and consent of the Executive Council of the said Dominion,
doth hereby consent to the raising of the loans hereinafter
mentioned by the several local authorities set out in the
Schedule hereto, provided that the rate of interest at which
the loans or any of them are to be raised shall in no case
produce to the lender a return exceeding five and one-quarter
pounds per centum per annum; and it is hereby declared
that this Order in Council is made under the provisions in
that behalf of the Appropriation Act, 1915, and shall operate
accordingly as a consent of the Governor-General in Council
to the raising of the loans hereby authorized.

Declaring Area added to Borough of Thames to form a Ward
of such Borough, and fixing Representation.

ORDER IN COUNCIL.
At the Government House at Wellington, this fifth day of
August, 1919.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by Order in Council dated the twenty-ninth
day of July, one thousand nine hundred and nineteen,
and made under the provisions of section ten of the Thames
Borough Boundaries Alteration Act, 1918, the area described
in the Schedule to the said Order was, as from the first day
of August, one thousand nine hundred and nineteen, declared
to form part of and be included in the Borough of Thames:
And whereas it is considered desirable to declare that the
area so added shall form a definite ward of such borough,
and that the number of Councillors to represent the area
shall be fixed:
Now, therefore, I, Arthur William de Brito Savile, Earl of
Liverpool, the Governor-General of the Dominion of New
Zealand, in pursuance and exercise of the powers and autho-
rities vested in me by section ten of the Thames Borough
Boundaries Alteration Act, 1918, and of all other powers and
authorities enabling me in this behalf, and acting by and
with the advice and consent of the Executive Council of the
said Dominion, do hereby declare that the area declared to
be added to the Borough of Thames by the said Order in
Council of the twenty-ninth day of July, one thousand nine
hundred and nineteen, shall form a ward of such borough,
and shall be known as the "Suburban Ward"; and, with
the like advice and consent, I do hereby declare that three
Councillors shall be elected to represent such ward on the
Thames Borough Council.

Bringing certain Provisions of the Mining Act into Force
within certain Parts of New Zealand

ORDER IN COUNCIL.
At the Government House at Wellington, this twenty-ninth
day of July, 1919.
Present:
HIS EXCELLENCY THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by section two of the Mining Amendment
Act, 1911, it is provided that the Governor, by
Order in Council, may from time to time declare that any
of the provisions of the Mining Act, 1908, shall apply to
prospecting and mining for and the storage of petroleum
and other mineral oils and of natural gas, and also define
the districts within which any such Order in Council shall
take effect:
Now, therefore, in pursuance and exercise of the powers
and authorities conferred on him by the said Act, His
Excellency the Governor-General of the Dominion of New
Zealand, acting by and with the advice and consent of the
Executive Council of the said Dominion, doth hereby declare
that the provisions of the Mining Act, 1908, set out in the First
Schedule hereto shall apply to prospecting and mining for
and the storage of petroleum and other mineral oils and of
natural gas within the districts described in the Second
Schedule hereto.
FIRST SCHEDULE.
THE Mining Act, 1908. - Part II : Section 11, subsec-
tion (a). Part IV : Sections 76 to 85, both inclusive, and
section 165. Part V : Sections 261 to 276, both inclusive.
Mining Amendment Act, 1914: Section 31.
Regulations under Mining Act, 1908: Nos. 1, 33, 91, 102,
147 to 150 (both inclusive).
SECOND SCHEDULE.
ALL that area in the Canterbury Land District, and Ash-
burton Survey District, containing by admeasurement 439
acres, more or less, being Rural Section 15838 and part
of Rural Section 16213 on the map of the said survey
district. Bounded towards the north-east by Rural Sec-
tions 16124 and 15839; towards the south-east by Rural
Sections 24788 and 24789; towards the south-west by Rural
Section 24981 ; and towards the north-west and south-west
by other parts of Rural Section 16213 ; and again towards
the north-west by a railway and road-line; all as shown
coloured red on map marked Mines 18/1181, deposited in the
office of the Minister of Mines at Wellington.

Cliff Street, in the Borough of Timaru, exempted from the
Provisions of Section 117 of the Public Works Act, 1908.

ORDER IN COUNCIL.
At the Government House at Wellington, this fifth day of
August, 1919.

HIS EXCELLENCE THE GOVERNOR-GENERAL IN COUNCIL.
WHEREAS by subsection one of section one hundred
and seventeen of the Public Works Act, 1908, it is,
inter alia, provided that the said section shall not apply in
any case where the local authority having control of any
road or street by resolution declares that the provisions
thereof shall not apply to any specified road or street, or any
specified part thereof, and such resolution is approved by
the Governor-General in Council:
And whereas by subsection two of section one hundred
and seventeen of the Public Works Act, 1908, it is provided
that such approval may be either absolute or subject to
such conditions with respect to the building-line as the
Governor-General, by Order in Council, thinks fit to impose:
And whereas the Timaru Borough Council, being the local
authority having control of the street described in the
Schedule hereto, has passed the following resolutionβviz.,
"That the Timaru Borough Council declares that the pro-
visions of section one hundred and seventeen, subsection one,
of the Public Works Act, 1908, shall not apply to Cliff Street,
and that the approval of the Governor-General in Council be
obtained to this resolution":
And whereas it is deemed expedient that such resolution
should be approved:
Now, therefore, His Excellency the Governor-General of
the Dominion of New Zealand, in pursuance and exercise of
the powers conferred by the above-in-part-recited Act, and
acting by and with the advice and consent of the Executive
Council of the said Dominion, doth hereby approve of the
said resolution.
SCHEDULE
ALL that street situated in the Canterbury Land District,
Borough of Timaru, knocwn as Cliff Street, situated between
Stafford Street and the railway reserve. As the said street
is more particularly delineated on the plan marked P.W.D.
46370, deposited in the office of the Minister of Public Works
at Wellington, in the Wellington Land District, and thereon
coloured blue.
