Delivery of Postal Packets.

HIS EXCELLENCY THE ADMINISTRATOR PRESIDING IN COUNCIL.

WHEREAS by Order in Council dated the tenth day of April, one thousand nine hundred and seventeen, and published in the New Zealand Gazette of the nineteenth day of April, one thousand nine hundred and seventeen, a regulation was made under the authority of the Post and Telegraph Act, 1908 (hereinafter termed “the said Act”), for the delivery of postal packets :

And whereas it is desirable to amend such regulation in the manner hereinafter set forth :

Now, therefore, His Excellency the Administrator of the Government of the Dominion of New Zealand, in pursuance and exercise of the power and authority conferred upon him by the said Act, and of all other powers and authorities in that behalf enabling him, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the regulation under the heading “Delivery” in the Schedule to the above-recited Order in Council, and in lieu thereof doth hereby make the regulation set forth in the Schedule hereto; and doth declare that the regulation hereby made shall form part of and be read together with the regulations for the delivery of postal packets made by Order in Council dated the seventeenth day of January, one thousand nine hundred and ten, and shall take effect on and from the date of the publication of this Order in Council in the New Zealand Gazette.

SCHEDULE.

DELIVERY.

1. To facilitate the delivery of letters, a letter-box should be affixed to every house-door. Any person whose house lies back from the street may be required at any time by the Chief Postmaster to provide a box on the street-line for the reception of mail-matter. Failing compliance, such person may be excluded from the postman’s delivery. A delivery by postman will not be made above the first floor of any building unless an elevator is available for use, nor to the different rooms or suites on any floor in an apartment house, whether or not an elevator is available. If in such a case delivery by postman is required, a suitable locked box must be provided by the person concerned on the ground floor or some responsible person on the ground floor must be authorized to receive the correspondence. In the case of rural deliveries, settlers off the road-line must either meet the mailman or provide a suitable box on the road-line in which their correspondence can be deposited.

Extension of Copyright Act, 1913, to Union of South Africa.

HIS EXCELLENCY THE ADMINISTRATOR PRESIDING IN COUNCIL.

WHEREAS it is provided by section twenty-eight of the Copyright Act, 1913, that the Governor-General may by Order in Council direct that the said Act shall extend (a) to works first published in any part of the British dominions to which the Order relates, in like manner as if such works were first published in New Zealand; and (b) in respect of residence in any part of the British dominions to which the Order relates, in like manner as if such residence were residence in New Zealand :

Now, therefore, His Excellency the Administrator of the Government of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in exercise of the powers and authorities conferred on him as aforesaid, doth hereby direct that the Copyright Act, 1913, shall extend as from the first day of January, one thousand nine hundred and seventeen, to works first published in the Union of South Africa as if such works were first published in New Zealand; and doth further direct that the said Copyright Act, 1913, shall extend in respect of residence in the Union of South Africa as if such residence were residence in New Zealand.

WHEREAS by an Order in Council dated the twenty-seventh day of March, one thousand nine hundred and fourteen, and gazetted on the first day of April then instant (hereinafter referred to as “the said Order”), the Copyright Act, 1913, was extended to the foreign countries therein mentioned, subject to the provisions set out in the said Order: And whereas it is desired to vary the said Order so far as it relates to Sweden :

Now, therefore, His Excellency the Administrator of the Government of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in exercise of the powers and authorities conferred on him by the Copyright Act, 1913, doth hereby vary the said Order as follows :—

(1.) The provisions of paragraph (2), proviso (i), paragraph (2), proviso (iii) (c), proviso (iii) (e), and proviso (iii) (f), of the said Order are hereby revoked so far as they relate to works of which the country of origin is Sweden, and the authors of all such works shall enjoy the same rights as if the said provisions had never related thereto.
