and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the powers and authorities conferred upon him by the said Act, doth hereby determine with respect to the Wairarapa Electric-power District that the number of representatives of each constituent district on the Board of the said district shall be the number specified in the second column of the Schedule hereto opposite the name of that constituent district.

At the Government Buildings at Wellington, this twenty-ninth day of March, 1920.
Present :
THE HONOURABLE SIR WILLIAM FRASER PRESIDING IN COUNCIL.
IN pursuance and exercise of the powers and authorities vested in him by the Agricultural and Pastoral Societies Act, 1908, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby incorporate the members of the Clutha Valley Agricultural and Pastoral Association, and such persons as shall hereafter be admitted members of the said association agreeably to the rules of the said association and the provisions of the said Act, into a body corporate under the style and title of “The Clutha Valley Agricultural and Pastoral Association.”

Consenting to the Raising of a Loan of £140,000 proposed to be raised by the Wanganui Borough Council.

At the Government Buildings at Wellington, this twenty-ninth day of March, 1920.

THE HONOURABLE SIR WILLIAM FRASER PRESIDING IN COUNCIL.
WHEREAS by section twenty, subsection one, of the Finance Act, 1919, it is provided that, notwithstanding any Act to the contrary, it shall not be lawful or competent for any local authority or for any Harbour Board to borrow or contract to borrow any money (otherwise than by way of bank overdraft within the limit of its powers, if any, in that behalf), whether from the State Advances Office or from any other source whatever, and whether in pursuance of a special Act or under any other authority whatever, without the precedent consent of the Governor-General in Council :
And whereas application has been made for the consent of the Governor-General in Council to enable the Wanganui Borough Council to borrow the sum of one hundred and forty thousand pounds :
And whereas it is expedient that the precedent consent of the Governor-General in Council should issue :
Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby consent to the raising of the loan of one hundred and forty thousand pounds by the Wanganui Borough Council, provided that the rate of interest at which the loan is to be raised shall in no case produce to the lender a return exceeding five and one-half pounds per centum per annum ; and it is hereby declared that this Order in Council is made under the provisions in that behalf of the Finance Act, 1919, and shall operate accordingly as a consent of the Governor-General in Council to the raising of the loan hereby authorized.
