.

  2. Applications for the approval of the appointment of a student-teacher must be made through the controlling authority on forms supplied by the Department.

  3. Free railway tickets will be granted where necessary to enable student-teachers to attend classes for purposes of teaching or instruction.
