is Sweden, the commencement of this Order shall be substituted for the commencement of the said Act and for the commencement of the said Order.

(3.) In the application to works of which the country of origin is Sweden of sections 3 (2) (d) and 25 of the Copyright Act, 1913, the commencement of this Order shall be substituted for the commencement of the said Act in section 25 (7) and section 25 (8) wherever that expression occurs.

(4.) Where any person has, before the commencement of this Order, taken any action whereby he has incurred any expenditure or liability in connection with the reproduction or performance of any work in a manner which at the time was lawful, or for the purpose of or with a view to the reproduction or performance of a work at a time when such reproduction or performance would but for the making of this Order have been lawful, nothing in this Order shall diminish or prejudice any rights or interests arising from or in connection with such action which are subsisting and valuable at the commencement of this Order, unless the person who by virtue of this Order becomes entitled to restrain such reproduction or performance agrees to pay such compensation as, failing agreement, may be determined in accordance with the provisions of the Copyright Act, 1913.

This Order shall come into operation on the 26th day of July, 1920, which date is in this Order referred to as the commencement of this Order.

Extension of Copyright Act, 1913, to French Morocco.

ORDER IN COUNCIL.

At the Government House at Wellington, this 26th day of July, 1920.

Present:

His Excellency the Administrator presiding in Council.

WHEREAS by an Order in Council dated the twenty-seventh day of March, one thousand nine hundred and fourteen, and gazetted on the first day of April then instant (hereinafter referred to as “the said Order”), the Copyright Act, 1913, was extended to the foreign countries therein mentioned, subject to the provisions set out in the said Order: And whereas it is desired to extend the said Order to the French Protectorate of Morocco:

Now, therefore, His Excellency the Administrator of the Government of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in exercise of the powers and authorities conferred on him by the Copyright Act, 1913, doth hereby extend the said Order to that part of the Empire of Morocco which is under French protection, as if it were amongst the foreign countries of the Copyright Union named in paragraph (1) of the said Order, subject to the following modifications:—

(1.) The provisions of paragraph (2), proviso (iii) (a), of the said Order shall apply as if the aforesaid part of the Empire of Morocco were included amongst the foreign countries named in those provisions.

(2.) In the application of the provisions of paragraph (3) of the said Order to works of which the country of origin is the aforesaid part of the Empire of Morocco, the commencement of this Order shall be substituted for the commencement of the said Act and for the commencement of the said Order.

(3.) In the application to such works of sections 3 (2) (d) and 25 of the Copyright Act, 1913, the commencement of this Order shall be substituted for the commencement of the said Act in section 25 (7) and 25 (8) wherever that expression occurs.

(4.) In the application to such works of the provisions of section 32 of the Copyright Act, 1913, the commencement of this Order shall be substituted for the commencement of the said Act wherever that expression occurs in subsection (1) (a), and for the 1st July, 1913, in subsection (1) (b).

This Order shall come into operation on the 26th day of July, 1920, which date is in this Order referred to as the commencement of this Order.

Education Act, 1914.—Amendment in the Regulations for the Grading of Teachers.

ORDER IN COUNCIL.

At the Government House at Wellington, this 26th day of July, 1920.

His Excellency the Administrator presiding in Council.

IN pursuance and exercise of the powers and authorities vested in him by the Education Act, 1914, and its amendments, and all other powers and authorities enabling

him in this behalf, His Excellency the Administrator of the Government of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby amend the regulations made by Order in Council dated the twenty-third day of December, one thousand nine hundred and nineteen, for the grading of teachers by adding the clause set out below; and doth prescribe that this Order shall come into force on the first day of February, one thousand nine hundred and twenty.

AMENDMENT.

ADDITIONAL CLAUSE TO THE REGULATIONS FOR GRADING OF TEACHERS.

  1. NOTWITHSTANDING anything contained in these regulations, every teacher eligible to be graded who was on military service for at least one year during the years 1914–20 inclusive—

(a.) Shall be eligible for fifteen marks for organization if graded in Group I, or for at least ten marks for organization if graded in any higher group;

(b.) May be favourably considered as worthy of at least four marks for environment;

(c.) Shall in general receive the same increase of marks for the period of his military service as was received on the average by teachers whose status was similar to his own at the time of his enrolment for military service.

Education Act, 1914.—Amendments to the Regulations for Pupil-teachers and Probationers.

His Excellency the Administrator presiding in Council.

IN pursuance and exercise of the powers vested in him by the Education Act, 1914, as amended by the Education Amendment Act, 1919, and of all other powers and authorities enabling him in that behalf, His Excellency the Administrator of the Government of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the amendments set forth hereunder to the regulations in Part VIII of the Order in Council dated the seventeenth day of December, one thousand nine hundred and eighteen (hereinafter referred to as “the said regulations”); and doth prescribe that this Order shall come into force on the first publication thereof in the New Zealand Gazette.

AMENDMENTS.

Clause 2 of the said regulations is hereby amended by the addition, after the words “in the district,” of the words “except with the approval of the Minister.”

Clause 10 of the said regulations is hereby amended by the addition of the words “except with the approval of the Minister.”

Mungo Douglas, Esq., of Taneatua;
Hubert Roughton Hogg, Esq., J.P., Opotiki; and
Thomas Patrick Lemon, Esq., Te Puke,

to be members of the Bay of Plenty Local Land Purchase Board (consisting of the Counties of Opotiki, Rotorua, Tauranga, and Whakatane) constituted under the Land Laws Amendment Act, 1919, for the period ending the thirty-first day of December, one thousand nine hundred and twenty-two.
